【摘要】：突發(fā)公共事件應(yīng)急管理是很受當(dāng)今世界學(xué)術(shù)界關(guān)注的一個(gè)熱門課題。在當(dāng)今世界一體化進(jìn)程不斷加快的今天，突發(fā)公共事件應(yīng)急管理能力的提升已成為建設(shè)中國(guó)特色社會(huì)主義的一項(xiàng)迫切任務(wù)。改革開(kāi)放以來(lái)，隨著我國(guó)社會(huì)經(jīng)濟(jì)的飛速發(fā)展，伴隨而來(lái)的另一個(gè)問(wèn)題是各種突發(fā)公共事件經(jīng)常發(fā)生，不僅給全國(guó)人民生命財(cái)產(chǎn)和經(jīng)濟(jì)發(fā)展造成重大損失，而且有的還會(huì)危害到社會(huì)的穩(wěn)定和國(guó)家安全。因此如何科學(xué)應(yīng)對(duì)，妥善處理是我國(guó)政府必須面對(duì)的問(wèn)題，考驗(yàn)著公安機(jī)關(guān)的應(yīng)急管理能力。 公安機(jī)關(guān)處置突發(fā)事件的能力是黨、政府與公安機(jī)關(guān)總體能力建設(shè)的重要組成部分和必不可少的環(huán)節(jié)。建國(guó)55年來(lái),黨和政府的職能側(cè)重點(diǎn)逐步轉(zhuǎn)變,特別是駕馭時(shí)局、處理危機(jī)、化解矛盾、維護(hù)國(guó)家安全與社會(huì)穩(wěn)定的社會(huì)管理職能和能力有了大大加強(qiáng)與提升。面對(duì)日益復(fù)雜的國(guó)內(nèi)外形勢(shì)，公安機(jī)關(guān)必須大力構(gòu)建突發(fā)事件處置能力系統(tǒng)，以應(yīng)對(duì)各種人為和自然突發(fā)事件的頻繁發(fā)生，為創(chuàng)建社會(huì)主義和諧社會(huì)做出應(yīng)有貢獻(xiàn)。為此筆者按如下思路對(duì)本文進(jìn)行寫作。 這篇文章的主要內(nèi)容一共分為四個(gè)部分。第一部分重點(diǎn)闡述了突發(fā)公共事件應(yīng)急管理的內(nèi)涵及其理論發(fā)展脈絡(luò)。在這一章的內(nèi)容里，首先，筆者闡述突發(fā)公共事件的概念及其特點(diǎn)。依據(jù)《國(guó)家突發(fā)公共事件總體應(yīng)急預(yù)案》中對(duì)突發(fā)公共事件下的定義對(duì)這一問(wèn)題進(jìn)行了詳細(xì)解讀。其次，筆者梳理了突發(fā)公共事件應(yīng)急管理的相關(guān)理論基礎(chǔ)。第二部分重點(diǎn)闡述了提高公安機(jī)關(guān)突發(fā)公共事件應(yīng)急管理能力的意義。理論意義：第一，深化突發(fā)公共事件認(rèn)識(shí)，把握應(yīng)突發(fā)公共事件的應(yīng)急管理規(guī)律，為科學(xué)決策提供 依據(jù)。第二，有利于進(jìn)一步完善中國(guó)特色社會(huì)主義建設(shè)理論。現(xiàn)實(shí)意義：第一，有利于維護(hù)社會(huì)穩(wěn)定和樹(shù)立良好社會(huì)形象。第二，有利于加快我國(guó)公安部門職能轉(zhuǎn)變的步伐。第三部分論述了目前我國(guó)公安機(jī)關(guān)突發(fā)公共事件應(yīng)急管理存在的問(wèn)題。第一，我國(guó)目前的應(yīng)急管理體制并不樂(lè)觀。第二，地方公安機(jī)關(guān)應(yīng)急經(jīng)驗(yàn)不足，危機(jī)意識(shí)淡化。 第三，缺乏有效的溝通、協(xié)調(diào)機(jī)制。第四，缺乏突發(fā)公共事件的輿情信息管理常識(shí)。第五，政策執(zhí)行中有偏差行為，缺乏明確的問(wèn)責(zé)機(jī)制。 第四部分論述提升公安機(jī)關(guān)突發(fā)公共事件應(yīng)急管理能力的途徑。筆者提出通過(guò)五個(gè)方面來(lái)提升公安機(jī)關(guān)突發(fā)公共事件應(yīng)急管理能力。第一，健全協(xié)調(diào)機(jī)制，完善突發(fā)公共事件處置的基本原則。第二，增強(qiáng)危機(jī)意識(shí)，提升地方公安機(jī)關(guān)應(yīng)急管理能力。第三，完善我國(guó)現(xiàn)行突發(fā)公共事件應(yīng)急體制，加強(qiáng)公安機(jī)關(guān)同其它政府部門的協(xié)同應(yīng)對(duì)能力。第四，建立應(yīng)對(duì)突發(fā)公共事件的輿情信息管理制度。第五，，防止或糾正政策執(zhí)行中的偏差行為，嚴(yán)格和完善責(zé)任追究制度。 對(duì)國(guó)內(nèi)外各種應(yīng)急管理理論進(jìn)行認(rèn)真的分析，吸取其經(jīng)驗(yàn)教訓(xùn)，充分借鑒各國(guó)先進(jìn)的應(yīng)急管理理論，博觀約取，把對(duì)提升公安機(jī)關(guān)突發(fā)公共事件應(yīng)急管理能力有利的因素歸納綜合起來(lái)，真正的把握突發(fā)公共事件應(yīng)急管理的實(shí)質(zhì)，這樣才能真正地建構(gòu)起具有中國(guó)特色的突發(fā)公共事件應(yīng)急管理理論，才能為中國(guó)特色社會(huì)主義的偉大事業(yè)提供強(qiáng)有力的指導(dǎo)。
[Abstract]:Emergency management is a hot topic concerned by the academic world. In today's world integration is accelerating today, public emergency management capacity improvement has become an urgent task of socialist construction Chinese characteristics. Since the reform and opening up, with the rapid development of social economy in our country, along with the other a problem is due to a variety of public emergencies occur frequently, not only caused great losses to the national economic development and people's life and property, but also harm to social stability and national security. So how to deal with science, and properly handle the government of China must face the problem, a test of the emergency management ability of public security organs.
