【摘要】： 流動(dòng)人口管理是一個(gè)復(fù)雜的社會(huì)系統(tǒng)工程,如果僅僅拘泥于某一個(gè)層面來(lái)討論流動(dòng)人口的管理服務(wù)這一問(wèn)題,便會(huì)失去對(duì)該問(wèn)題的本質(zhì)透析。因此,在面對(duì)流動(dòng)人口管理中存在的一系列問(wèn)題就必須用系統(tǒng)的眼光來(lái)看待。加強(qiáng)流動(dòng)人口管理服務(wù)工作,構(gòu)建流動(dòng)人口管理的長(zhǎng)效機(jī)制,打破現(xiàn)有城鄉(xiāng)二元戶籍結(jié)構(gòu),消除地域性歧視,促使流動(dòng)人口同當(dāng)?shù)鼐用窈湍老嗵?是現(xiàn)代政府管理能力提升與否的一個(gè)重要標(biāo)志。長(zhǎng)沙市作為湖南省省會(huì),特別是在長(zhǎng)株潭城市群“兩型社會(huì)”建設(shè)整體推進(jìn)的大背景之下,越來(lái)越多的外來(lái)人口涌入長(zhǎng)沙是必然的趨勢(shì)。一方面,流動(dòng)人口為整個(gè)長(zhǎng)沙市注入了新的活力,為經(jīng)濟(jì)發(fā)展和城市建設(shè)做出了必不可少的貢獻(xiàn);另一方面,隨之而產(chǎn)生的一系列的社會(huì)問(wèn)題不容忽視。為此,本文試圖對(duì)長(zhǎng)沙市如何有效管理并服務(wù)于流動(dòng)人口這一問(wèn)題展開(kāi)研究。 全文分為五個(gè)部分,第一部分綜述了國(guó)內(nèi)外流動(dòng)人口管理領(lǐng)域的研究文獻(xiàn),并對(duì)“流動(dòng)人口”的概念進(jìn)了科學(xué)界定。第二部分歸納了流動(dòng)人口管理方面的相關(guān)理論,并闡述加強(qiáng)流動(dòng)人口管理具有相當(dāng)?shù)闹匾�性。第三部分主要是�?duì)長(zhǎng)沙市流動(dòng)人口管理的現(xiàn)狀進(jìn)行透析,即肯定了長(zhǎng)沙市過(guò)去在流動(dòng)人口管理方面取得的成績(jī),更指出了長(zhǎng)沙市目前在流動(dòng)人口管理方面存在的諸多不足之處。第四部分簡(jiǎn)略介紹了北京、上海、東莞、寧波四個(gè)城市如何加強(qiáng)流動(dòng)人口管理的基本做法,在此基礎(chǔ)上,本文總結(jié)了北京等四個(gè)城市對(duì)流動(dòng)人口加強(qiáng)管理且值得長(zhǎng)沙市借鑒的先進(jìn)經(jīng)驗(yàn)。第五部分是對(duì)長(zhǎng)沙市進(jìn)一步完善流動(dòng)人口管理與服務(wù)工作提出對(duì)策建議。
[Abstract]:The management of floating population is a complex social system project. If we only focus on a certain level to discuss the management service of floating population, we will lose the essence of the problem. In the face of a series of problems existing in the management of the floating population, we must look at them from a systematic perspective, strengthen the management services of the floating population, construct a long-term mechanism for the management of the floating population, and break the existing urban-rural dual household registration structure. Eliminating regional discrimination and promoting the floating population to live in harmony with local residents is an important symbol of whether or not the management ability of the modern government is improved. Changsha, as the capital of Hunan Province, In particular, against the background of the overall development of the "two-oriented society" in the Changsha Zhuzhou and Zhuzhou urban agglomeration, it is inevitable that more and more foreign people are pouring into Changsha. On the one hand, the floating population has injected new vitality into the whole city of Changsha. It has made an essential contribution to economic development and urban construction; on the other hand, a series of social problems that have followed can not be ignored. This paper attempts to study how to effectively manage and serve the floating population in Changsha. The paper is divided into five parts. The first part summarizes the research literature in the field of floating population management at home and abroad, and defines the concept of "floating population" scientifically. The third part is to analyze the current situation of the management of floating population in Changsha, that is, to confirm the achievements of the management of floating population in Changsha in the past. The fourth part briefly introduces how to strengthen the management of floating population in four cities, Beijing, Shanghai, Dongguan and Ningbo, and on this basis, This paper summarizes the advanced experiences of four cities, such as Beijing, in strengthening the management of floating population and worthy of reference by Changsha. The fifth part is to put forward some countermeasures and suggestions to further improve the management and service of floating population in Changsha.
