滄州農(nóng)村地區(qū)青年教育和技能水平實(shí)證研究

【摘要】:農(nóng)村富余勞動(dòng)力向非農(nóng)產(chǎn)業(yè)和城鎮(zhèn)轉(zhuǎn)移,是工業(yè)化和現(xiàn)代化的必然趨勢(shì)。中國(guó)改革開(kāi)放以來(lái),工業(yè)化步伐進(jìn)一步加快,大批農(nóng)村富余勞動(dòng)力向城鎮(zhèn)轉(zhuǎn)移,目前總量已達(dá)到2.3億人。這一流動(dòng)到城鎮(zhèn)就業(yè)的群體,,在中國(guó)發(fā)展的特殊歷史階段被稱為農(nóng)民工。但是,由于大量農(nóng)民工進(jìn)城從事非農(nóng)工作,卻并未改變農(nóng)民身份,未被城市認(rèn)同接納,他們處在產(chǎn)業(yè)的邊緣、城鄉(xiāng)的邊緣、體制的邊緣,由此所產(chǎn)生了一系列問(wèn)題,稱為農(nóng)民工問(wèn)題。這一群體與城鎮(zhèn)職工相比,文化水平、技能素質(zhì)、工資待遇較低,權(quán)益難以得到有效維護(hù),成為弱勢(shì)群體,受到了國(guó)內(nèi)外、社會(huì)各方面高度關(guān)注。 基于上述背景,論文作者在2010年3月至2011年3月期間,在聯(lián)合國(guó)工業(yè)發(fā)展組織(UNIDO)、國(guó)際勞工組織(ILO)和滄州、天津兩市人力資源和社會(huì)保障部門(mén)的幫助下,通過(guò)標(biāo)準(zhǔn)化問(wèn)卷調(diào)查和訪談兩種調(diào)查工具,按比例隨機(jī)選取輸出地區(qū)滄州的1386名農(nóng)村青年為研究對(duì)象,通過(guò)問(wèn)卷調(diào)查、深度訪談等方式對(duì)滄州地區(qū)農(nóng)村青年自身技能狀況、權(quán)益保障和務(wù)工條件、生活條件和生活環(huán)境、社會(huì)地位等問(wèn)題進(jìn)行了調(diào)查并作分析,力求反映出勞動(dòng)力輸出地區(qū)農(nóng)村青年的教育和技能水平,對(duì)其進(jìn)行較為深入的對(duì)策研究。 通過(guò)深入調(diào)查研究和詳細(xì)的數(shù)據(jù)分析,未解決當(dāng)前滄州農(nóng)村青年教育和技能培訓(xùn)中存在的問(wèn)題,論文提出了關(guān)于開(kāi)展輸出地區(qū)青年農(nóng)民職業(yè)生涯規(guī)劃培訓(xùn)、組織勞動(dòng)預(yù)備制培訓(xùn)及核心技能教育、專(zhuān)項(xiàng)組織16周歲青年計(jì)算機(jī)培訓(xùn)和適合女性特點(diǎn)的培訓(xùn)、以及開(kāi)展創(chuàng)業(yè)培訓(xùn)和輸出地區(qū)教師培訓(xùn)的具體操作建議,并提出了通過(guò)勞動(dòng)預(yù)備制培訓(xùn)、職業(yè)技能培訓(xùn)和企業(yè)培訓(xùn)三方面共同作用,構(gòu)建一個(gè)有政府、學(xué)校、企業(yè)共同參與的農(nóng)村青年網(wǎng)絡(luò)培訓(xùn)全覆蓋體系,切實(shí)提高青年農(nóng)民的技能水平。
[Abstract]:It is an inevitable trend of industrialization and modernization to transfer rural surplus labor force to non-agricultural industries and towns. Since China's reform and opening up, the pace of industrialization has been further accelerated, and a large number of rural surplus labor forces have been transferred to cities and towns. At present, the total number of people has reached 230 million. This group of migrant workers has been called migrant workers in the special historical stage of China's development. However, due to a large number of migrant workers entering the city to engage in non-agricultural work. But did not change the identity of farmers, not accepted by the city, they are on the edge of industry, the edge of urban and rural areas, the edge of the system, resulting in a series of problems. This group, compared with the urban workers, has a low level of education, skill quality, wage treatment, and the rights and interests are difficult to be effectively maintained, become a vulnerable group, and have been at home and abroad. All aspects of society are highly concerned. Based on the above background, the author of the paper was in UNIDO, International Labour Organization (ILO) and Cangzhou from March 2010 to March 2011 in the United Nations Industrial Development Organization (UNIDO). With the help of human resources and social security departments in the two cities of Tianjin, 1386 rural youth in Cangzhou, an export area, were randomly selected by standardized questionnaire survey and interview. Through questionnaires, in-depth interviews and other ways to Cangzhou rural youth skills, rights and interests and working conditions, living conditions and living environment, social status and other issues were investigated and analyzed. This paper tries to reflect the education and skill level of the rural youth in the labor force export area, and carries on the more thorough countermeasure research to it. Through in-depth investigation and detailed data analysis, the current Cangzhou rural youth education and skills training problems have not been resolved, the paper proposed to carry out the export area of young farmers career planning training. Organize labor preparation system training and core skills education, organize computer training for 16-year-old youth and training suitable for female characteristics, and carry out specific operational suggestions on entrepreneurship training and teacher training in export areas. And proposed through the labor preparation system training, the vocational skill training and the enterprise training three aspects common function, constructs a rural youth network training full coverage system which has the government, the school, the enterprise to participate together. We will improve the skill level of young farmers.
