【摘要】：邊境安全問(wèn)題,即邊境地區(qū)面臨一定的侵?jǐn)_、威脅和危害而出現(xiàn)的矛盾和沖突,具有鮮明的復(fù)雜性、變動(dòng)性和擴(kuò)散性等特點(diǎn)�，F(xiàn)實(shí)中,伴隨邊境形勢(shì)的新變化以及各種邊境其他要素的影響和疊加,直接催生了邊境安全問(wèn)題,并較為突出地表現(xiàn)為邊境領(lǐng)土安全、地緣政治安全、認(rèn)同安全、跨國(guó)婚姻、邊境空虛化等具體問(wèn)題。而每一種問(wèn)題之下,又含有相互關(guān)聯(lián)的多種問(wèn)題表現(xiàn)形式。面對(duì)這樣的情勢(shì),應(yīng)在國(guó)家政權(quán)力量的主導(dǎo)下,從邊境安全觀的形塑、邊境安全戰(zhàn)略的構(gòu)建、邊境安全風(fēng)險(xiǎn)管控機(jī)制的完善以及與國(guó)家全面發(fā)展相適應(yīng)的優(yōu)厚惠邊政策的謀劃等方面來(lái)對(duì)邊境安全問(wèn)題進(jìn)行治理。
[Abstract]:Border security problems, that is, contradictions and conflicts in border areas which are confronted with certain intrusions, threats and harms, are characterized by distinct complexity, variability and diffusivity, etc. In reality, Along with the new changes of the border situation and the influence and superposition of various other elements of the border, the border security problems have been spawned directly, which are manifested in the border territorial security, geopolitical security, identity security, transnational marriage, etc. Specific problems such as border emptiness. Under each kind of problem, there are many interrelated forms of problems. In the face of such a situation, we should take the shape of the border security concept under the leadership of the state power. The construction of border security strategy, the perfection of border security risk control mechanism, and the planning of preferential border policy in accordance with the overall development of the country to deal with border security issues.
