【摘要】：能源供給側(cè)改革是適應(yīng)"新常態(tài)"下中國(guó)低碳經(jīng)濟(jì)發(fā)展的重要舉措。文章從產(chǎn)能嚴(yán)重過剩、能源結(jié)構(gòu)高污染不合理、能源產(chǎn)業(yè)體系高能耗低效率、能源安全壓力日增4個(gè)方面闡述了中國(guó)能源供給側(cè)改革的緊迫性。結(jié)合我國(guó)實(shí)際情況,以美、英、日在能源供給側(cè)改革的經(jīng)驗(yàn),總結(jié)了中國(guó)煤炭、石油、天然氣和新能源等領(lǐng)域的供給側(cè)改革重點(diǎn)和政策借鑒。從建立現(xiàn)代能源體系、強(qiáng)化政府引導(dǎo)作用、增強(qiáng)創(chuàng)新發(fā)展能力和深化能源市場(chǎng)監(jiān)管體系4個(gè)方面對(duì)新常態(tài)下中國(guó)能源供給側(cè)改革的實(shí)現(xiàn)路徑提出了建議。
[Abstract]:Energy supply-side reform is an important measure to adapt to the development of low-carbon economy in China under the new normal. This paper expounds the urgency of China's energy supply-side reform from four aspects: serious overcapacity, unreasonable high energy structure pollution, high energy consumption and low efficiency of energy industry system and increasing pressure on energy security. Based on the experiences of the United States, Britain and Japan in the energy supply side reform in China, the key points and policy references of the supply side reform in the fields of coal, oil, natural gas and new energy are summarized. From four aspects: establishing modern energy system, strengthening the government's leading role, enhancing the ability of innovation and development and deepening the supervision system of energy market, the paper puts forward some suggestions for the realization of China's energy supply-side reform under the new normal state.
