【摘要】：普京掌舵俄羅斯以后,獨(dú)聯(lián)體集體安全條約升格為正式組織,"上海五國"定型為上海合作組織,歐亞經(jīng)濟(jì)共同體取得積極進(jìn)展,俄、白、哈三國關(guān)稅同盟得以啟動。此外,金融危機(jī)對西方世界造成了強(qiáng)大沖擊,客觀上促進(jìn)了國際力量對比的變化和重組,其中最突出的表現(xiàn)在于新興經(jīng)濟(jì)體的加速崛起。正是在這種背景下,為推進(jìn)對后蘇聯(lián)空間的進(jìn)一步整合,普京正式提出了歐亞聯(lián)盟方案,并將其作為俄羅斯的外交重點(diǎn)。歐亞聯(lián)盟方案顯示了普京的政治抱負(fù)和俄羅斯民眾的期許,俄、白、哈也如期達(dá)成了歐亞經(jīng)濟(jì)聯(lián)盟條約,但考慮到后蘇聯(lián)空間復(fù)雜的地緣政治現(xiàn)實(shí),普京對后蘇聯(lián)空間整合的前景仍難言樂觀。
[Abstract]:After Putin took the helm of Russia, the CIS collective security treaty was upgraded to a formal organization, the "Shanghai five" was shaped as the Shanghai Cooperation Organization, the Eurasian Economic Community made positive progress, and the customs union of Russia, Belarus and Kazakhstan was launched. In addition, the financial crisis has had a strong impact on the western world, objectively promoting the change and restructuring of the international power balance, the most prominent of which is the accelerated rise of emerging economies. It is against this background that Putin formally put forward the Eurasian Union (Eurasian Union) scheme as Russia's diplomatic focus in order to promote the further integration of the post-Soviet space. The Eurasian Union plan shows Putin's political aspirations and the expectations of the Russian people. Russia, Belarus and Kazakhstan also reached the Eurasian Economic Union treaty on schedule, but given the complicated geopolitical reality of the post-Soviet space, Putin is still optimistic about the prospect of space integration after the Soviet Union.
