印度獨立之初英印外交關(guān)系的重建

【摘要】:二戰(zhàn)后,英國調(diào)整南亞政策,決定從印度撤退。英國與印度的關(guān)系由宗主國與殖民地的關(guān)系轉(zhuǎn)變?yōu)閲c國的關(guān)系。英國政府構(gòu)思了兩套重建與印度外交關(guān)系的方案:一種是基于將印度保留在英聯(lián)邦內(nèi)的方案;另一種是基于將印度排除在英聯(lián)邦外的方案。英國政府權(quán)衡后首選將印度納入英聯(lián)邦的方案。但印度并不希望留在英聯(lián)邦內(nèi),英國的重建方案面臨挑戰(zhàn)。1947年6月,印度決定以自治領(lǐng)身份獨立,為這套方案實現(xiàn)提供了契機,英印關(guān)系得以初步重建。初步重建后的英印關(guān)系框架仍面臨隱患,英聯(lián)邦體制阻礙印度建立共和國的希望。1948年10月,印度改變了對英聯(lián)邦的態(tài)度,與英國進(jìn)行談判,調(diào)整英聯(lián)邦的體制以適應(yīng)印度建立共和國的需要。1949年4月,兩國達(dá)成共識,英印通過英聯(lián)邦作為平臺的外交關(guān)系重建完成,英印關(guān)系掀開新的一頁。
[Abstract]:After World War II, Britain adjusted its South Asia policy and decided to withdraw from India. The relationship between Britain and India changed from Suzerain and colony to state-to-state. The British government has devised two options for rebuilding diplomatic relations with India: one based on keeping India in the Commonwealth and the other on excluding India from the Commonwealth. The British government has weighed its preference for India's inclusion in the Commonwealth. But India does not want to remain in the Commonwealth, and Britain's reconstruction plan faces challenges. In June 1947, India's decision to become independent as a self-governing territory provided an opportunity for the package to materialize and Britain's relations with India were initially rebuilt. The initial re-establishment of the framework for Anglo-Indian relations still faces pitfalls, and the Commonwealth system hampers India's hopes of establishing a republic. In October 1948, India changed its attitude towards the Commonwealth and negotiated with Britain. In April 1949, the two countries reached a consensus that Britain and India had completed diplomatic relations through the Commonwealth as a platform, opening a new page in the relationship between Britain and India.
