【摘要】：自1998年城鎮(zhèn)職工基本醫(yī)療保險改革以來,城鎮(zhèn)職工基本醫(yī)療保險基金的積累規(guī)模不斷擴大。截止2012年底,我國城鎮(zhèn)職工基本醫(yī)療保險累計結(jié)余6884億元,其中統(tǒng)籌基金結(jié)余4187億元,在保障水平不變的前提下,可以保障17個月的基金支出,巨額的基金結(jié)余,引起了大家的普遍關(guān)注。適度的結(jié)余可以抵御醫(yī)療支付的風(fēng)險,過多的結(jié)余可能會損害參保者的利益�，F(xiàn)階段我國醫(yī)�；�金巨額的結(jié)余量究竟是結(jié)余過多還是結(jié)余適度,這需要我們進行深入分析研究。本文以我國城鎮(zhèn)職工基本醫(yī)療保險基金結(jié)余為研究對象,采用文獻分析法,對比分析法和歸納分析法,對我國城鎮(zhèn)職工基本醫(yī)療保險發(fā)展歷程進行了梳理、對基金結(jié)余的現(xiàn)狀進行了分析、探究影響基金結(jié)余的原因,最后結(jié)合我國的實際情況提出控制城鎮(zhèn)職工基本醫(yī)療保險基金大量結(jié)余的建議。 本文共分為五個部分。第一部分為導(dǎo)論,闡述了本文的選題背景及意義、國內(nèi)外文獻綜述、研究內(nèi)容與方法、可能的創(chuàng)新點與本文的不足等問題。 第二部分介紹了我國城鎮(zhèn)職工基本醫(yī)療保險的實施原則以及基本醫(yī)療保險的發(fā)展歷程。 第三章對我國城鎮(zhèn)職工醫(yī)療保險基金結(jié)余規(guī)模和結(jié)構(gòu)進行了分析。 第四章探討了影響城鎮(zhèn)職工醫(yī)�！笆铡迸c“支”的相關(guān)影響因素,并且分析了導(dǎo)致城鎮(zhèn)職工基本醫(yī)療保險基金結(jié)余過多的原因。 第五章主要是在上文分析的基礎(chǔ)上結(jié)合我國具體實際情況提出控制城鎮(zhèn)職工基本醫(yī)療保險基金大量結(jié)余的建議。
[Abstract]:Since the reform of basic medical insurance for urban workers in 1998, the accumulation of basic medical insurance fund for urban workers has been expanding. By the end of 2012, the accumulated balance of basic medical insurance for urban workers in China was 688.4 billion yuan, of which the balance of the overall fund balance was 418.7 billion yuan. On the premise of no change in the level of security, 17 months of fund expenditure and a huge fund balance could be guaranteed. It has aroused widespread concern. A modest balance protects against the risk of medical payments, and excess savings can hurt the insured. At present, whether the huge balance of medical insurance fund in our country is excessive or moderate, it needs us to carry on the thorough analysis and research. This paper takes the balance of basic medical insurance fund of urban workers in China as the research object, uses the literature analysis method, the contrast analysis method and the inductive analysis method, combs the development course of the basic medical insurance of the urban workers in our country. This paper analyzes the present situation of the fund balance, probes into the reasons that affect the fund balance, and finally puts forward some suggestions for controlling the large balance of the basic medical insurance fund for urban workers combined with the actual situation in our country. This paper is divided into five parts. The first part is the introduction, which explains the background and significance of the topic, the literature review, the research contents and methods, the possible innovation points and the shortcomings of this paper. The second part introduces the implementation principles of basic medical insurance for urban workers and the development of basic medical insurance. The third chapter analyzes the scale and structure of medical insurance fund balance of urban workers in China. The fourth chapter discusses the influence factors of urban workers' medical insurance "income" and "expenditure", and analyzes the causes of excessive fund balance of urban workers' basic medical insurance fund. The fifth chapter is mainly based on the above analysis of the actual situation in China to control the basic medical insurance fund for urban workers a large number of balance suggestions.
