【摘要】: 績(jī)效考核是人力資源管理與開(kāi)發(fā)中重點(diǎn)研究解決的問(wèn)題之一。公安邊防部隊(duì)績(jī)效考核是針對(duì)邊防干部進(jìn)行的考核工作,是干部隊(duì)伍管理中的重要環(huán)節(jié),也是公安邊防部隊(duì)人才工程建設(shè)中的重大問(wèn)題。作為一支現(xiàn)役武警部隊(duì),公安邊防部隊(duì)擔(dān)負(fù)著維護(hù)國(guó)家沿邊沿海邊境轄區(qū)社會(huì)安全穩(wěn)定的重任,干部隊(duì)伍是公安邊防部隊(duì)執(zhí)法執(zhí)勤的主要組成力量,因此,如何改進(jìn)公安邊防部隊(duì)績(jī)效考核工作,建立科學(xué)公正、簡(jiǎn)明易循的績(jī)效考核體系,不僅關(guān)系到邊防部隊(duì)人才選拔、戰(zhàn)斗力生成等重大問(wèn)題,而且直接影響到國(guó)家邊境轄區(qū)的社會(huì)穩(wěn)定。 在各個(gè)歷史時(shí)期,我國(guó)軍隊(duì)對(duì)干部的考核工作都十分重視。新的歷史條件下,在繼承和發(fā)揚(yáng)幾十年豐富傳統(tǒng)經(jīng)驗(yàn)的同時(shí),我們必須清醒認(rèn)識(shí)到,軍隊(duì)干部績(jī)效考核的現(xiàn)狀與新時(shí)期軍隊(duì)建設(shè)的要求還有不相適應(yīng)的方面。同樣,作為軍事化管理的公安邊防部隊(duì),績(jī)效考核工作也存在著諸多不足與缺陷。本文圍繞如何改進(jìn)公安邊防部隊(duì)績(jī)效考核這個(gè)核心主題,結(jié)合績(jī)效考核基本方法、原理及國(guó)內(nèi)外軍隊(duì)績(jī)效考核經(jīng)驗(yàn),對(duì)公安邊防部隊(duì)績(jī)效考核現(xiàn)狀進(jìn)行了分析,找出了存在的主要問(wèn)題,追根溯源進(jìn)行剖析,提出了改進(jìn)公安邊防部隊(duì)績(jī)效考核的六個(gè)應(yīng)對(duì)策略:端正考核理念、完善考核主體、明細(xì)考核指標(biāo)、確定合理權(quán)重、引入考核反饋和構(gòu)建信息系統(tǒng)。最后根據(jù)應(yīng)對(duì)策略擬制了改進(jìn)后的公安邊防部隊(duì)績(jī)效考核的實(shí)施方案,具有一定的現(xiàn)實(shí)意義。
[Abstract]:Performance appraisal is one of the key problems in human resource management and development. As an active armed police force, the public security frontier defense forces shoulder the heavy responsibility of maintaining social security and stability along the country's border areas along the coast. Therefore, how to improve the performance assessment of public security border defense troops and establish a scientific and fair, concise and easy to follow performance appraisal system is not only related to the selection of talents in border defense troops. The generation of combat effectiveness and other major issues, and directly affect the social stability of national border areas. In every historical period, our army attaches great importance to the examination of cadres. Under the new historical conditions, while inheriting and carrying forward decades of rich traditional experience, we must soberly realize that. The present situation of the performance appraisal of military cadres does not meet the requirements of military construction in the new period. Similarly, as a militarized and managed public security border guard force, This paper focuses on how to improve the core theme of the performance appraisal of the public security border defense troops, combining the basic methods, principles and the experience of the performance appraisal of the domestic and foreign armed forces. This paper analyzes the present situation of the performance appraisal of the public security frontier defense troops, finds out the main problems existing, analyzes the root of the problems, and puts forward six countermeasures to improve the performance appraisal of the public security frontier defense troops: correct the assessment idea, perfect the subject of the assessment, and put forward six countermeasures to improve the performance appraisal of the public security frontier defense troops. Finally, according to the strategy, the implementation scheme of improved performance appraisal of the public security border defense troops is drawn up, which has certain practical significance.
