【摘要】：在獨聯(lián)體國家中,俄羅斯的非政府組織數(shù)量最多、規(guī)模最大、影響最廣,涵蓋了政治、經(jīng)濟、文化、宗教、權益保護、維護和平等社會生活的各個方面,但公民參與熱情不高,且多受西方資助,政治色彩濃厚。俄羅斯境內(nèi)非政府組織經(jīng)歷了蘇聯(lián)時期的濫觴、俄羅斯獨立后迅猛發(fā)展、近十年來日益嚴格規(guī)范管理等三個主要發(fā)展階段。與此同時,俄羅斯政府通過法律法規(guī)監(jiān)管非政府組織也大致經(jīng)歷了幾個相應階段,先是通過《俄羅斯聯(lián)邦社會團體法》《俄羅斯聯(lián)邦慈善活動和慈善組織法》與《俄羅斯聯(lián)邦非商業(yè)組織法》,奠定了監(jiān)管非政府組織的法律基礎。此后陸續(xù)出臺《非政府組織法》《外國代理人法》《不受歡迎組織法》,逐步加強對外國和國際非政府組織的監(jiān)管。俄羅斯不斷完善對非政府組織立法,根據(jù)形勢變化多次修改相關法律,最終形成了一套管理非政府組織架構完善、內(nèi)容相互補充的法律體系,同時注重加強政府引導,支持本土非政府組織發(fā)揮"正能量",嚴格執(zhí)法,做好輿論保障,收到良好效果。
[Abstract]:Among the CIS countries, Russia has the largest number of non-governmental organizations, the largest in scale and the most influential, covering all aspects of social life such as politics, economy, culture, religion, protection of rights and interests, maintenance of peace, etc., but the enthusiasm for citizen participation is not high. And more by Western funding, a strong political color. The non-governmental organizations in Russia experienced the origin of the Soviet period, the rapid development after Russia's independence, and the three main stages of development in the past ten years, namely, increasingly strict and standardized management. At the same time, the Russian government has passed through laws and regulations to regulate non-governmental organizations, which have generally gone through several corresponding stages. First, the Law of the Russian Federation on Social organizations, the Law on Charitable activities and Charitable organizations of the Russian Federation and the Law on Non-Commercial organizations of the Russian Federation laid the legal foundation for the regulation of non-governmental organizations. Since then, the "Law on Foreign agents" and the "unwelcome Organic Law" have been promulgated one after another, gradually strengthening the supervision of foreign and international non-governmental organizations. Russia has constantly perfected its legislation on non-governmental organizations, revised the relevant laws many times according to the changes in the situation, and finally formed a set of legal systems that manage non-governmental organizations with a perfect framework and complementary contents, and at the same time pay attention to strengthening the guidance of the government. Support the local NGOs to exert their positive energy, strictly enforce the law, make good public opinion guarantee, and get good results.
