湖南省公路貨運車輛超限超載運輸治理對策研究

【摘要】:湖南省近幾年來交通基礎(chǔ)設(shè)施不斷完善,而且地處我國中部,沿海地區(qū)的百貨及深加工產(chǎn)品向西部地區(qū)運輸,西北部地區(qū)的蔬菜水果以及礦物資源向沿海發(fā)達(dá)地區(qū)運輸都會經(jīng)過我省,各種運輸企業(yè)個人魚龍混雜,導(dǎo)致超限超載現(xiàn)象越發(fā)嚴(yán)重,對我省公路造成了嚴(yán)重的破壞的同時嚴(yán)重威脅道路行駛安全,相關(guān)數(shù)據(jù)顯示,70%的道路交通安全事故與超限超載運輸直接相關(guān)。我國從上世紀(jì)80年代至今,一直在對車輛超限超載運輸進行治理,但治理成效一直不明顯,如何徹底解決超限超載問題,將超限超載治理長期有效的開展下去是當(dāng)前我省急需關(guān)注和解決的問題。本文立足于超限超載的基本概念,介紹了超限超載運輸區(qū)別和相同點以及超限超載運輸帶來的危害,從利益角度分析超限超載運輸現(xiàn)象產(chǎn)生的根源,并從歷年超限超載專項治理行動取得很好效果但進入長效治理模式以后又會死灰復(fù)燃的情況出發(fā),分析當(dāng)前治理超限超載過程中存在著治標(biāo)不治本、市場監(jiān)督及行政監(jiān)督存在缺陷及政策執(zhí)行力度不夠等問題,最后就是從各部門在超限超載治理工作協(xié)同合作出發(fā),分析各相關(guān)部門在聯(lián)合執(zhí)法信息共享方面存在的問題。最后結(jié)合國內(nèi)外先進的治理經(jīng)驗,提出了今后的治理不應(yīng)該只是集中在交通部門對路面超限車輛的查處上,應(yīng)該采取多種措施,規(guī)范運輸市場、加大執(zhí)法力度、監(jiān)督貨運源頭以及執(zhí)法過程,建立起多部門協(xié)同合作的信息平臺,以此建立起真正有效的超限運輸治理長效機制。更系統(tǒng)的對我省的治理理論進行了梳理,并從實際出發(fā)對源頭治理、路面治理以及信息化系統(tǒng)建設(shè)提出了具體的建議。
[Abstract]:In recent years, the transportation infrastructure of Hunan Province has been continuously improved, and the department stores and deep processed products located in the central part of China and the coastal areas are transported to the western region. The transportation of vegetables and fruits and mineral resources from the northwest to the coastal developed areas will pass through our province, and all kinds of transportation enterprises will be mixed with each other, which leads to the phenomenon of overloading and overloading. It has caused serious damage to the highway of our province and seriously threatened the safety of road driving. The relevant data show that 70% of the road traffic safety accidents are directly related to overloaded transportation. Since 1980s, China has been dealing with overloaded transportation of vehicles, but the effect of control has not been obvious, how to completely solve the problem of overloading. It is an urgent problem for our province to pay attention to and solve the problem of overloading control for a long time. Based on the basic concept of overloading, this paper introduces the differences and similarities of overloaded transportation and the harm caused by overloaded transportation, and analyzes the root causes of the phenomenon of overloaded transportation from the point of view of interests. Starting from the fact that the special control action of overloading over the years has achieved good results but will return to life after entering the long-term management model, this paper analyzes that there is no cure for the symptoms and not the root causes in the current process of controlling the overload over the limit. There are some problems in market supervision and administrative supervision, such as the lack of policy implementation and so on. Finally, based on the cooperative cooperation of various departments in the management of overloading, this paper analyzes the problems existing in the sharing of information in joint law enforcement by all relevant departments. Finally, combined with the advanced management experience at home and abroad, this paper puts forward that the management in the future should not only focus on the investigation and punishment of overrun vehicles on the road surface, but should take various measures to standardize the transportation market and strengthen the law enforcement. To supervise the source of freight transportation and the process of law enforcement, and to establish a multi-department cooperative information platform, so as to establish a truly effective long-term mechanism of over-limit transportation management. This paper combs the governance theory of our province more systematically, and puts forward some concrete suggestions on the source treatment, pavement treatment and the construction of information system from the actual point of view.
