我國省級養(yǎng)老保險(xiǎn)管理體制改革研究

【摘要】:當(dāng)前,我國養(yǎng)老保險(xiǎn)正面臨著一些挑戰(zhàn):人口結(jié)構(gòu)趨于老齡化,新的政策和制度不斷出臺,公眾對于養(yǎng)老保險(xiǎn)待遇和政府提供公共服務(wù)的效率要求迅速提高。而我國養(yǎng)老保險(xiǎn)管理體制的現(xiàn)狀則存在著統(tǒng)籌層次較低,機(jī)構(gòu)職責(zé)與關(guān)系不統(tǒng)一、不清晰,基金運(yùn)營效率低下,信息管理系統(tǒng)分散運(yùn)行、缺乏協(xié)調(diào)管理等問題。在這些社會環(huán)境的壓力下,現(xiàn)行的養(yǎng)老保險(xiǎn)管理體制已經(jīng)逐漸不能適應(yīng),被迫進(jìn)行碎片化的改革,但使得養(yǎng)老保險(xiǎn)管理體制受擠壓而愈發(fā)變形。我國的養(yǎng)老保險(xiǎn)管理一般是以省級為主要中心開展的,這種管理方式是由我國養(yǎng)老保險(xiǎn)基金的統(tǒng)籌層次、立法主體資格、政策適用范圍等因素共同決定的。從國家的管理結(jié)構(gòu)來看,省級處于承上啟下的關(guān)鍵位置,對中央接收約束和指導(dǎo),對全省進(jìn)行環(huán)境設(shè)置與資源配置,對市縣進(jìn)行具體工作布置。因此,省級是全國養(yǎng)老保險(xiǎn)管理體制改革的重中之重,也是基本落腳點(diǎn)。本文認(rèn)為,受限于當(dāng)前薄弱的縱向管理關(guān)系,省級養(yǎng)老保險(xiǎn)管理機(jī)構(gòu)對所轄行政區(qū)域養(yǎng)老保險(xiǎn)的政策流程統(tǒng)一協(xié)調(diào)能力不足,基金調(diào)劑水平較低,信息系統(tǒng)和網(wǎng)絡(luò)管理比較分散,缺乏全面有效的監(jiān)督機(jī)制,無法應(yīng)對當(dāng)前社會發(fā)展對養(yǎng)老保險(xiǎn)事業(yè)的規(guī)劃和服務(wù)要求。本文梳理了理論界從法制化、社會化和模式化的視角對改革的研究成果,研究了一些省份的改革實(shí)踐,結(jié)合江蘇省養(yǎng)老保險(xiǎn)發(fā)展的現(xiàn)狀和資源水平,提出了江蘇省養(yǎng)老保險(xiǎn)管理體制改革的方案:江蘇省社會保險(xiǎn)事業(yè)管理中心作為管理核心,負(fù)責(zé)江蘇全省的養(yǎng)老保險(xiǎn)規(guī)劃,通過垂直管理的機(jī)構(gòu)逐步實(shí)現(xiàn)統(tǒng)一收支養(yǎng)老保險(xiǎn)基金,管理養(yǎng)老保險(xiǎn)基金預(yù)算和調(diào)劑,進(jìn)行基金運(yùn)營管理,健全養(yǎng)老保險(xiǎn)基金監(jiān)督體制,建立分布式的省級養(yǎng)老保險(xiǎn)信息網(wǎng)絡(luò),統(tǒng)一管理養(yǎng)老保險(xiǎn)業(yè)務(wù)和數(shù)據(jù)。養(yǎng)老保險(xiǎn)管理體制的改革需要一定的政策配套,因此,本文提出了關(guān)于體制改革的政策建議:建立省級垂直統(tǒng)一的養(yǎng)老保險(xiǎn)管理機(jī)構(gòu)體系,統(tǒng)一管理社會保險(xiǎn)登記、養(yǎng)老保險(xiǎn)待遇、養(yǎng)老保險(xiǎn)關(guān)系和養(yǎng)老保險(xiǎn)服務(wù)。建立平衡的養(yǎng)老保險(xiǎn)省級預(yù)算管理和運(yùn)營體系,合理制定各級政府的財(cái)政責(zé)任分擔(dān)機(jī)制,科學(xué)確定養(yǎng)老保險(xiǎn)基金的收支目標(biāo)。建立全面有效的養(yǎng)老保險(xiǎn)省級信息管理體系,在省級統(tǒng)一規(guī)劃和管理的基礎(chǔ)上,建立協(xié)作使用數(shù)據(jù)的機(jī)制,提高養(yǎng)老保險(xiǎn)數(shù)據(jù)信息的綜合利用率,推動異地業(yè)務(wù)實(shí)現(xiàn)更高的管理水平。
[Abstract]:At present, China's pension insurance is facing some challenges: the population structure tends to aging, new policies and systems are constantly issued, and the public demand for pension insurance treatment and the efficiency of the government to provide public services has been raised rapidly. However, the present situation of our country's endowment insurance management system has some problems, such as low overall planning level, unclear responsibility and relationship, low efficiency of fund operation, decentralized operation of information management system, lack of coordinated management and so on. Under the pressure of these social environment, the current pension insurance management system has been gradually unable to adapt, forced to carry out piecemeal reform, but the pension insurance management system has been squeezed and deformed. The management of endowment insurance in our country is generally carried out with the provincial level as the main center, which is determined by the overall planning level of the pension insurance fund in our country, the qualification of the main body of legislation, the scope of application of the policy, and so on. From the point of view of the management structure of the country, the provincial level is in the key position of connecting the above with the following, which is to receive constraints and guidance to the central government, to set up the environment and allocate the resources in the whole province, and to arrange the concrete work for the cities and counties. Therefore, the provincial level is the most important part of the national pension insurance management system reform, but also the basic foothold. In this paper, limited by the current weak vertical management relationship, the provincial pension insurance management agencies have insufficient ability to coordinate the policies and processes of pension insurance in the administrative areas under their jurisdiction, and the level of fund allocation is relatively low. Information system and network management are scattered, lack of comprehensive and effective supervision mechanism, unable to cope with the current social development of pension insurance planning and service requirements. This article combs the theoretical circle from the legal system, the socialization and the pattern angle of view to the reform research result, has studied the reform practice in some provinces, unifies the Jiangsu Province endowment insurance development present situation and the resources level, This paper puts forward the plan of the reform of the pension insurance management system in Jiangsu Province: the Social Insurance Management Center of Jiangsu Province, as the core of the management, is responsible for the planning of the endowment insurance in Jiangsu Province. Through vertical management institutions, they gradually realize the unification of income and expenditure pension insurance funds, manage pension fund budgets and adjustments, carry out fund operation and management, improve the pension insurance fund supervision system, and establish a distributed provincial pension insurance information network. Unified management of pension insurance business and data. The reform of the pension insurance management system needs some policies. Therefore, this paper puts forward some policy suggestions on the system reform: establishing a vertical unified pension insurance management institution system at the provincial level, and unifying the management of social insurance registration. It is necessary to establish a balanced provincial budget management and operation system of pension insurance, rationally formulate the financial responsibility sharing mechanism of governments at all levels, and scientifically determine the income and expenditure objectives of pension insurance funds. To establish a comprehensive and effective provincial information management system of pension insurance, and establish a mechanism for cooperative use of data on the basis of unified planning and management at the provincial level, so as to improve the comprehensive utilization rate of data information of pension insurance.
