【摘要】：中國(guó)特色社會(huì)主義民主政治的發(fā)展離不開協(xié)商民主的推進(jìn)。對(duì)于當(dāng)代中國(guó)來講，推進(jìn)協(xié)商民主不能照搬西方協(xié)商民主理論，必須充分體現(xiàn)中國(guó)特色，，這既是學(xué)術(shù)理論的需要，同時(shí)更是現(xiàn)實(shí)實(shí)踐的需要。本論文正是基于這一點(diǎn)而對(duì)協(xié)商民主的中國(guó)特色問題進(jìn)行了初步的研究嘗試。 論文分為引言、四章和結(jié)語這樣幾部分。 引言部分，主要介紹了協(xié)商民主理論的由來、國(guó)內(nèi)外研究現(xiàn)狀、本研究選題的目的、意義和價(jià)值。 一、對(duì)協(xié)商民主含義和要素的介紹，目的在于對(duì)協(xié)商民主能夠有一個(gè)整體的認(rèn)識(shí)和駕馭。 二、從協(xié)商民主動(dòng)因不同、價(jià)值理念不同、制度基礎(chǔ)不同、地位作用不同的視角，重點(diǎn)分析了中國(guó)協(xié)商民主與西方協(xié)商民主的差異性，同時(shí)也談到了了協(xié)商民主的共有性問題，正是由于中國(guó)協(xié)商民主與西方協(xié)商民主存在的巨大差異性，決定了中國(guó)協(xié)商民主不是西方協(xié)商民主的套用，而是內(nèi)在地?fù)碛凶约禾厣�的社�?huì)主義協(xié)商民主。 三、從堅(jiān)持黨的領(lǐng)導(dǎo)是前提、共產(chǎn)黨領(lǐng)導(dǎo)的多黨合作和政治協(xié)商制度是制度資源、基層自治是社會(huì)基礎(chǔ)、廣泛多層制度化發(fā)展是目標(biāo)，闡述了協(xié)商民主中國(guó)特色的實(shí)際體現(xiàn)，這些特色決定了中國(guó)協(xié)商民主的特有優(yōu)勢(shì)和發(fā)展協(xié)商民主的廣闊前景空間。 四、從與民主政治相悖的政治文化觀念不同程度的存在、因差距過大而導(dǎo)致階層群體的失衡心理的存在、因制度供給不足對(duì)有序政治參與制約的存在三個(gè)方面，分析了影響中國(guó)特色協(xié)商民主發(fā)展的幾個(gè)突出的障礙性因素，并針對(duì)這些因素提出了相應(yīng)的對(duì)策措施。 結(jié)語部分，是全文的概括總結(jié)。
[Abstract]:The development of socialist democratic politics with Chinese characteristics can not be separated from the promotion of consultative democracy. For contemporary China, the promotion of consultative democracy cannot copy the western theory of consultative democracy, but must fully reflect the Chinese characteristics. This is the need of academic theory. At the same time, it is also the need of practical practice. Based on this point, this paper makes a preliminary research attempt on the issue of the Chinese characteristics of deliberative democracy. The paper is divided into preface, four chapters and conclusion. The introduction mainly introduces the origin of the theory of deliberative democracy, the current research situation at home and abroad, the purpose, significance and value of this research. First, the introduction of the meaning and elements of deliberative democracy, the purpose is to understand and control the deliberative democracy as a whole. Second, from the perspective of different motives, different values, different institutional foundations and different roles of consultative democracy, this paper focuses on the analysis of the differences between China's deliberative democracy and Western deliberative democracy. At the same time, it also talks about the issue of the commonality of deliberative democracy. It is precisely because of the great difference between China's deliberative democracy and Western deliberative democracy that China's deliberative democracy is not the application of Western deliberative democracy. It is a socialist consultative democracy with its own characteristics. Third, from insisting that the leadership of the party is the prerequisite, that the system of multi-party cooperation and political consultation under the leadership of the Communist Party is the institutional resource, that the grass-roots autonomy is the social foundation, and that extensive and multi-level institutionalized development is the goal, the practical embodiment of the Chinese characteristics of consultative democracy is expounded. These characteristics determine the unique advantages of China's deliberative democracy and broad prospects for developing it. Fourthly, from the existence of different degree of political and cultural concepts contrary to democratic politics, the existence of unbalanced psychology of stratum groups due to the excessive gap, and the existence of the restriction of orderly political participation due to the insufficiency of system supply. This paper analyzes on some prominent obstacle factors affecting the development of deliberative democracy with Chinese characteristics, and puts forward corresponding countermeasures in view of these factors. The conclusion part is the summary of the full text.
