【摘要】：知識經(jīng)濟時代信息產(chǎn)業(yè)得到蓬勃發(fā)展,現(xiàn)代信息技術(shù)在其中起到了重要作用。信息技術(shù)發(fā)展使得人們檢索、獲取、利用信息的方式悄然發(fā)生變化。高校圖書館作為收藏和開發(fā)知識的一個專門機構(gòu),在現(xiàn)代信息技術(shù)沖擊下逐漸喪失了信息中心地位,但得益于其優(yōu)良的閱讀環(huán)境、豐富的藏書以及優(yōu)質(zhì)的信息服務(wù),高校圖書館在信息需求滿足上的作用依然不容忽視,公眾對高校圖書館對外開放的呼聲依然強烈。推進高校圖書館對外開放一方面能夠帶來高校圖書館資源利用效率的提高,使得長期處于低利用狀態(tài)的各種資源得到最大限度地利用,另一方面在全民閱讀儼然上升成為國家戰(zhàn)略的時代背景下,高校圖書館實施對外開放將極大推動書香社會建設(shè),充分發(fā)揮大學(xué)圖書館的"第二課堂"和文化中心作用。通過對安徽省高校圖書館對外開放現(xiàn)狀及存在問題的研究,旨在豐富高校圖書館對外開放以及高校圖書館社會化服務(wù)的理論研究,亦通過具體開放策略的構(gòu)建為其他地區(qū)高校圖書館對外開放工作提供借鑒,在理論和現(xiàn)實兩個層面均有十分積極的意義。高校圖書館實施對外開放是必要也是可行的,實行對外開放將是高校圖書館履行自身社會責(zé)任、更好貼近讀者需求的應(yīng)有之意,高校圖書館豐富的館藏資源、社會化服務(wù)經(jīng)驗及優(yōu)質(zhì)的人力資源確保了對外開放工作具備現(xiàn)實可行性。高校圖書館提供的信息服務(wù)屬于一種準(zhǔn)公共產(chǎn)品,全面開放會帶來讀者信息需求的難以保證以及校內(nèi)師生信息權(quán)的侵犯,另外從世界各國高校圖書館對外開放的具體實踐來看,實施有限度地對外開放是主流,符合高校圖書館的實際情況,因此安徽省高校圖書館實行對外開放應(yīng)該有限度的。本文采用文獻研究法、調(diào)查法和數(shù)理分析法相結(jié)合的研究方法,圍繞安徽省高校圖書館對外開放現(xiàn)狀進行了深入研究。通過對安徽大學(xué)、合肥學(xué)院、合肥師范學(xué)院、濱湖學(xué)院、安徽審計職業(yè)學(xué)院五所高校師生、周邊居民以及50所高校圖書館工作人員的問卷調(diào)查,結(jié)合大量的文獻查閱,發(fā)現(xiàn)當(dāng)前安徽省高校圖書館對外開放工作還有很大的改善空間:對外開放方案不合理,突出表現(xiàn)為限制性條款過多以及缺乏與公眾的有效互動;以經(jīng)費保障以及規(guī)章制度完善為核心的對外開放長效機制建設(shè)尚處于起步階段;對外開放過程中由于高校圖書館軟硬件條件不足使其信息服務(wù)與市民讀者需求不匹配,從而使得開放效果較差;圖書館對外宣傳的匱乏和落伍更使得高校圖書館對外開放難以被人們所熟知,導(dǎo)致現(xiàn)有的資源和服務(wù)無法得到充分利用。面對存在的這些問題,需重點從對外開放方案的修改完善出發(fā),減少限制性條款;通過穩(wěn)定經(jīng)費保障和規(guī)章制度的完善來構(gòu)建起科學(xué)有效的對外開放長效保障機制;借助高校圖書館軟硬件的同步提升來改善服務(wù)質(zhì)量,以優(yōu)質(zhì)服務(wù)改進開放效果;重點從改善宣傳方式入手以切實提高宣傳效果,從而改善當(dāng)前高校圖書館宣傳薄弱的實際情況。通過上述措施的綜合實施,讓高校圖書館對外開放真正成為惠及民生、推動全民閱讀的一項科學(xué)有效的制度設(shè)計。
[Abstract]:The information industry in the era of knowledge economy has been booming, modern information technology plays an important role. The development of information technology makes people search, access, use of information the way quietly change. University Library as a special organization of knowledge collection and development, in the modern information technology under the impact of gradually lost the status of information center, but thanks to its excellent reading environment, abundant books and high-quality information service functions of University Library in the information to meet the needs of the public still can not be ignored, is still a strong opening to the university library to promote university library opening calls. One hand can bring the utilization efficiency of University library resources improve, make in the long run, low resource the state get the maximum use, on the other hand, the national reading has risen to become a national strategy Under the background, the implementation of the university library opening will greatly promote the scholarly community construction, give full play to the role of University Library's "second classroom" and the cultural center of Anhui province. Through the study of the status quo and existing problems of university library opening, to enrich the university library opening and University Library's social service theory research, also through the construction of the open strategy to provide a reference for the opening work of University Libraries in other regions, in a very positive theoretical and practical significance. The two aspects are the implementation of Open University Library is necessary and feasible to implement the opening-up, will be the university library to fulfill their social responsibility, to better meet the readers' needs of the meaning of university library resources rich, social service experience and high quality human resources to ensure that the opening work with Feasibility. University library provides information service belongs to a kind of quasi public products, fully open will bring readers information demand is difficult to guarantee and violating the right to information of teachers and students, also from the specific practice of the world university library open to the outside world, the implementation of limited opening to the outside world is the mainstream, in line with the actual situation of the university library, therefore Anhui province university library opening up should be limited. This paper adopts the literature research method, research method of combining questionnaire and mathematical analysis method, in-depth study on the current situation of Anhui province university library opening. By Anhui University, Hefei University, Hefei normal college, Binhu college, five university teachers and students of Anhui Audit Vocational College, questionnaire investigation of the surrounding residents and 50 university library staff, combined with a large number of literature review, found that when The Anhui province university library opening work there is still much room for improvement: open plan is not reasonable, outstanding performance is more restrictive terms and lack of effective interaction and the public; to ensure funding and improve the rules and regulations construction of opening up long-term mechanism as the core is still in the initial stage; in the process of opening the University Library Software lack of hardware conditions make the information service and the public readers demand do not match, thus opening effect is poor; lack of publicity and outdated library makes the university library opening to be known, causing the existing resources and services cannot be fully utilized. In the face of these problems, mainly from the opening of the project modification of reducing restrictions; through the improvement of stable funding and regulations to set up a scientific and effective The opening of long-term security mechanism; to enhance the synchronization of hardware and software by university library to improve the service quality, quality service to improve opening effect; focus on improved propaganda ways to effectively improve the propaganda effect, so as to improve the current university library propaganda actual weak case. Through the comprehensive implementation of the above measures, make the university library opening real as to benefit people's livelihood, promote national reading a scientific and effective system design.
