中小城市綠色交通發(fā)展水平評價方法研究

【摘要】:經(jīng)濟(jì)的發(fā)展與人口的集聚,誘發(fā)交通需求的不斷增加,從而導(dǎo)致一系列交通問題的產(chǎn)生。綠色交通作為一種可持續(xù)的交通理念,也是交通觀念由“車本位”向“人本位”的一種轉(zhuǎn)變,更是城市交通發(fā)展的必然趨勢。綠色交通的評價是聯(lián)系綠色交通理論與實踐的重要環(huán)節(jié),但目前我國的大部分中小城市,對綠色交通評價重要性的理解并不深入,中小城市的綠色交通評價是一個亟待解決的問題。本文首先對綠色交通理論的內(nèi)涵與特征進(jìn)行深入地解讀,詳細(xì)闡述了綠色交通的構(gòu)成要素及影響因素,并通過深入分析綠色交通評價與傳統(tǒng)交通評價的差異,確定了中小城市綠色交通評價的主要內(nèi)容,建立了評價的流程圖。其次,在確定評價體系構(gòu)建原則與結(jié)構(gòu)的基礎(chǔ)上,對現(xiàn)有的評價指標(biāo)體系進(jìn)行了分析,運用層次分析法從交通出行者、交通基礎(chǔ)設(shè)施、交通運輸方式、交通管理、資源環(huán)境和社會經(jīng)濟(jì)適應(yīng)性六個方面建立了中小城市綠色交通評價指標(biāo)體系,并對指標(biāo)的定義及標(biāo)準(zhǔn)進(jìn)行詳細(xì)地說明。再次,在分析比較專家評價法、灰色關(guān)聯(lián)度法、數(shù)據(jù)包絡(luò)法等綜合評價方法的基礎(chǔ)上,確定了綠色交通評價模型,即采用AHP-熵值法作為指標(biāo)權(quán)重的確定方法,并結(jié)合云物元綜合評價方法建立評價模型,將模型應(yīng)用到中小城市綠色交通評價中。最后,根據(jù)本文建立的綠色交通評價指標(biāo)體系和綜合評價模型,對中小城市——河源市的綠色交通發(fā)展現(xiàn)狀進(jìn)行了評價,結(jié)果顯示河源市綠色交通的發(fā)展水平為“中等”,并有往“良好”發(fā)展的趨勢。針對河源市的交通現(xiàn)狀,本文還提出了實現(xiàn)綠色交通的政策途徑。
[Abstract]:The development of economy and the agglomeration of population lead to the continuous increase of traffic demand, which leads to a series of traffic problems. As a kind of sustainable traffic concept, green traffic is also a change of traffic concept from "car standard" to "people standard", and it is also the inevitable trend of urban traffic development. The evaluation of green traffic is an important link between the theory and practice of green traffic, but at present, most of the small and medium-sized cities in our country do not have a deep understanding of the importance of green traffic evaluation. Green traffic evaluation in small and medium-sized cities is an urgent problem to be solved. First of all, this paper deeply interprets the connotation and characteristics of green traffic theory, expounds in detail the constituent elements and influencing factors of green traffic, and analyzes the differences between green traffic evaluation and traditional traffic evaluation. The main contents of green traffic evaluation in small and medium-sized cities are determined, and the flow chart of evaluation is established. Secondly, on the basis of determining the construction principle and structure of the evaluation system, the existing evaluation index system is analyzed, and the analytic hierarchy process (AHP) is used to analyze the traffic travelers, traffic infrastructure, transportation mode and traffic management. The evaluation index system of green traffic in small and medium-sized cities is established from six aspects of resources, environment and social and economic adaptability, and the definition and standard of the index are explained in detail. Thirdly, on the basis of analyzing and comparing the comprehensive evaluation methods such as expert evaluation method, grey correlation degree method and data envelope method, the green traffic evaluation model is determined, that is, the AHP- entropy method is used as the method to determine the index weight. Combined with cloud matter-element comprehensive evaluation method, the evaluation model is established, and the model is applied to the green traffic evaluation of small and medium-sized cities. Finally, according to the evaluation index system and comprehensive evaluation model of green traffic established in this paper, the present situation of green traffic development in Heyuan City, a small and medium-sized city, is evaluated. The results show that the development level of green traffic in Heyuan City is "medium". And there is a trend of "good" development. In view of the present situation of traffic in Heyuan City, this paper also puts forward the policy ways to realize green traffic.
