【摘要】：EHS管理體系自20世紀(jì)末期率先被石油化工行業(yè)提出以來(lái),一直為許多國(guó)家的眾多企業(yè)所積極倡導(dǎo)。作為一種科學(xué)的先進(jìn)的管理方式,與我國(guó)可持續(xù)發(fā)展戰(zhàn)略不謀而合。然而到目前為止,并沒(méi)有一個(gè)統(tǒng)一的國(guó)際標(biāo)準(zhǔn)或者規(guī)范可以供企業(yè)在實(shí)施EHS管理體系時(shí)遵循。部分企業(yè)選擇將ISO14001認(rèn)證作為企業(yè)環(huán)境管理的標(biāo)志,而OHSAS18001也被廣泛采用作為企業(yè)職業(yè)安全健康評(píng)價(jià)的國(guó)際標(biāo)準(zhǔn)。在中國(guó),中小企業(yè)的數(shù)量占企業(yè)總數(shù)的90%以上,但是對(duì)大多數(shù)中小企業(yè)來(lái)說(shuō),進(jìn)行這兩大體系的認(rèn)證,耗費(fèi)大量的人力、物力及財(cái)力,并不是一個(gè)理想的選擇。本文主要研究主要包括:(1)以中小企業(yè)作為研究對(duì)象,通過(guò)對(duì)蘇州地區(qū)中小企業(yè)發(fā)放調(diào)查問(wèn)卷和實(shí)地調(diào)查等方法,調(diào)研中小企業(yè)對(duì)環(huán)境、職業(yè)健康、安全的管理現(xiàn)狀,企業(yè)環(huán)境管理體系以及職業(yè)健康管理體系的認(rèn)證情況。(2)總結(jié)已經(jīng)實(shí)施EHS管理體系的企業(yè)獲得的效益和成功的經(jīng)驗(yàn),結(jié)合ISO9001、ISO14001、OHSAS18001三大管理體系,探討中小企業(yè)EHS管理體系建立與運(yùn)行方法。(3)通過(guò)文獻(xiàn)查閱、專(zhuān)家咨詢(xún)等方法,對(duì)EHS管理體系文件進(jìn)行全面分析,并對(duì)三大管理體系進(jìn)行整合,針對(duì)中小企業(yè)的實(shí)際情況,探索出一套精簡(jiǎn)的、適用于中小企業(yè)的EHS管理手冊(cè)的編寫(xiě)方法及要點(diǎn)。(4)將探討得出的方法用于實(shí)踐,選擇一家企業(yè)結(jié)合其實(shí)際編寫(xiě)一本適用于該企業(yè)的EHS管理手冊(cè),并在企業(yè)建立運(yùn)行EHS管理體系,最后通過(guò)管理評(píng)審,對(duì)體系實(shí)施的效果和不足之處進(jìn)行分析,改進(jìn)并完善企業(yè)EHS管理體系,同時(shí)也是對(duì)EHS管理手冊(cè)編寫(xiě)方法的檢驗(yàn),在實(shí)際運(yùn)行中發(fā)現(xiàn)問(wèn)題并對(duì)管理手冊(cè)的編寫(xiě)方法進(jìn)行完善。實(shí)踐證明,EHS管理手冊(cè)的編寫(xiě)方法在中小企業(yè)是可行的。
[Abstract]:Since the end of twentieth Century, the EHS management system was first proposed by the petrochemical industry, and has been actively advocated by many enterprises in many countries. As a scientific and advanced management mode, it coincides with the strategy of sustainable development in China. However, so far, there is no unified international standard or specification for enterprises to follow in the implementation of the EHS management system. Some enterprises choose ISO14001 certification as a sign of corporate environmental management, and OHSAS18001 is widely used as an international standard for occupational safety and health evaluation of enterprises. In China, the number of small and medium-sized enterprises accounts for more than 90% of the total number of enterprises, but for most small and medium-sized enterprises, the certification of the two systems, which costs a lot of manpower, material resources and financial resources, is not an ideal choice. This paper mainly includes: (1) to small and medium-sized enterprises as the research object, through the method of questionnaire and on-the-spot investigation of small and medium-sized enterprises in Suzhou issued, research status of management of small and medium-sized enterprise environment, occupation health and safety certification, environmental management system and occupation health management system. (2) summarize the benefits and successful experience gained by the enterprises that have implemented the EHS management system. Combined with the three management systems of ISO9001, ISO14001 and OHSAS18001, we discuss the establishment and operation of EHS management system in small and medium-sized enterprises. (3) through literature review, expert consultation method, comprehensive analysis of the EHS management system file, and integration of the three management systems, according to the actual situation of small and medium-sized enterprises, explores the methods and main points of writing a concise, suitable for small and medium-sized enterprises EHS management manual. (4) will discuss the method used in practice, the choice of a company based on the compilation of a suitable for the enterprise EHS management manual, and the establishment of EHS management system in the enterprise, and finally through the management review, the system implementation effect and shortcomings are analyzed, improvement and perfection of enterprise EHS management system, inspection at the same time on the EHS management manual method, in the actual operation of the preparation method and the problems found the perfect management manual. Practice has proved that the writing method of EHS management manual is feasible in small and medium enterprises.
