濟(jì)南綜合保稅區(qū)物流中心功能布局研究

【摘要】:經(jīng)濟(jì)全球化與區(qū)域經(jīng)濟(jì)一體化,已成為經(jīng)濟(jì)發(fā)展的兩大主題,地區(qū)之間、國家之間的經(jīng)濟(jì)交流越來越密切!耙粠б宦贰眹覒(zhàn)略的提出與我國外向型經(jīng)濟(jì)的不斷發(fā)展,推動(dòng)我國與其他國家之間的貿(mào)易往來,帶動(dòng)進(jìn)出口貨物貿(mào)易的增長。山東省作為外貿(mào)大省,未來將承擔(dān)更多保稅物流業(yè)務(wù),迫切需要規(guī)劃合理、運(yùn)營高效的保稅物流中心,支持保稅物流業(yè)務(wù)的發(fā)展。濟(jì)南市作為山東省會(huì)城市與中西部區(qū)域性物流中心,其保稅物流產(chǎn)業(yè)的發(fā)展將進(jìn)一步擴(kuò)大山東省中西部地區(qū)的對(duì)外開放程度,帶動(dòng)經(jīng)濟(jì)增長。因此,本文選取濟(jì)南綜合保稅區(qū)物流中心為研究對(duì)象,從功能體系構(gòu)建、貨物流量預(yù)測、功能布局規(guī)劃三個(gè)方面對(duì)其展開分析。在功能體系構(gòu)建中,主要從市場定位、功能定位、主營業(yè)務(wù)定位、業(yè)務(wù)流程設(shè)計(jì)與功能分區(qū)五個(gè)方面進(jìn)行研究,確立了濟(jì)南綜合保稅區(qū)物流中心以鐵、路、空、海多式聯(lián)運(yùn)為主的國際集裝箱運(yùn)輸模式,設(shè)計(jì)出國外大宗進(jìn)口商品向國內(nèi)市場分銷配送、國內(nèi)出口商品在保稅物流中心集結(jié)拼箱、轉(zhuǎn)口貿(mào)易的貨物暫存流通加工處理、服務(wù)出口加工區(qū)的來料庫存VMI管理四種業(yè)務(wù)流程,并對(duì)各項(xiàng)功能作出合理分區(qū)。在貨物流量預(yù)測中,首先進(jìn)行貨物來源分析與貨物結(jié)構(gòu)預(yù)測,然后采用灰色系統(tǒng)分析預(yù)測法與拉動(dòng)系數(shù)線性時(shí)間預(yù)測法相結(jié)合的方式,對(duì)濟(jì)南保稅物流中心的貨物流量進(jìn)行預(yù)測,進(jìn)而測算出各功能區(qū)的貨物流量,并計(jì)算出各功能區(qū)所需占地面積。在功能布局規(guī)劃中,采用改進(jìn)后的動(dòng)線型SLP系統(tǒng)布置法進(jìn)行研究。首先,對(duì)動(dòng)線型SLP方法進(jìn)行簡單介紹,論述了功能布局規(guī)劃的一般步驟。其次,通過各功能區(qū)間相關(guān)關(guān)系分析,得出功能區(qū)綜合關(guān)系等級(jí)相關(guān)圖,并以此確立功能區(qū)初步布局方案。最后,根據(jù)加權(quán)要素分析的方法選出最優(yōu)方案,并根據(jù)功能區(qū)動(dòng)線分析、建筑物形狀尺寸、地形地勢等因素做出適當(dāng)調(diào)整,形成最終的功能布局方案。
[Abstract]:Economic globalization and regional economic integration have become two major themes of economic development. The national strategy of "Belt and Road" and the continuous development of China's export-oriented economy promote the trade between China and other countries, and promote the growth of import and export goods trade. As a big foreign trade province, Shandong Province will undertake more bonded logistics business in the future. It is urgent to plan rationally and operate an efficient bonded logistics center to support the development of bonded logistics business. Jinan, as the capital city of Shandong province and the regional logistics center of central and western regions, its bonded logistics industry will further expand the degree of opening to the outside world in the central and western regions of Shandong Province, and promote economic growth. Therefore, this paper selects the logistics center of Jinan Comprehensive bonded area as the research object, and analyzes it from three aspects: function system construction, cargo flow forecast and function layout planning. In the construction of function system, the paper mainly studies five aspects: market orientation, function positioning, main business positioning, business process design and function partition, and establishes the logistics center of Jinan Comprehensive bonded area as iron, road and empty. The international container transport mode, which is mainly composed of sea multimodal transport, has designed the distribution and distribution of foreign large import commodities to the domestic market, the domestic export commodities are assembled in the bonded logistics center, and the goods in transit trade are temporarily stored and processed in circulation and processing. Service EPZ incoming inventory VMI management of four business processes, and to make a reasonable division of the functions. In the forecasting of cargo flow, the source analysis and structure prediction of goods are carried out first, and then the grey system analysis method is combined with the linear time forecasting method of pull coefficient. The cargo flow of Jinan bonded Logistics Center is forecasted, and then the cargo flow of each functional area is calculated, and the required area of each functional area is calculated. In the functional layout planning, the improved dynamic line SLP system layout method is adopted. Firstly, the dynamic line SLP method is briefly introduced, and the general steps of functional layout planning are discussed. Secondly, through the correlation analysis of each functional interval, the comprehensive relationship level correlation diagram of the functional area is obtained, and the preliminary layout scheme of the functional area is established. Finally, the optimal scheme is selected according to the method of weighted factor analysis, and the final functional layout scheme is formed according to the dynamic line analysis of the functional area, the shape and size of the building, the topography and other factors.
