清代之貢貂賞烏林制度

【摘要】： 東北地區(qū)由于其特殊的地理位置，歷來為外國(guó)侵略者所窺視，因此東北地區(qū)的穩(wěn)定關(guān)系到國(guó)家的主權(quán)和領(lǐng)土完整，具有十分重要的意義。而1860年《中俄北京條約》簽訂后，烏蘇里江以東及黑龍江中、下游的大片領(lǐng)土被沙俄強(qiáng)占了，打破了邊疆的穩(wěn)定局面。追其原因，一方面是由于俄國(guó)的侵略野心及其實(shí)力的不斷增加；另一方面是由于這一地區(qū)的落后、閉塞。而造成這一地區(qū)落后局面的因素是多方面的。本文旨在從清政府在這一地區(qū)所實(shí)行的貢貂與賞烏林制度這一角度來進(jìn)行探索其原因。文章具體介紹了此項(xiàng)制度，初步探討了此項(xiàng)制度的影響，希望能從對(duì)制度的了解中窺見清王朝在這一地區(qū)治政的得失。 貢貂賞烏林制度是清代對(duì)東北地區(qū)周邊一些民族實(shí)行的一項(xiàng)特殊的稅收政策，他把納貢與回賞財(cái)物結(jié)合起來，意圖通過此優(yōu)惠政策的實(shí)行來達(dá)到撫綏遠(yuǎn)民，穩(wěn)固邊疆的目的。此制度實(shí)行初期作用是積極的，，但因?yàn)樗茨茈S著時(shí)局的變化而變化，最終這一地區(qū)被沙俄侵占。以史為鑒，對(duì)某一地區(qū)某些民族采取何種政策進(jìn)行統(tǒng)治是十分重要的。本文對(duì)貢貂與賞烏林制度進(jìn)行了具體闡述，利用了大量的檔案資料及日本學(xué)者的研究成果。具體內(nèi)容包括：此項(xiàng)制度的形成；對(duì)于納貢的相關(guān)規(guī)定；清政府的回賞等。并且初步探討了此項(xiàng)制度對(duì)東北邊疆地區(qū)政治、經(jīng)濟(jì)、文化的影響。
[Abstract]:Because of its special geographical position, Northeast China has always been watched by foreign invaders, so the stability of Northeast China is related to the sovereignty and territorial integrity of the country, which is of great significance. After the signing of the Sino-Russian Beijing Treaty in 1860, large areas of territory in the lower reaches of the Wusuli River, east of the Wusuli River and in the middle of Heilongjiang, were occupied by Russia, breaking the stable situation of the frontier. On the one hand, it is due to Russia's aggressive ambition and its increasing strength; on the other hand, it is due to the backwardness and blockage of the region. There are many factors that cause the backwardness of this region. The purpose of this paper is to explore the reasons from the perspective of the system of tribute to mink and reward for Wulin carried out by the Qing government in this area. This paper introduces this system in detail, probes into the influence of this system, and hopes to see the gains and losses of the Qing Dynasty in this area from the understanding of the system. Gongmink reward Wulin system is a special tax policy for some ethnic groups around Northeast China in Qing Dynasty. He combined paying tribute with reward property, and intended to achieve the purpose of comforting the distant people and stabilizing the frontier through the implementation of this preferential policy. The initial role of this system was positive, but because it failed to change with the changes of the situation, the area was eventually occupied by Russia. Taking history as a mirror, it is very important to rule over certain ethnic groups in a certain region. This paper expounds the system of tribute mink and appreciation of Wulin in detail, and makes use of a large number of archival materials and the research results of Japanese scholars. The specific contents include: the formation of this system; the relevant provisions for paying tribute; the reward of the Qing government, and so on. And the influence of this system on the politics, economy and culture of Northeast Frontier area is discussed.
