馬克思恩格斯政府公共性思想及其當代價值

【摘要】：本文以政府公共性問題的當代凸顯向人們提出的時代課題為背景,立足實際問題的理論思考和有效解決,著力挖掘馬克思恩格斯政府公共性思想的現(xiàn)實意義,從考察公共性及政府公共性的概念內(nèi)涵和歷史演變切入,分別探討了馬克思恩格斯政府公共性思想的理論來源、主要內(nèi)容、當代價值及政府公共性的實現(xiàn)路徑等問題。 馬克思恩格斯政府公共性思想是對古希臘政治思想的公共性理念、近代社會契約論的公共性維度、德國古典哲學的公共性資源、空想社會主義的公共性素材的批判性繼承與超越,其主要內(nèi)容包括關于政府公共特征理論、關于政府公共職能理論、關于政府公共產(chǎn)品理論、關于政府公共管理理論等,政府公共性與階級性的關系是目的性與手段性的辯證統(tǒng)一,總體發(fā)展趨勢是公共性不斷擴大與階級性不斷縮小 當下,國際國內(nèi)公共性問題日益凸顯出來：經(jīng)濟全球化客觀上帶來的公共化過程和機遇與挑戰(zhàn)并存,人類面臨的全球性公共問題與公共危機日益增多,我國政府職能缺陷和公共性缺失仍較嚴重等,如何積極應對和切實解決這些問題是擺在我國政府面前的一項十分重要而緊迫的任務。馬克思恩格斯政府公共性思想為我們黨和政府“為民服務”理念提供了思想源頭,為我國當前構(gòu)建公共服務型政府提供了理論基礎,對于我國當前積極應對經(jīng)濟全球化挑戰(zhàn)、主動參與國際合作與全球治理、加快推進政府職能轉(zhuǎn)變、努力構(gòu)建公共服務型政府等,具有重要的理論價值和實踐價值。構(gòu)建公共服務型政府是對我國歷史經(jīng)驗教訓的科學總結(jié),是我國推進科學發(fā)展的必然要求,是我國當前實現(xiàn)政府公共性的路徑選擇。 我國構(gòu)建公共服務型政府,要堅持以實現(xiàn)政府公共性和建設人民滿意的政府為目標,以馬克思恩格斯政府公共性思想及其中國化成果為指導,以加快推進政府職能轉(zhuǎn)變?yōu)楹诵?以加強社會管理和公共服務、保障和改善民生為重點,以深化行政管理體制改革為突破口。對策措施上：以確立公共理念為先導,著力加強宣傳教育和變革行政文化；以履行公共職能為基礎,著力轉(zhuǎn)變政府職能和注重公共服務；以實施公共管理為必要,著力強化制度建設和創(chuàng)新體制機制。
[Abstract]:This paper, based on the theoretical thinking and effective solution of practical problems, tries to excavate the realistic significance of Marx and Engels' government publicity thought with the background of the contemporary protruding issue of government publicity to people, and based on the theoretical thinking and effective solution of practical problems. From the perspective of the concept connotation and historical evolution of publicity and government publicity, this paper discusses the theoretical source, main content, contemporary value and the way to realize the publicity of government of Marx and Engels respectively. Marx and Engels' public thought of government is the public idea to the political thought of ancient Greece, the public dimension of modern social contract theory, the public resource of German classical philosophy. The critical inheritance and transcendence of the public material of utopian socialism, the main contents of which include the theory of government's public characteristics, the theory of government's public function, the theory of government's public goods, the theory of government's public administration, etc. The relationship between government publicity and class nature is a dialectical unity of purpose and instrumentality. The overall trend of development is the constant expansion of publicity and the constant narrowing of class nature. The problems of international and domestic publicity have become increasingly prominent: the process of publicity and opportunities and challenges brought by economic globalization exist objectively, and the number of global public problems and public crises facing mankind is increasing day by day. The defect of government function and the lack of publicity are still serious in our country. How to deal with and solve these problems actively is a very important and urgent task in front of our government. Marx and Engels' public thought of government provides the ideological source for our party and government to "serve the people", provides the theoretical foundation for the construction of public service-oriented government in our country at present, and actively responds to the challenge of economic globalization for our country at present. It is of great theoretical and practical value to actively participate in international cooperation and global governance, accelerate the transformation of government functions, and strive to build a public service-oriented government. The construction of a public service-oriented government is a scientific summary of the historical experience and lessons of our country, an inevitable requirement for the advancement of scientific development in our country, and a path choice to realize the publicness of government in our country at present. In order to construct a public service-oriented government in China, we should take the realization of government publicity and the building of a government satisfied by the people as the goal, take Marx and Engels' government publicity thought and its achievements in China as the guidance, and speed up the transformation of government functions as the core. Emphasis is placed on strengthening social management and public services, safeguarding and improving the people's livelihood, and deepening the reform of the administrative system as a breakthrough. Countermeasures: to establish public concept as the guide, to strengthen publicity, education and reform of administrative culture, to perform public functions as the basis, to focus on the transformation of government functions and public services; It is necessary to implement public management and strengthen institutional construction and innovation mechanism.
