塑造基于政府責(zé)任的“領(lǐng)導(dǎo)力”——《政府領(lǐng)導(dǎo)力與政府責(zé)任》評(píng)介

【摘要】：正中南大學(xué)彭忠益教授新著《政府領(lǐng)導(dǎo)力與政府責(zé)任》突破以往的研究傳統(tǒng),將研究重點(diǎn)放在"群體領(lǐng)導(dǎo)"和"政府領(lǐng)導(dǎo)"之上,對(duì)政府責(zé)任變遷、政府領(lǐng)導(dǎo)力的內(nèi)涵、政府領(lǐng)導(dǎo)力的塑造、政府領(lǐng)導(dǎo)力的實(shí)現(xiàn)機(jī)制等問(wèn)題進(jìn)行了頗有新意的探索,是深化領(lǐng)導(dǎo)科學(xué)和政治學(xué)研究的一項(xiàng)有益嘗試。1.隨著時(shí)代的發(fā)展,我國(guó)經(jīng)濟(jì)社會(huì)條件發(fā)生了巨大變化。在這種背景下,政府能否適應(yīng)變化,在改革的過(guò)程中充當(dāng)好"火車(chē)頭"的角色,實(shí)現(xiàn)自身改革并推動(dòng)社會(huì)發(fā)展,是學(xué)界需要深入研究的問(wèn)題。該專(zhuān)著借助"領(lǐng)導(dǎo)"與"責(zé)任"兩個(gè)關(guān)鍵詞,較深刻地回答了這個(gè)問(wèn)題。眾所周知,領(lǐng)導(dǎo)科學(xué)誕生于企業(yè),是從屬于管理科學(xué)而又有別于管理科學(xué)的一個(gè)重要領(lǐng)域。長(zhǎng)期以來(lái),對(duì)領(lǐng)導(dǎo)學(xué)的研究大多局限于企業(yè)組織,研究者們不愿意回答企業(yè)以外的領(lǐng)導(dǎo)學(xué)命題,
[Abstract]:Professor Peng Zhongyi's new book, Government leadership and Government responsibility, breaks through the past research tradition and focuses on "Group leadership" and "Government leadership". The creation of government leadership and the realization mechanism of government leadership have carried on quite new exploration, which is a beneficial attempt to deepen the research of leadership science and political science. 1. With the development of the times, great changes have taken place in our country's economic and social conditions. Under this background, whether the government can adapt to the changes, act as a "locomotive" in the process of reform, realize its own reform and promote social development, is a problem that the academic circles need to study deeply. The monograph answers this question with the help of the keywords of leadership and responsibility. As we all know, leadership science is an important field which belongs to management science and is different from management science. For a long time, most of the research on leadership is confined to enterprise organization, and researchers are unwilling to answer the proposition of leadership outside the enterprise.