The ability of the public security organs to handle emergencies is an important part of the overall ability of the party, construction of government and public security organs and the essential link. In the past 55 years, the party and the government focus gradually changed, especially the control situation, deal with the crisis, resolve conflicts, safeguarding national security and social stability of the social management function and ability and enhance greatly enhanced. In the face of increasingly complex domestic and international situation, the public security organs must vigorously construct the emergency handling ability of the system to cope with frequent, all kinds of natural and man-made emergencies, contribute to building a socialist harmonious society. The author follows this idea to write this article.
The main content of this article is divided into four parts. The first part focuses on the context of the connotation of public emergency management and the development of its theory. In this chapter, the author expounds firstly, concept and characteristics of public emergencies. On the basis of the definition of public emergencies "national public emergencies general emergency plan >, a detailed interpretation of the problem. Secondly, the author reviews the theoretical basis of public emergency management. The second part focuses on how to improve the public security organs of public emergency management capacity. Third, there is a lack of effective communication and coordination mechanism. Fourth, there is a lack of common sense information management knowledge in public emergencies. Fifth, there are deviant behaviors in policy implementation and lack of clear accountability mechanism.
The fourth part discusses the way to improve the emergency management ability of public security organs of public emergencies. The author puts forward the five aspects to enhance the public security organs of public emergency management. First, improve the coordination mechanism, improve the basic principles of public emergencies. Second, strengthen the crisis consciousness, improve the emergency management capacity of local public security organs. Third, perfect China's current public emergency system, strengthen the public security organs with other government departments to deal with the cooperation. Fourth, public opinion information management system to deal with public emergencies. Fifth, to prevent or correct the deviant behavior in the policy implementation, strict and perfect the accountability system.
A variety of domestic and foreign emergency management theory of careful analysis, to learn its lessons, make full use of all the advanced management theories, is erudite and the factors of the public security organs to enhance emergency management capabilities beneficial to sum up, really grasp the essence of public emergency management, in order to truly from the construction of emergency management of public emergencies has Chinese characteristics, to provide guidance for the great cause of socialism with Chinese characteristics.
