新型農(nóng)村養(yǎng)老保險制度實施中農(nóng)民參保意愿影響因素研究

【摘要】:根據(jù)2010第六次普查數(shù)據(jù)顯示,全國60周歲以上老年人數(shù)已達1.7765億,占總?cè)丝诘谋戎剡_到了13.26%。我國年齡老齡化嚴重,家庭保障及土地保障功能逐漸弱化,養(yǎng)老保障面臨著嚴峻挑戰(zhàn)。我國長期城鄉(xiāng)二元結(jié)構(gòu),導致我國城鄉(xiāng)社會保障存在明顯差距,為了構(gòu)建社會和諧,從公平公正的角度出發(fā),我國農(nóng)村社會養(yǎng)老保險的問題迫在眉睫。2009年國務院辦公廳發(fā)布《國務院關(guān)于開展新型農(nóng)村社會養(yǎng)老保險試點的指導意見》!兑庖姟诽岢黾涌旖⒏采w城鄉(xiāng)居民的社會保障體系的要求,逐步解決農(nóng)村居民老有所養(yǎng)問題。決定在全國10%的縣(市、區(qū)、旗)試行農(nóng)民社會養(yǎng)老保險,計劃在2020年之前基本實現(xiàn)對農(nóng)村適齡居民的全覆蓋。安徽省作為農(nóng)業(yè)大省,農(nóng)村人口眾多,農(nóng)村老齡化問題突出,作為新型農(nóng)村養(yǎng)老保險試點,實施過程中也出現(xiàn)諸多問題。 本文圍繞農(nóng)村養(yǎng)老保險制度建設這一主線,試圖尋找農(nóng)村養(yǎng)老保險實施過程中的制約因素,明確制度推廣過程中各參與主體的互動作用。通過理論研究和實證研究,分析農(nóng)民參與農(nóng)村社會養(yǎng)老保險受何種因素影響,論證農(nóng)村養(yǎng)老保險制度建設過程中各級政府應承擔的責任,政府應如何更好的建立完善農(nóng)村養(yǎng)老保險制度。 本文共分為六章,第一章介紹了本文的選題背景、研究目的和意義,對已有相關(guān)研究進行綜述突出本研究的創(chuàng)新處,同時明確本研究的主要研究內(nèi)容、研究方法和技術(shù)路線。第二章介紹了農(nóng)村社會養(yǎng)老保險制度相關(guān)的理論,為課題的研究奠定了堅實的基礎。第三章介紹了我國農(nóng)村養(yǎng)老保險的歷程,明確新型農(nóng)村養(yǎng)老保險實施的背景,為農(nóng)民的表現(xiàn)提供合理的解釋。第四章通過設計調(diào)查問卷,對安徽省部分試點進行調(diào)研,將數(shù)據(jù)進行統(tǒng)計分析,對農(nóng)民參與新農(nóng)保的意愿受何種因素影響提出基本的假設。第五章基于安徽省四個縣調(diào)研數(shù)據(jù),運用二項logistic回歸模型對農(nóng)民參與新農(nóng)保意愿的影響因素進行分析,結(jié)果表明:農(nóng)民的性別、年齡、文化程度、家庭子女數(shù)、政府重視程度、制度設計、需求強度、收益預期8個因素對欠發(fā)達地區(qū)農(nóng)民參保意愿有顯著影響,而農(nóng)民人均土地面積、人均年收入、人均結(jié)余、農(nóng)戶類型、農(nóng)民了解程度等其他因素對農(nóng)民參保意愿無顯著性影響。第六章基于上述結(jié)論,為了保障新農(nóng)保制度的順利實施,提出如下建議:1.保持政策的穩(wěn)定性、連續(xù)性;2.加強政策實施推廣工作的重視3.明確各級政府的責任,包括制度設計責任、經(jīng)濟責任、法律責任、監(jiān)督責任、實施責任。
[Abstract]:According to the data from the sixth census in 2010, the number of elderly people over 60 years old in China has reached 177.65 million, accounting for 13.26 percent of the total population. In China, the aging age is serious, the function of family security and land security is weakening gradually, and the pension security is facing severe challenges. China's long-term urban-rural dual structure has led to a clear gap between urban and rural social security. In order to build a harmonious society, we should proceed from the perspective of fairness and justice. In 2009, the General Office of the State Council issued the "guidance opinion of the State Council on the pilot of the New Rural Social Old-age Insurance". Will protect the requirements of the system, We will gradually solve the problem of a sense of security among rural residents. It has been decided to try out social old-age insurance for farmers in 10 percent of counties (cities, districts and banners) in the country, and the plan is to basically achieve full coverage of rural residents of appropriate age by 2020. As a large agricultural province, Anhui Province has a large rural population, the problem of rural aging is prominent, as a new type of rural old-age insurance pilot, there are also many problems in the implementation process. Focusing on the main line of rural old-age insurance system construction, this paper tries to find out the restrictive factors in the process of implementing rural old-age insurance, and make clear the interactive role of each participant in the process of system popularization. Through theoretical and empirical research, this paper analyzes the factors affecting farmers' participation in rural social old-age insurance, and demonstrates the responsibility of governments at all levels in the process of rural old-age insurance system construction. How should the government better establish and improve the rural old-age insurance system. This paper is divided into six chapters. The first chapter introduces the background, purpose and significance of this paper, summarizes and highlights the innovation of the existing research, and defines the main research content, research methods and technical route. The second chapter introduces the theory of rural social endowment insurance system, which lays a solid foundation for the research. The third chapter introduces the course of the rural old-age insurance in China, defines the background of the implementation of the new rural old-age insurance, and provides a reasonable explanation for the performance of the farmers. The fourth chapter through the design of questionnaires to some pilot projects in Anhui Province to carry out statistical analysis of the data to the farmers' willingness to participate in the new rural insurance by what factors are affected by the basic assumptions. The fifth chapter is based on the investigation data of four counties in Anhui Province, using two logistic regression model to analyze the influencing factors of farmers' willingness to participate in new rural insurance. The results show that: farmers' gender, age, education level, number of family children, the degree of government attention. The system design, demand intensity and income expectation have significant influence on farmers' willingness to participate in insurance in less developed areas. Other factors, such as farmers' level of understanding, had no significant effect on farmers' willingness to participate in insurance. Chapter VI based on the above conclusions, in order to ensure the smooth implementation of the new rural insurance system, put forward the following recommendations: 1. Maintain policy stability and continuity. We should pay more attention to the promotion of policy implementation. Clear responsibility of all levels of government, including system design responsibility, economic responsibility, legal responsibility, supervision responsibility, implementation responsibility.
