【摘要】： 近年來(lái),由于北京市流動(dòng)人口和第三產(chǎn)業(yè)從業(yè)人數(shù)的增加使得社區(qū)不安全因素增多,北京城市社區(qū)的安全越來(lái)越引起了人們的重視。北京城市社區(qū)安全管理在取得成效的同時(shí),也存在著不足之處。主要表現(xiàn)在:社區(qū)安全管理的重點(diǎn)是社區(qū)內(nèi)場(chǎng)所、設(shè)施設(shè)備和組織機(jī)構(gòu)等硬件條件,往往忽視對(duì)居民安全行為能力的差異化研究,不能進(jìn)行有針對(duì)性的教育和培訓(xùn)。 因此,本文展開(kāi)了對(duì)北京城市社區(qū)居民的安全行為能力研究,主要的研究工作及成果包括: 1、根據(jù)北京城市社區(qū)居民的構(gòu)成特點(diǎn)和不同人群應(yīng)對(duì)傷害能力的不同,對(duì)社區(qū)居民進(jìn)行了人群劃分,并且對(duì)“居民安全行為能力”概念進(jìn)行了清晰的范圍界定。 2、通過(guò)分析居民安全行為能力的影響因素,建立了完整的北京城市社區(qū)居民安全行為能力指標(biāo)體系。在此基礎(chǔ)上,采用模糊綜合評(píng)價(jià)和層次分析法相結(jié)合的方法,構(gòu)建了北京城市社區(qū)居民安全行為能力的綜合評(píng)價(jià)模型。 3、對(duì)北京XX社區(qū)進(jìn)行綜合評(píng)價(jià),所得結(jié)論與該社區(qū)居民傷害統(tǒng)計(jì)數(shù)據(jù)基本吻合,從而驗(yàn)證了評(píng)價(jià)指標(biāo)體系和綜合評(píng)價(jià)模型的實(shí)用性和可操作性。 該評(píng)價(jià)模型不僅可以得到具體社區(qū)居民應(yīng)對(duì)某項(xiàng)傷害事件的安全行為能力總體水平,而且可以得出該社區(qū)不同群體居民應(yīng)對(duì)該項(xiàng)傷害事件的安全行為能力水平及差異,以期為北京城市社區(qū)的安全管理工作提供參考依據(jù)。
[Abstract]:In recent years, due to the increase of floating population and the number of tertiary industry employees in Beijing, community insecurity has increased, and the safety of urban communities in Beijing has attracted more and more attention. At the same time, the safety management of urban communities in Beijing has achieved good results. There are also some shortcomings. The emphasis of community safety management is the hardware conditions such as place, facility and organization in the community, and the research on the difference of residents' safety behavior ability is often ignored. There can be no targeted education and training. Therefore, this paper carried out a study on the safety behavior capacity of urban residents in Beijing, the main research work and results include:. 1. According to the composition characteristics of urban residents in Beijing and the different ability of dealing with injury, the community residents are divided into groups, and the concept of "residents' safe behavior ability" is defined clearly. 2. By analyzing the influencing factors of residents' safety behavior ability, a complete index system of Beijing urban community residents' safety behavior capacity is established. On this basis, the method of combining fuzzy comprehensive evaluation and analytic hierarchy process (AHP) is adopted. A comprehensive evaluation model of the safety behavior capacity of urban residents in Beijing is constructed. 3. The comprehensive evaluation of XX community in Beijing is carried out, and the conclusion is in good agreement with the statistical data of residents' injury in this community, which verifies the practicability and maneuverability of the evaluation index system and the comprehensive evaluation model. The evaluation model can not only obtain the overall level of the residents' ability to respond to a certain injury event, but also the level and difference of the community residents' ability to deal with the injury incident. In order to provide a reference for the safety management of urban communities in Beijing.
