【摘要】：為后世盛贊的唐代牧監(jiān)使職制度并非以往認(rèn)為的靜態(tài)形式,而是存在一個(gè)逐步發(fā)展和完善的過(guò)程。這套制度在分布格局、劃分標(biāo)準(zhǔn)等許多關(guān)鍵原則上均可追溯到隋代的隴右牧。作為隴右群牧使前身的隴右諸牧監(jiān)使,儀鳳三年始設(shè)時(shí)既不總領(lǐng)全國(guó)馬政,也不是唯一的牧監(jiān)使。出土文書表明當(dāng)時(shí)全國(guó)有隴西、秦州、原州、鹽州、嵐州五個(gè)牧監(jiān)體系,同時(shí)置使的尚有原、鹽兩州牧監(jiān)。隴右諸牧監(jiān)使的權(quán)力直到武周中后期才有明顯擴(kuò)大,將秦、原兩州牧監(jiān)納入統(tǒng)轄范圍。伴隨著這一歷史過(guò)程,隴右西、南、北、東四使劃分產(chǎn)生,景龍年間李隆基任太子時(shí)又將東使改為東宮使。鹽州牧監(jiān)自隋代以來(lái)一直不屬于隴右牧體系,它在開(kāi)元十三年位列"五使"可能是由于人事原因。至于史書提到的夏州群牧使、隴右三使,則均為臨時(shí)設(shè)置的使職,前者一度管轄鹽、夏諸州牧監(jiān),后者是對(duì)隴右西、南、北三使的統(tǒng)稱。此外,隴右諸牧監(jiān)使及群牧使駐地也并非如史書所記載的始終在原州,而是經(jīng)歷了"隴西—秦州—原州"三次遷徙。
[Abstract]:The pastoral system of the Tang Dynasty, praised for later generations, is not a static form as previously thought, but a process of gradual development and perfection. Many key principles, such as the criteria for division, can be traced back to the Longyou pastorage in the Sui Dynasty. As the forerunner of the Longyou group of pastoralists, Yi-feng was not the chief minister of the whole country when she was established three years ago. Nor is it the only pastoral warden. The unearthed documents show that there were five pastoral supervision systems in the whole country at that time: Longxi, Qinzhou, Yuanzhou, Yanzhou, and Lan prefectures. At the same time, there were still the original ones. It was not until the middle and late period of the Wuzhou that the powers of the pastoral supervisors of the two states of salt and the former two states were obviously expanded. Along with this historical process, the division between the western, southern, northern, and eastern regions of Longyou came into being. During the reign of Prince Li Longji, during the reign of King long, Li Longji changed the eastern envoy to an official in the East Palace. Since the Sui Dynasty, the Yanzhou pastoral supervisor has not belonged to the Longyou pastoral system. Its ranking in the 13th year of Kaiyuan as "five emissaries" may have been due to personnel reasons. As for the Xiazhunqun pastoral emissary mentioned in the history books, Longyou three emissaries are all temporary ambassadors. The former once administered salt, the Xia Zhou pastoral superintendency, and the latter was the general name of the three ambassadors in the west, south, and north of Longyou. In addition, Longyou pastoral supervisor and group pasturage station were not always in the original state as recorded in the history books, but experienced three migrations of "Longxi-Qinzhou-original state".
