基于DEA的建設(shè)工程技術(shù)創(chuàng)新與項目效率動態(tài)評價方法

【摘要】:“一帶一路”戰(zhàn)略和“亞投行”成立為我國工程承包企業(yè)參與國外基礎(chǔ)設(shè)施建設(shè)提供了良好機遇,《國家新型城鎮(zhèn)化規(guī)劃(2014~2020年)》和“十三五”規(guī)劃提出了我國下一階段的城鎮(zhèn)化目標(biāo),可以預(yù)見未來若干年我國工程建設(shè)行業(yè)將保持快速發(fā)展態(tài)勢。與此同時,建設(shè)創(chuàng)新型國家是我國的重大戰(zhàn)略,為適應(yīng)城鎮(zhèn)化、現(xiàn)代化和工業(yè)化發(fā)展需求,建設(shè)工程項目規(guī)模不斷加大,迫切需要技術(shù)創(chuàng)新支持工程建設(shè)行業(yè)發(fā)展,項目創(chuàng)新性持續(xù)提升。技術(shù)創(chuàng)新可以降低成本、加快進(jìn)度、提高質(zhì)量、保護(hù)環(huán)境,是衡量建設(shè)工程項目成功的關(guān)鍵指標(biāo)。針對建設(shè)工程項目進(jìn)行項目效率和技術(shù)創(chuàng)新效率評價可以提升項目管理水平,進(jìn)而提升項目成功的概率。因此,構(gòu)建科學(xué)合理的評價方法顯示尤為重要。本文針對建設(shè)工程項目效率問題,結(jié)合當(dāng)前工程建設(shè)行業(yè)的發(fā)展趨勢以及我國建設(shè)創(chuàng)新型國家戰(zhàn)略,分別探究項目效率與技術(shù)創(chuàng)新效率評價方法。在項目效率方面,現(xiàn)有文獻(xiàn)主要通過進(jìn)度績效、成本績效、質(zhì)量績效度量項目管理水平,這些指標(biāo)未能充分體現(xiàn)項目整體效率。本文基于項目成功程度的衡量標(biāo)準(zhǔn)——有效管理程度、利益相關(guān)者滿意度、市場競爭水平——構(gòu)建評價指標(biāo)。針對項目效率受眾多關(guān)鍵因素影響且各因素之間反饋關(guān)系復(fù)雜等問題,本文運用系統(tǒng)動力學(xué)分別構(gòu)建管理績效模型、業(yè)主滿意度模型和市場競爭力模型,以量化評價指標(biāo)值。最后運用DEA方法評價項目效率,選取6個關(guān)鍵因素進(jìn)行敏感性分析,結(jié)果表明提升CPI是提高項目效率的最有效途徑。在技術(shù)創(chuàng)新效率方面,現(xiàn)有文獻(xiàn)主要從區(qū)域、產(chǎn)業(yè)、企業(yè)等層面探討技術(shù)創(chuàng)新效率評價方法。工程承包企業(yè)是典型的項目型企業(yè),技術(shù)創(chuàng)新需從項目提煉。因此,本文從項目層面探討技術(shù)創(chuàng)新效率評價方法。分別從經(jīng)濟(jì)和組織行為視角分析技術(shù)創(chuàng)新效率的影響因素,圍繞技術(shù)創(chuàng)新能力構(gòu)建系統(tǒng)動力學(xué)模型,量化評價指標(biāo)值。最后運用DEA方法評價技術(shù)創(chuàng)新效率,并針對3個關(guān)鍵因素進(jìn)行敏感性分析,結(jié)果表明提高專利工法申請量是提升技術(shù)創(chuàng)新效率的最有效途徑。本文提出的效率評價方法包含多方面、多層次評價指標(biāo),能夠全面反映當(dāng)前建設(shè)工程項目的管理目標(biāo)。運用本文提出的評價方法分析項目效率與技術(shù)創(chuàng)新效率能夠促進(jìn)社會、企業(yè)、項目目標(biāo)統(tǒng)籌協(xié)調(diào),助力創(chuàng)新型國家建設(shè)。本文的研究結(jié)果為評價項目效率與技術(shù)創(chuàng)新效率提供有效途徑,為提升項目管理與技術(shù)創(chuàng)新水平提供方法依據(jù)。
[Abstract]:The "Belt and Road" strategy and the establishment of the "AIIB" have provided a good opportunity for Chinese project contracting enterprises to participate in the construction of foreign infrastructure. The "National New urbanization Plan 2014-2020)" and the "13th Five-Year Plan" have proposed the next plan of our country. Stage of urbanization, It can be predicted that China's engineering construction industry will maintain a rapid development trend in the coming years. At the same time, the construction of innovative country is an important strategy of our country. In order to meet the needs of urbanization, modernization and industrialization, the scale of construction project is increasing constantly, and the technical innovation is urgently needed to support the development of engineering and construction industry. Project innovation continues to improve. Technological innovation can reduce the cost, accelerate the progress, improve the quality and protect the environment. It is the key index to measure the success of the construction project. Evaluation of project efficiency and technological innovation efficiency for construction projects can improve the level of project management and then enhance the probability of project success. Therefore, it is very important to construct a scientific and reasonable evaluation method. Aiming at the problem of construction project efficiency, combined with the development trend of current engineering construction industry and the national strategy of construction innovation in China, this paper probes into the evaluation methods of project efficiency and technological innovation efficiency respectively. In terms of project efficiency, the existing literature mainly measures the project management level through schedule performance, cost performance and quality performance, which can not fully reflect the overall efficiency of the project. Based on the criteria of project success-effective management degree, stakeholder satisfaction, market competition level-an evaluation index is constructed. Aiming at the problem that the project efficiency is influenced by many key factors and the feedback relationship between the factors is complex, this paper uses system dynamics to construct the management performance model, the owner satisfaction model and the market competitiveness model, respectively, in order to quantitatively evaluate the index value. Finally, the DEA method is used to evaluate the project efficiency, and six key factors are selected for sensitivity analysis. The results show that improving the CPI is the most effective way to improve the project efficiency. In terms of technological innovation efficiency, the existing literature mainly discusses the evaluation methods of technological innovation efficiency from the aspects of region, industry and enterprise. The project contract enterprise is a typical project type enterprise, the technological innovation needs to be refined from the project. Therefore, this paper discusses the evaluation method of technological innovation efficiency from the project level. The factors influencing the efficiency of technological innovation are analyzed from the perspective of economic and organizational behavior respectively. The system dynamics model is built around the ability of technological innovation and the index value is quantitatively evaluated. Finally, the DEA method is used to evaluate the efficiency of technological innovation, and the sensitivity analysis of three key factors is carried out. The results show that the most effective way to improve the efficiency of technological innovation is to increase the amount of patent application. The efficiency evaluation method proposed in this paper includes multi-level and multi-level evaluation indexes, which can reflect the management objectives of current construction projects. Using the evaluation method proposed in this paper to analyze the efficiency of project and technology innovation can promote the coordination of social, enterprise and project objectives, and help the construction of innovative country. The results of this paper provide an effective way to evaluate the efficiency of project and technological innovation, and provide the method basis for improving the level of project management and technological innovation.
