【摘要】：社區(qū)警務(wù)是世界各國的警察機(jī)關(guān)和警學(xué)界關(guān)心的一個熱點(diǎn)問題,進(jìn)入20世紀(jì)70年代以后,社區(qū)警務(wù)已成為國際警務(wù)發(fā)展的大趨勢。隨著社區(qū)警務(wù)這一概念頻繁出現(xiàn)在國內(nèi)的報章刊物中,究竟什么是社區(qū)警務(wù),在中國發(fā)展社區(qū)警務(wù)的特色是什么,社區(qū)警務(wù)的研究對中國的警務(wù)改革究竟有何現(xiàn)實(shí)的指導(dǎo)意義等都成了大家關(guān)注的問題。 本文以組織行為學(xué)、公共管理學(xué)、公共政策分析、公共經(jīng)濟(jì)學(xué)和人力資源管理等公共管理理論為指導(dǎo),以西方發(fā)達(dá)國家公共管理特別是警務(wù)管理的實(shí)踐經(jīng)驗(yàn)為借鑒,以中國社會制度快速轉(zhuǎn)型、治安形勢不斷復(fù)雜而嚴(yán)峻為背景,具體闡述了社區(qū)警務(wù)的內(nèi)涵、核心理論以及世界各國的實(shí)踐經(jīng)驗(yàn),從理論和實(shí)踐的結(jié)合上,對社區(qū)警務(wù)的發(fā)展歷程及現(xiàn)實(shí)狀況進(jìn)行了較為全面深入的剖析,描述、分析了中國原有警務(wù)模式與現(xiàn)實(shí)社會條件之間的沖突、磨合、重新適應(yīng)與發(fā)展的過程,并且從戰(zhàn)略的高度研究了社區(qū)警務(wù)的一般規(guī)律及中國的整體警務(wù)特征,并且通過對湘潭市社區(qū)警務(wù)改革案例的分析,從一個側(cè)面來研究中國許多大中城市進(jìn)行社區(qū)警務(wù)改革的現(xiàn)狀及問題。本文從中國國情出發(fā),著眼于中國公安機(jī)關(guān)的根本職能和治安形勢發(fā)展的需要,對如何建立和完善與中國現(xiàn)狀相適應(yīng)的社區(qū)警務(wù)制度進(jìn)行了理性思考,經(jīng)過多層次、多維度的研究,提出了具體的對策和前瞻性思路。
[Abstract]:Community policing is a hot issue concerned by the police authorities and police academicians all over the world. After 1970s, Community policing has become a major trend in the development of international policing. With the concept of community policing appearing frequently in domestic newspapers and publications, what exactly is community policing and what are the characteristics of developing community policing in China? The study of community policing has become a problem of concern to all of us, such as what practical guiding significance it has for the police service reform in China. This paper is guided by the theories of public management, such as organizational behavior, public management, public policy analysis, public economics and human resource management, and draws lessons from the practical experience of western developed countries' public management, especially police management. Against the background of the rapid transformation of China's social system and the continuous complexity and seriousness of the public security situation, the connotation of community policing, the core theory and the practical experience of various countries in the world are elaborated in detail, from the point of view of the combination of theory and practice, In this paper, the development course and realistic situation of community policing are analyzed, and the conflict between the original policing mode and the real social conditions in China is described, and the process of adaptation and development is analyzed. And from the strategic perspective of the general law of community policing and the overall police characteristics of China, and through the Xiangtan City community policing reform case analysis, The present situation and problems of community policing reform in many large and medium-sized cities in China are studied from one aspect. This paper, proceeding from the national conditions of China, focuses on the fundamental functions of Chinese public security organs and the needs of the development of the public security situation. This paper makes a rational thinking on how to establish and perfect the community policing system adapted to the present situation of China, and puts forward some concrete countermeasures and forward-looking ideas through the multi-level and multi-dimensional research.
