【摘要】：盡管民主的本質(zhì)就是權(quán)力制衡從而盡可能體現(xiàn)出絕大多數(shù)人的主權(quán)和利益,但某種情況下,少數(shù)派權(quán)力并非一無(wú)是處。在"互聯(lián)網(wǎng)+"時(shí)代,只有把直接民主與間接民主融為一體,民主才能最大程度地獲得理論與實(shí)際可操作性的雙向滿足。民主的程序性合理,是權(quán)力制約合法性的基本前提之一。中國(guó)特色民主的建構(gòu)與落實(shí),應(yīng)在充分調(diào)適"私人"自由與"公共"秩序、"私"觀念與"公"觀念等多重張力基礎(chǔ)上,致力于中國(guó)特色社會(huì)主義的代表觀、民主觀和人民觀的同頻輻射。至關(guān)重要的是,作為民主的社會(huì)史因素,國(guó)家治理和全球治理范式應(yīng)該進(jìn)入當(dāng)代民主探討的理論視野。
[Abstract]:Although the essence of democracy is checks and balances of power to reflect as much as possible the sovereignty and interests of the vast majority, in some cases minority power is not without merit. In the era of "Internet", only by combining direct democracy with indirect democracy, can democracy obtain the two-way satisfaction of theory and practice. The procedural rationality of democracy is one of the basic preconditions for the legitimacy of power restriction. The construction and implementation of democracy with Chinese characteristics should be devoted to the representative view of socialism with Chinese characteristics on the basis of fully adjusting the tension between "private" freedom and "public" order, "private" concept and "public" concept. The same frequency radiation of democratic view and people view. It is essential that, as a factor of the social history of democracy, the paradigm of national governance and global governance should enter the theoretical field of contemporary democratic exploration.
