【摘要】： 社會(huì)治安具有鮮明的階級(jí)性和歷史性。不同國(guó)家,同一國(guó)家的不同發(fā)展階段,社會(huì)治安的內(nèi)容、范圍各不相同。治安作為公益物品和公共服務(wù),在我國(guó)主要由國(guó)家壟斷提供。隨著經(jīng)濟(jì)社會(huì)的發(fā)展,人們對(duì)治安需求日趨豐富多元,使得治安服務(wù)供給不足、效率低下的矛盾也日益突出。針對(duì)這一問(wèn)題,本文在對(duì)社會(huì)治安的內(nèi)涵、我國(guó)農(nóng)村歷次改革對(duì)治安的影響、當(dāng)前農(nóng)村治安存在的問(wèn)題及原因進(jìn)行分析和研究的基礎(chǔ)上,依據(jù)多中心理論,借助公共政策與制度分析的框架,對(duì)社會(huì)主義新農(nóng)村建設(shè)背景下加強(qiáng)農(nóng)村治安工作進(jìn)行了探討,提出應(yīng)在國(guó)家一元控制的前提下,構(gòu)建起由國(guó)家、社會(huì)組織、個(gè)人共同參與,多中心、多元化的治安供給模式。
[Abstract]:The content and scope of social security are different in different countries and different stages of development of the same country. Public security as a public good and public service, In China, it is mainly provided by the state monopoly. With the development of economy and society, people's demand for public security is becoming more and more diverse, which makes the contradiction of insufficient supply of public security services and low efficiency increasingly prominent. In view of this problem, On the basis of the analysis and research on the connotation of social security, the influence of previous rural reforms on public security, the problems and causes of rural public security at present, and based on the multi-center theory, this paper makes use of the framework of public policy and system analysis. This paper probes into the strengthening of rural public security work under the background of the construction of new socialist countryside, and puts forward that under the premise of national univariate control, the public security supply mode with the participation of the state, social organizations and individuals, multi-centered and diversified, should be constructed.
