【摘要】：近年來(lái),在協(xié)商民主理論研究有所發(fā)展的同時(shí),協(xié)商民主制度實(shí)踐也在許多國(guó)家和地區(qū)如火如荼地開(kāi)展。作為開(kāi)啟西方協(xié)商民主理論研究先河的美國(guó),探索出了協(xié)商民意調(diào)查、公民陪審團(tuán)與電子市政廳等協(xié)商民主形式,對(duì)我國(guó)協(xié)商民主的發(fā)展可以提供一些有益啟示。推進(jìn)協(xié)商民主實(shí)踐,要注重平等原則的運(yùn)用,加強(qiáng)對(duì)協(xié)商參與者的教育培訓(xùn),完善法律實(shí)踐中的協(xié)商民主制度,建立健全協(xié)商民主監(jiān)督體系。
[Abstract]:In recent years, with the development of the theory of deliberative democracy, the practice of deliberative democracy has been carried out in many countries and regions. As a pioneer of the western theory of deliberative democracy, the United States has explored the forms of deliberative democracy, such as public opinion polls, citizen juries and electronic town halls, which can provide some useful enlightenment for the development of deliberative democracy in our country. To promote the practice of deliberative democracy, we should pay attention to the application of the principle of equality, strengthen the education and training of the participants in the negotiation, perfect the democratic system of consultation in legal practice, and establish and perfect the system of democratic supervision of consultation.
