天津市文化產(chǎn)業(yè)管理體制問題研究

【摘要】:文化產(chǎn)業(yè)的健康發(fā)展離不開一整套科學有效的管理體制,為了更好的適應社會轉(zhuǎn)型的需要和意識形態(tài)發(fā)展需要,近來年天津市文化產(chǎn)業(yè)管理體制經(jīng)歷了一系列重大變革。但由于目前中國整體的文化產(chǎn)業(yè)管理體制改革調(diào)整尚未到位,因此天津市的文化產(chǎn)業(yè)管理體制也無法實現(xiàn)體制機制的效益最大化,無法滿足文化市場的快速發(fā)展需要和增強文化競爭力的發(fā)展根本要求。 本文首先介紹了文化產(chǎn)業(yè)概念和現(xiàn)階段天津市文化產(chǎn)業(yè)發(fā)展情況和管理體制情況,在大量參考文化產(chǎn)業(yè)和文化管理體制相關(guān)書籍、期刊、論文的基礎(chǔ)上,通過回顧天津市文化管理體制的歷史發(fā)展沿革,比較借鑒國內(nèi)外先進國家和地區(qū)的文化產(chǎn)業(yè)管理體制經(jīng)驗,剖析天津市文化產(chǎn)業(yè)管理體制中所存在的問題,分析問題形成的原因,同時提出對策和建議。 文章研究指出,文化產(chǎn)業(yè)要想真正成為推動天津經(jīng)濟發(fā)展的主體,成為提升天津城市整體實力的重要因素,必須在管理體制改革上下功夫。只有在堅持政府宏觀管理為主、直接管理為輔原則的基礎(chǔ)上,不斷完善和健全文化產(chǎn)業(yè)法制體系,加強文化管理人才隊伍建設(shè),深化文化產(chǎn)業(yè)市場化進度,才能形成一整套適應天津社會文化經(jīng)濟發(fā)展需要的文化產(chǎn)業(yè)管理體制。與此同時,文章對天津市文化產(chǎn)業(yè)管理體制改革的指導思想和基本原則進行了總結(jié)概括,提出了“宏觀指導、社會監(jiān)督、行業(yè)監(jiān)管、企業(yè)管理”的“四為一體”管理模式,并深入推動改革而急需著手的具體工作展開討論。文章對于推動天津市文化產(chǎn)業(yè)管理體制改革創(chuàng)新,促進天津市文化產(chǎn)業(yè)發(fā)展有著積極深遠的意義。
[Abstract]:The healthy development of cultural industry can not be separated from a set of scientific and effective management system. In order to better meet the needs of social transformation and ideological development, Tianjin's cultural industry management system has undergone a series of major changes in recent years. However, since the reform and adjustment of the overall cultural industry management system in China has not yet been completed, the cultural industry management system in Tianjin is unable to maximize the benefits of the system and mechanism. Can not meet the rapid development of the cultural market and strengthen the basic requirements of the development of cultural competitiveness. This paper first introduces the concept of cultural industry and the present situation of Tianjin's cultural industry development and management system, on the basis of a large number of references to cultural industry and cultural management system related books, periodicals, papers, By reviewing the historical development and evolution of Tianjin's cultural management system, and comparing the experiences of advanced countries and regions at home and abroad, this paper analyzes the problems existing in the management system of Tianjin's cultural industry. Analyze the causes of the problem, and put forward the countermeasures and suggestions. This paper points out that if the cultural industry is to become the main body of promoting Tianjin's economic development and an important factor to promote the overall strength of Tianjin's city, it must make great efforts in the reform of management system. Only on the basis of adhering to the principle of government macro-management as the main body and direct management as an auxiliary principle, the legal system of cultural industry should be perfected and perfected constantly, the construction of cultural management personnel should be strengthened, and the progress of cultural industry marketization should be deepened. In order to form a whole set of cultural industry management system to meet the needs of Tianjin's social, cultural and economic development. At the same time, the paper summarizes the guiding ideology and basic principles of the reform of Tianjin's cultural industry management system, and puts forward the "four as one" management mode of "macro guidance, social supervision, industry supervision and enterprise management". And in depth to promote reform and the urgent need to start concrete work to discuss. This paper is of great significance for promoting the reform and innovation of Tianjin's cultural industry management system and promoting the development of Tianjin's cultural industry.
