【摘要】：建立和完善農(nóng)村社會養(yǎng)老保險體系,是解決“三農(nóng)”問題和全面建設(shè)小康社會的必要舉措。新型農(nóng)村社會養(yǎng)老保險(簡稱新農(nóng)保)是指我國2009年以后開展試點的農(nóng)村社會養(yǎng)老保險制度,它是國家社會保險體系的重要組成部分。 本文對河北省新型農(nóng)村社會養(yǎng)老保險的現(xiàn)狀進(jìn)行了分析,河北省于2009年底確定了18個新型農(nóng)業(yè)社會養(yǎng)老保險試點縣(市),然后向全省推廣。經(jīng)過三年多快速推進(jìn),成效顯著,2012年底實現(xiàn)了新型農(nóng)村社會養(yǎng)老保險的全覆蓋。但是仍然存在縣級財務(wù)的可持續(xù)性差,財政資金配套不足；新農(nóng)保基層管理平臺脆弱,管理能力欠缺；保障水平過低；宣傳不到位；缺乏高效的激勵機(jī)制等問題。 然后本文分析了德國、美國和日本在農(nóng)村社會養(yǎng)老保險發(fā)展情況,國外的成功經(jīng)驗告訴我們,農(nóng)民養(yǎng)老保險政策與農(nóng)業(yè)政策、城市化統(tǒng)籌結(jié)合起來發(fā)展；要完善立法,實現(xiàn)農(nóng)村養(yǎng)老保險政策的可持續(xù)性,必須完善立法；在農(nóng)村社會養(yǎng)老保險的建立過程中,政府一般發(fā)揮主導(dǎo)作用；應(yīng)建立全國性的專業(yè)農(nóng)村養(yǎng)老保險管理機(jī)構(gòu)和相對獨立的基金管理機(jī)構(gòu)等。 最后針對目前存在的問題,借鑒國外成功經(jīng)驗,本文提出了進(jìn)一步推進(jìn)新型農(nóng)村社會養(yǎng)老保險的對策：建立科學(xué)的新型農(nóng)村社會養(yǎng)老保險籌資機(jī)制；加強新型農(nóng)村社會養(yǎng)老保險管理體制建設(shè)；強化政府在農(nóng)村社會養(yǎng)老保險發(fā)展中的作用；加大宣傳力度,提高農(nóng)民參保意識；進(jìn)一步完善新農(nóng)保的配套措施,發(fā)揮農(nóng)村養(yǎng)老保險保障作用；建立健全第三方監(jiān)管機(jī)構(gòu)等。
[Abstract]:Establishing and perfecting the rural social endowment insurance system is a necessary measure to solve the problem of "agriculture, countryside and farmers" and to build a well-off society in an all-round way. The new rural social old-age insurance (abbreviated as New Rural Insurance), which is an important part of the national social insurance system, refers to the rural social old-age insurance system which has been piloted in China since 2009. This paper analyzes the present situation of the new rural social old-age insurance in Hebei Province. At the end of 2009, Hebei Province determined 18 pilot counties (cities) of the new agricultural social old-age insurance, and then extended it to the whole province. After more than three years of rapid progress, remarkable results have been achieved by the end of 2012, the new rural social endowment insurance coverage. However, there are still some problems, such as poor financial sustainability at county level, insufficient supporting financial funds; weak management platform of new rural insurance grass-roots level, lack of management ability; low level of security; inadequate publicity; lack of efficient incentive mechanism and so on. Then this paper analyzes the development of rural social endowment insurance in Germany, the United States and Japan. The successful experience of foreign countries tells us that the policy of farmers' pension insurance should be integrated with the policy of agriculture, and the urbanization should be integrated, and the legislation should be improved. In order to realize the sustainability of rural old-age insurance policy, we must perfect legislation, and the government generally plays a leading role in the establishment of rural social old-age insurance. It is necessary to establish national specialized rural pension insurance management institutions and relatively independent fund management agencies. Finally, aiming at the existing problems and drawing on the successful experience of foreign countries, this paper puts forward some countermeasures to further promote the new rural social old-age insurance: establishing a scientific financing mechanism of the new-type rural social old-age insurance; Strengthen the management system construction of new rural social endowment insurance; strengthen the role of the government in the development of rural social endowment insurance; increase publicity efforts to enhance farmers' awareness of participating in the insurance; further improve the supporting measures of the new rural insurance, Give play to the role of rural old-age insurance protection; establish and improve third-party regulatory bodies.
