【摘要】:隨著我國社會經(jīng)濟(jì)的不斷發(fā)展,我國人口老齡化的趨勢不斷加快。由于城鄉(xiāng)經(jīng)濟(jì)發(fā)展水平的客觀存在的差距及社會保障制度供給的不平衡造成農(nóng)村的養(yǎng)老保險(xiǎn)等社會保障制度相對城市來說發(fā)展較為滯后。而廣大農(nóng)村地區(qū)青壯年勞動力不斷向城市轉(zhuǎn)移使得農(nóng)村滯留大批年邁老人,“養(yǎng)兒防老”這種傳統(tǒng)的農(nóng)村養(yǎng)老模式開始逐漸衰落,養(yǎng)老問題成了農(nóng)村社會發(fā)展的一個(gè)大問題,也是國家有效解決“三農(nóng)”問題、統(tǒng)籌城鄉(xiāng)協(xié)調(diào)發(fā)展、實(shí)現(xiàn)社會主義和諧社會的重要障礙。在黨的十六大之后,在總結(jié)“老農(nóng)!笔〉慕(jīng)驗(yàn)教訓(xùn)的基礎(chǔ)上,國家開始了關(guān)于新型農(nóng)村社會養(yǎng)老保險(xiǎn)試點(diǎn)的探索工作。十七大報(bào)告中明確指出,“社會保障對于社會安定團(tuán)結(jié)和保障人們基本生活有著重大的意義”,2009年國務(wù)院發(fā)布的《國務(wù)院關(guān)于開展新型農(nóng)村社會養(yǎng)老保險(xiǎn)試點(diǎn)的指導(dǎo)意見》(國發(fā)[2009])成為新農(nóng)保工作探索試點(diǎn)的啟明星。農(nóng)村養(yǎng)老是一個(gè)綜合性的問題,制定切實(shí)可行的農(nóng)村社會養(yǎng)老保險(xiǎn)政策的重點(diǎn)是要解決農(nóng)村養(yǎng)老保險(xiǎn)的資金問題,能否籌集的足夠的資金是政策能否持續(xù)實(shí)施的重要保障。因此可以說如何構(gòu)建合理的農(nóng)村養(yǎng)老保險(xiǎn)的資金供給模式成為新型農(nóng)村養(yǎng)老保險(xiǎn)事業(yè)能否持續(xù)發(fā)展的重要前提。眾所周知,養(yǎng)老保險(xiǎn)是社會保障體系的重要組成部分,時(shí)間跨度長、涉及人數(shù)多、社會影響大,因此是人們關(guān)注的重點(diǎn)。資金籌集與按時(shí)發(fā)放是養(yǎng)老保險(xiǎn)持續(xù)實(shí)施的重要環(huán)節(jié)。希望通過本文的進(jìn)一步研究為解決新農(nóng)保的資金籌集問題提供有益幫助,推動新農(nóng)保政策的持續(xù)發(fā)展,真正解決農(nóng)民的養(yǎng)老問題,實(shí)現(xiàn)城鄉(xiāng)養(yǎng)老保險(xiǎn)一體化發(fā)展,實(shí)現(xiàn)經(jīng)濟(jì)成果的共享。本文基于新型農(nóng)村社會養(yǎng)老保險(xiǎn)政策的實(shí)施背景,以安徽省新農(nóng)保的試點(diǎn)實(shí)施情況為例,著重研究新農(nóng)保的籌資問題。文章首先介紹了關(guān)于安徽新農(nóng)保的實(shí)施現(xiàn)狀;其次以需求為導(dǎo)向,通過擴(kuò)展線性支出模型(ELES模型)對安徽省農(nóng)村居民養(yǎng)老消費(fèi)結(jié)構(gòu)進(jìn)行分析研究,為構(gòu)建科學(xué)合理的農(nóng)村養(yǎng)老保險(xiǎn)的供給模式提供實(shí)證支撐;再次,通過對新農(nóng)保籌資主體的資金供給能力進(jìn)行測算,得到新農(nóng)保的各籌資主體有能力提供新農(nóng)保政策所需的資金的結(jié)論,;然后選取了國內(nèi)外農(nóng)村養(yǎng)老保險(xiǎn)比較成功的籌資案例,具體分析了這些國家或地區(qū)的農(nóng)村養(yǎng)老保險(xiǎn)資金籌集模式,為安徽省新農(nóng)保政策的資金籌集提供經(jīng)驗(yàn)借鑒;最后在分析全文的基礎(chǔ)上提出了關(guān)于安徽省新農(nóng)保籌資問題的對策建議。
[Abstract]:With the development of our country's social economy, the trend of aging population is accelerating. Due to the gap between the level of urban and rural economic development and the imbalance in the supply of social security system, the rural old-age insurance and other social security systems are lagging behind the city. However, the continuous transfer of young and middle-aged labor to cities in rural areas has left a large number of elderly people stranded in rural areas. The traditional rural old-age model of "raising children and protecting the elderly" has gradually declined, and the problem of providing for the aged has become a major problem in the development of rural society. It is also an important obstacle for the country to solve the problem of agriculture, rural areas and farmers effectively, coordinate the development of urban and rural areas, and realize a harmonious socialist society. After the 16th National Congress of the Party, on the basis of summing up the experiences and lessons of the failure of the old peasant insurance, the state began to explore the pilot project of the new rural social endowment insurance. It was clearly pointed out in the report of the Seventeenth National Congress that "Social security is of great significance to social stability and unity and to guarantee people's basic life". In 2009, the State Council issued "the State Council's guidance on developing New Rural Social Old-age Insurance pilot" (Guofa [2009]) became a new one. Therefore, it can be said that how to construct a reasonable fund supply mode of rural old-age insurance has become an important prerequisite for the sustainable development of the new rural old-age insurance. As we all know, pension insurance is an important part of the social security system, with a long span of time, involving a large number of people, social impact, so it is the focus of attention. Raising funds and issuing on time is an important link in the continuous implementation of endowment insurance. Through the further research in this paper, I hope to provide useful help to solve the new rural insurance fund raising problem, promote the sustainable development of the new rural insurance policy, truly solve the problem of farmers' pension, and realize the integration of urban and rural endowment insurance development. To realize the sharing of economic achievements. Based on the background of the implementation of the new rural social endowment insurance policy, this paper takes the pilot implementation of the new rural insurance in Anhui Province as an example, and focuses on the financing of the new rural insurance. The article first introduces the current situation of the implementation of the new rural insurance in Anhui Province, and then analyzes and studies the rural residents' pension consumption structure in Anhui Province through the extended linear expenditure model (Eles model), which is demand-oriented. In order to build a scientific and reasonable rural old-age insurance supply model to provide empirical support; thirdly, through the new rural insurance financing main funding capacity of the calculation, The conclusion that each financing entity of the new rural insurance has the ability to provide the funds needed by the new rural insurance policy is concluded, and then the successful financing cases of the rural old-age insurance at home and abroad are selected. The paper concretely analyzes the rural old-age insurance fund raising mode of these countries or regions, and provides experience and reference for the new rural insurance policy of Anhui Province. Finally, based on the analysis of the full text, the paper puts forward the countermeasures and suggestions on the financing of new rural insurance in Anhui province.
