【摘要】： 20世紀(jì)頭11年,既是一個(gè)世紀(jì)交替的時(shí)代,也是一個(gè)大轉(zhuǎn)折的時(shí)代。對(duì)于20世紀(jì)頭11年的晚清中美關(guān)系,學(xué)界已做過大量研究,本文利用美國(guó)國(guó)務(wù)院檔案,著重探討這一時(shí)期美國(guó)政府與晚清朝政的關(guān)系。具體言之,一、系統(tǒng)考察美國(guó)駐華外交官和美國(guó)政府對(duì)清末行政和政治改革的態(tài)度和反應(yīng)。二、具體揭示美國(guó)政府如何通過限制和打擊清朝統(tǒng)治集團(tuán)內(nèi)部的排外保守勢(shì)力,扶植和支持親外的改革派勢(shì)力,從而達(dá)到影響清廷朝政的目的。三、具體探討美國(guó)與清朝政府在有關(guān)關(guān)稅改革、礦務(wù)政策、貨幣改革、知識(shí)產(chǎn)權(quán)保護(hù)等方面的矛盾、分歧與合作。四、專題考察美國(guó)塔夫脫政府對(duì)辛亥革命前夕中國(guó)政局的觀察,以及對(duì)武昌起義、袁世凱復(fù)出和清帝遜位的態(tài)度和反應(yīng),說明在1911-1912年中國(guó)政權(quán)發(fā)生鼎革之際,美國(guó)政府在中國(guó)國(guó)內(nèi)各派政治勢(shì)力之間保持中立,既有當(dāng)時(shí)中國(guó)國(guó)內(nèi)政治因素,也有國(guó)際因素,同時(shí)與美國(guó)外交上的不干涉原則和孤立主義傳統(tǒng)及美國(guó)的對(duì)華門戶開放政策和美國(guó)國(guó)內(nèi)輿論的影響也不無關(guān)系。通過上述考察,本文將重新審視門戶開放原則對(duì)這一時(shí)期美國(guó)對(duì)華政策的影響及實(shí)施情況,并對(duì)美國(guó)在晚清中國(guó)國(guó)家轉(zhuǎn)型過程中的作用和影響做一扼要分析和總結(jié),力圖在晚清內(nèi)政與外交的結(jié)合研究方面有所突破,并為今日中美兩國(guó)關(guān)系提供一些有益的歷史啟示。
[Abstract]:In the first 11 years of twentieth Century, it is not only an era of alternation of the century, but also a great turning time. In the first 11 years of the late Qing Dynasty and the United States, the academic circles have done a lot of research. This article, using the archives of the State Council of the United States, focuses on the relationship between the American government and the Qing Dynasty in this period. And the American government's attitude and reaction to the administrative and political reform of the end of the Qing Dynasty. Two, it reveals how the American government aims to influence the government of the Qing Dynasty by restricting and combating the conservative forces within the ruling group of the Qing Dynasty, and thus achieving the purpose of affecting the government of the Qing Dynasty. Three, the specific discussion of the relevant tariffs between the United States and the Qing government. Reform, mineral policy, monetary reform, intellectual property protection and other contradictions, differences and cooperation. Four, a special study of the observations of the Taft administration in the United States on the Chinese political situation on the eve of the 1911 Revolution, as well as the attitude and reaction of the Wuchang uprising, the comeback of Yuan Shikai and the emperor of the Qing Dynasty, indicating that the United States was in the United States when the political power of China took place in the 1911-1912 year. The government is neutral between the political forces of various schools in China. It has both domestic political and international factors at that time. It is also related to the non interference principle and the isolationist tradition of the United States and the influence of the open policy of the United States to China and the American domestic public opinion. The influence and implementation of the principle of opening up to the United States to China in this period, and a brief analysis and summary of the role and influence of the United States in the process of the transition of China in the late Qing Dynasty, try to make a breakthrough in the study of the combination of internal affairs and diplomacy in the late Qing Dynasty, and provide some useful historical enlightenment for the relations between China and the United States in the present day.
