【摘要】：在我國的經(jīng)濟(jì)和社會(huì)發(fā)展過程中,殘疾人數(shù)量之多、分布范圍之廣。與正常人相比,殘疾人由于心理或身體上的缺陷不足,缺少市場競爭能力。在家庭經(jīng)濟(jì)能力和社會(huì)參與度方面,更體現(xiàn)了殘疾人沒有正常人群所擁有的優(yōu)勢條件,所以殘疾人是政府和社會(huì)最需要救助與扶持的特殊人群。在我國殘疾人事業(yè)的快速發(fā)展過程中,我們對殘疾人創(chuàng)業(yè)、就業(yè)問題的關(guān)注與幫助,不單是人道主義和完善社會(huì)主義精神文明建設(shè)的重要體現(xiàn),也是考量我國是否達(dá)到全面意義上的小康社會(huì)水平重要依據(jù)。中國共產(chǎn)黨在十八大報(bào)告中明確指出"鼓勵(lì)多渠道多形式就業(yè),促進(jìn)創(chuàng)業(yè)帶動(dòng)就業(yè)",會(huì)議精神提倡殘疾人要主動(dòng)利用自身具備的條件,通過各種方式和途徑,讓更多的殘疾人走向工作崗位,實(shí)現(xiàn)自身創(chuàng)造價(jià)值。因此,研究殘疾人創(chuàng)業(yè)問題、真正做到扶殘助殘、努力提高我國殘疾人事業(yè)扶持力度和發(fā)展水平,就要發(fā)揮政府、社會(huì)組織、家庭等力量在殘疾人創(chuàng)業(yè)中的積極推動(dòng)作用,才能使廣大殘疾人群體,提高創(chuàng)業(yè)能力、實(shí)現(xiàn)自身價(jià)值、充分享有社會(huì)文明發(fā)展成果。本文首先通過對諸多學(xué)者在殘疾人創(chuàng)業(yè)就業(yè)方面的文獻(xiàn)收集和梳理,了解當(dāng)前國內(nèi)學(xué)術(shù)研究的方向和重點(diǎn);其次再對安徽省殘疾人聯(lián)合會(huì)相關(guān)部門人員和創(chuàng)業(yè)殘疾人實(shí)地調(diào)研訪談,了解安徽省殘疾人創(chuàng)業(yè)所遇到的問題;再次收集安徽省殘疾人創(chuàng)業(yè)事業(yè)的相關(guān)數(shù)據(jù),為論文提供數(shù)據(jù)支撐。通過文獻(xiàn)、訪談信息、數(shù)據(jù)的綜合整理,分析安徽省殘疾人創(chuàng)業(yè)事業(yè)的成就和困難之處,最后在協(xié)同理論的視角下提出深入解決殘疾人創(chuàng)業(yè)問題的幾點(diǎn)對策。諸如上述分析,筆者的研究由五部分構(gòu)成:第一章,闡明筆者的研究目的、理論與實(shí)踐意義,在此基礎(chǔ)之上梳理國內(nèi)外學(xué)者對殘疾人創(chuàng)業(yè)就業(yè)相關(guān)的研究成果,繼續(xù)介紹本文所采用的理論研究方法和論文思路、創(chuàng)新點(diǎn)及相關(guān)不足之處,最后介紹本文的分析框架。第二章,筆者分析協(xié)同理論概念和原理,并深度解釋殘疾人、創(chuàng)業(yè)、殘疾人創(chuàng)業(yè)等的概念,目的在于更好的理解協(xié)同視角下的殘疾人創(chuàng)業(yè)問題,為本論文的分析作出扎實(shí)的理論基礎(chǔ)。第三章,利用統(tǒng)計(jì)年鑒和公報(bào)數(shù)據(jù)來說明目前安徽省殘疾人整體創(chuàng)業(yè)就業(yè)的現(xiàn)狀,對政府的政策、資金的扶持方式,包括近年來的殘疾人創(chuàng)業(yè)所取得的成效與相關(guān)問題進(jìn)行分析。第四章,通過對殘聯(lián)部門人員和創(chuàng)業(yè)的殘疾人訪談信息,結(jié)合當(dāng)前安徽省殘疾人創(chuàng)業(yè)所遇到的問題進(jìn)行深度描述,在此基礎(chǔ)之上,從若干方面來分析其問題產(chǎn)生的具體原因。第五章,在上述章節(jié)的安徽省殘疾人創(chuàng)業(yè)成果、問題和原因分析的基礎(chǔ)上,對安徽省殘疾人創(chuàng)業(yè)問題提出完善的對策與建議。
[Abstract]:In the course of our country's economic and social development, the number of persons with disabilities is so large and the scope of distribution is wide. Compared with the normal people, the disabled people are deficient because of their mental or physical defects. Lack of market competitiveness. In terms of family economic ability and social participation, it also reflects the advantages that persons with disabilities do not have in the normal population. Therefore, the disabled are the special people in need of assistance and support by the government and society. In the rapid development of the cause of the disabled in China, we pay close attention to and help the disabled in their entrepreneurship and employment. Not only is it an important embodiment of humanitarianism and the improvement of socialist spiritual civilization, It is also an important basis for considering whether our country has reached the level of a well-off society in a comprehensive sense. In its report to the 18 National Congress of China, the Communist Party of China clearly pointed out that "encourage multiple channels and forms of employment." To promote entrepreneurship and promote employment ", the spirit of the meeting advocated that persons with disabilities should take the initiative to make use of the conditions