【摘要】：當(dāng)今網(wǎng)絡(luò)空間已成為人類生存的新空間、發(fā)展的新驅(qū)動和安全的新領(lǐng)域以及大國拓展國家利益、輸出意識形態(tài)和建立戰(zhàn)略優(yōu)勢的新載體,因此也成為大國競爭的新高地。大國網(wǎng)絡(luò)競爭體現(xiàn)了新時代的新特點,中國作為重要的競爭方,既介于競爭之中,又深受競爭影響。大國網(wǎng)絡(luò)競爭涉及多領(lǐng)域、多層面和多維度,主要圍繞網(wǎng)絡(luò)話語權(quán)和網(wǎng)絡(luò)治理權(quán)展開,話語權(quán)是外在表現(xiàn),核心是治理權(quán)以及由此延伸的主導(dǎo)權(quán)。大國網(wǎng)絡(luò)競爭對中國網(wǎng)絡(luò)安全的影響是全方位的,從技術(shù)、戰(zhàn)術(shù)層面上升到政治、戰(zhàn)略層面,對中國網(wǎng)絡(luò)安全以及整體國家安全的重要性急劇上升。對中國來說,在網(wǎng)絡(luò)空間領(lǐng)域機遇與挑戰(zhàn)并存,如何利用好機遇、應(yīng)對好挑戰(zhàn)是籌劃網(wǎng)絡(luò)安全戰(zhàn)略的重中之重。未來中國網(wǎng)絡(luò)安全戰(zhàn)略選擇聚焦于破解以下四個問題,即樹立什么樣的網(wǎng)絡(luò)安全理念、選擇什么樣的網(wǎng)絡(luò)安全應(yīng)對手段、提升什么樣的網(wǎng)絡(luò)安全能力、如何進行網(wǎng)絡(luò)安全治理。在很大程度上,解答了這四個重要問題,等于找到了有效維護中國網(wǎng)絡(luò)安全的正確路徑。
[Abstract]:Nowadays, cyberspace has become a new space for human existence, a new driving force for development and a new field for security, as well as a new carrier for large countries to expand their national interests, export ideology and establish strategic advantages. Therefore, cyberspace has also become a new highland for great power competition. Network competition in big countries embodies the new characteristics of the new era. As an important competitor, China is not only in the middle of competition, but also deeply influenced by competition. The network competition in big countries involves many fields, layers and dimensions, mainly focusing on the network discourse right and the network governance right. The discourse right is the external performance, the core is the power of governance and the leading power extended from it. The influence of large-country network competition on China's network security is omni-directional, from the technical, tactical level to the political, strategic level, the importance of China's network security and the overall national security has risen sharply. For China, opportunities and challenges coexist in the field of cyberspace. How to make good use of the opportunities and cope with the challenges is the most important task in planning the network security strategy. The future choice of China's network security strategy focuses on solving the following four issues: what kind of network security concept to set up, what kind of network security countermeasures to choose, what kind of network security capabilities to promote, how to carry out network security governance. To a large extent, the answer to these four important questions is equivalent to finding the correct path to effectively maintain China's network security.
