【摘要】：基于人均財(cái)力均等化和基本公共服務(wù)最低公平的理念,選擇2002—2014年政府基本公共文化服務(wù)財(cái)政投入和公共圖書館等為基本指標(biāo),考察江蘇省蘇南、蘇中、蘇北三大區(qū)域及其城鄉(xiāng)、社群之間基本公共文化服務(wù)動(dòng)態(tài)供給的特征及根源,考察分析顯示:江蘇總體供給水平持續(xù)穩(wěn)定上升,文化財(cái)政投入逐年向鄉(xiāng)鎮(zhèn)傾斜,城鄉(xiāng)資源配置差異逐步降低,但區(qū)域差距、城市中農(nóng)民工群體文化供給缺失成為制約江蘇基本公共文化服務(wù)均等化的突出矛盾。轉(zhuǎn)移支付和發(fā)展基金、戶籍制度變革、文化資源流動(dòng)和網(wǎng)絡(luò)共享、多元主體參與網(wǎng)絡(luò)體系構(gòu)建等舉措有利于推進(jìn)江蘇基本公共文化服務(wù)均等化動(dòng)態(tài)供給。
[Abstract]:Based on the concept of equalization of per capita financial resources and minimum fairness of basic public services, this paper selects the fiscal input and public library of the basic public cultural services of the government from 2002 to 2014 as the basic indicators, and investigates the southern and central Jiangsu Province, Jiangsu Province. The characteristics and root causes of the dynamic supply of basic public cultural services between the three regions of northern Jiangsu and their urban and rural areas, communities and communities. The investigation and analysis show that the overall supply level of Jiangsu continues to rise steadily, and the cultural financial investment tilts to the villages and towns year by year. The difference of urban and rural resource allocation is gradually decreasing, but the regional gap and the lack of cultural supply of migrant workers in cities have become the prominent contradictions that restrict the equalization of basic public cultural services in Jiangsu Province. Such measures as transfer payment and development fund, household registration system reform, cultural resource flow and network sharing, multiple subjects participating in the construction of network system and so on are conducive to promoting the equalization of basic public cultural services in Jiangsu Province.