they have and, through various ways and means, enable more persons with disabilities to go to work and realize their own creation of value. Therefore, the issue of entrepreneurship for persons with disabilities should be studied. In order to truly help the disabled and strive to raise the level of support and development for the disabled in our country, we must give full play to the positive role of the government, social organizations, and families in promoting disabled people's entrepreneurship, so that the vast number of disabled people can be enabled. Firstly, through collecting and combing the literature of many scholars in the field of employment of the disabled, we can find out the direction and focus of the current domestic academic research; Secondly, the relevant departments of the Federation of disabled people in Anhui Province and the persons with entrepreneurial disabilities were interviewed on the spot to understand the problems encountered in the entrepreneurship of the disabled in Anhui Province; again, the relevant data on the entrepreneurship of the disabled in Anhui Province were collected. To provide data support for the paper. Through literature, interview information, data synthesis, analysis of the achievements and difficulties of the disabled entrepreneurship in Anhui Province, Finally, from the perspective of synergy theory, the author puts forward some countermeasures to solve the problem of disabled people's entrepreneurship, such as the above analysis, the author's research is composed of five parts: the first chapter, expounds the purpose, theory and practical significance of the author's research. On this basis, this paper combs the research results of domestic and foreign scholars on the employment of disabled persons, and continues to introduce the theoretical research methods and ideas, innovation points and related deficiencies of this paper. In the second chapter, the author analyzes the concept and principle of synergy theory, and explains the concepts of disabled people, entrepreneurship, and so on. The purpose of this paper is to better understand the problem of disabled people's entrepreneurship from the perspective of synergy. The third chapter, using the statistical yearbook and the bulletin data to explain the current situation of the overall employment of the disabled in Anhui Province, the government policy, the way to support the funds. Including the achievements made in recent years and the related problems. 4th chapters, through interviews with disabled persons in the disabled association department and the disabled who started their own business, combined with the current problems encountered by the disabled entrepreneurship in Anhui Province to carry out in-depth description. On this basis, from several aspects to analyze the specific causes of its problems. 5th chapter, on the basis of the above chapters of Anhui Province disabled entrepreneurial achievements, problems and causes analysis, Put forward the perfect countermeasure and suggestion to the problem of the disabled person's undertaking in Anhui Province.
