【摘要】：青田縣作為浙江省一個(gè)山區(qū)縣，在缺少地理位置上的優(yōu)勢條件下，石文化產(chǎn)業(yè)異軍突起，成為大批國內(nèi)外商家投資興業(yè)的黃金地。全新的發(fā)展定位以及不斷創(chuàng)新的產(chǎn)業(yè)發(fā)展模式，青田縣石文化產(chǎn)業(yè)的每發(fā)展一步，政府在規(guī)劃及基礎(chǔ)環(huán)境建設(shè)等方面都發(fā)揮了正向積極的作用。 縣域作為基層單元的存在，，其文化產(chǎn)業(yè)的發(fā)展更具單純性，期間縣政府作用對產(chǎn)業(yè)的影響力也相對直接了然。政府調(diào)控有度是保證石文化產(chǎn)業(yè)繁榮發(fā)展的前提，政府在石文化產(chǎn)業(yè)發(fā)展過程中，如果政府自身的相關(guān)部門職能不完善，缺乏規(guī)劃及調(diào)控手段，將會直接引發(fā)石文化產(chǎn)業(yè)的市場競爭不充分，發(fā)展層次不豐富，資源及人才空缺等一系列問題。政府積極的作為不是去全面干預(yù)微觀經(jīng)濟(jì)過程，替市場去從事經(jīng)營活動(dòng)，而是要通過政策的制定來扶持及引導(dǎo)產(chǎn)業(yè)發(fā)展。政府以有形的手，規(guī)范石文化產(chǎn)業(yè)市場和市場秩序的擴(kuò)張，牢牢把握產(chǎn)業(yè)及市場資源，來催生產(chǎn)業(yè)發(fā)展，促進(jìn)石文化產(chǎn)業(yè)體系的發(fā)展。包括引導(dǎo)產(chǎn)業(yè)加快創(chuàng)新步伐，更新現(xiàn)代石文化產(chǎn)業(yè)的生產(chǎn)、經(jīng)營及買賣交易手段，更進(jìn)完善金融信貸體制，扶持石文化產(chǎn)業(yè)品牌，加大基建改善投資環(huán)境，通過完善規(guī)章制度去規(guī)范市場秩序，提供各平臺搭建服務(wù)等，目標(biāo)是確保青田縣石文化產(chǎn)業(yè)在競爭中處于優(yōu)勢并可持續(xù)的發(fā)展。 青田石文化產(chǎn)業(yè)處于發(fā)展轉(zhuǎn)型的關(guān)鍵期，原始、粗獷的發(fā)展方式與稀缺的礦石資源已成為不可調(diào)和的矛盾，并且石文化產(chǎn)業(yè)市場全國的同質(zhì)化競爭越來越激烈，在現(xiàn)階段全國范圍的投資熱潮的背景下，地域品牌效應(yīng)的競爭急速加劇。隨著互聯(lián)網(wǎng)經(jīng)濟(jì)、虛擬經(jīng)濟(jì)平臺等新的經(jīng)營模式不斷更新，傳統(tǒng)資源品牌優(yōu)勢正在逐漸減弱，政府在保護(hù)資源的同時(shí)積極探索產(chǎn)業(yè)科學(xué)合理細(xì)化、精致化，向集約型發(fā)展方式轉(zhuǎn)變迫在眉睫。
[Abstract]:Qingtian County, as a mountain county in Zhejiang Province, in the absence of geographical advantages, the stone culture industry suddenly emerged as a large number of domestic and foreign businessmen to invest in the golden land. With the new development orientation and innovative industrial development mode, the government has played a positive and positive role in the planning and basic environment construction of the stone culture industry in Qingtian County. As a basic unit, the development of cultural industry is more simple, and the influence of the county government on the industry is relatively clear. Government regulation is the prerequisite to ensure the prosperity and development of the stone culture industry. In the process of the development of the stone culture industry, if the functions of the relevant departments of the government itself are not perfect, the government lacks the planning and control means. It will directly lead to a series of problems, such as insufficient market competition, lack of development level, lack of resources and talents, etc. The positive action of the government is not to intervene in the microeconomic process comprehensively and to engage in the business activities for the market, but to support and guide the development of the industry through the formulation of policies. The government regulates the expansion of the market and market order of stone culture industry with tangible hand, firmly grasps the industry and market resources, to accelerate the development of industry and promote the development of stone culture industry system. Including guiding the industry to speed up the pace of innovation, updating the means of production, operation and trading of the modern stone culture industry, improving the financial credit system, supporting the brand of the stone culture industry, and increasing infrastructure construction to improve the investment environment. By perfecting the rules and regulations to standardize the market order and provide various platforms to build services, the goal is to ensure the competitive advantage and sustainable development of the stone culture industry in Qingtian County. Qingtian stone culture industry is in the key period of development and transformation. The primitive, rough development mode and scarce mineral resources have become irreconcilable contradictions, and the homogeneous competition in the stone culture industry market is becoming more and more fierce. At present, the competition of regional brand effect intensifies rapidly under the background of nationwide investment boom. With the Internet economy, virtual economic platform and other new business models are constantly updated, the traditional resources brand advantages are gradually weakening, while the government actively explore the protection of resources, industry science and reasonable refinement, refinement, It is urgent to change to intensive mode of development.
