【摘要】：體育產業(yè)政策是政府推進體育產業(yè)發(fā)展的重要手段之一,被各級地方政府廣泛運用。然而人們對體育產業(yè)政策的理解、認識和運用在理論界和實踐中存在很大分歧;在實踐中,不同的經濟社會階段、不同地域,體育產業(yè)政策的執(zhí)行效果是不同的,只有選擇適宜的體育產業(yè)政策工具,政策才能發(fā)揮積極的作用,取得預期的效果�；�于政策工具的視角,采用內容分析法,對2014年后31個省級地方政府出臺的發(fā)展體育產業(yè)的政策工具進行計量分析和評價。從作用、效力、適用范圍三個維度出發(fā),構建地方政府推進體育產業(yè)發(fā)展的政策工具分析框架,并對政策文本進行單元編碼和統(tǒng)計分析。研究表明,政府主要通過提供信息、引導鼓勵社會主體從事體育產業(yè);地方政府推出的體育產業(yè)政策工具整體結構普遍失衡,環(huán)境型工具所占比例太大,供給型與需求型工具偏少,對體育產業(yè)的推動或拉動效應也相應較弱;地方政府推出的體育產業(yè)政策工具效力不足,保障體育產業(yè)有序發(fā)展的法規(guī)型工具匱乏;政策工具缺乏針對性,尚未形成相互銜接、緊密配套、可操作性強的政策工具體系。
[Abstract]:Sports industry policy is one of the important means for the government to promote the development of sports industry, which is widely used by local governments at all levels. However, there are great differences in the understanding and application of sports industry policy in theory and practice. In practice, the implementation effect of sports industry policy is different in different economic and social stages, different regions and different regions. Only by choosing the appropriate policy tools of sports industry can the policy play an active role and achieve the desired results. Based on the perspective of policy tools, this paper makes a quantitative analysis and evaluation of the policy tools for the development of sports industry issued by 31 provincial local governments after 2014 by using the content analysis method. Based on the three dimensions of function, effectiveness and scope of application, this paper constructs an analytical framework of policy tools for local governments to promote the development of sports industry, and carries out unit coding and statistical analysis of policy texts. The research shows that the government mainly through providing information, guiding and encouraging the main body of society to engage in the sports industry; the overall structure of the sports industry policy tools launched by local governments is generally out of balance, and the proportion of environmental tools is too large. The supply type and demand type tool are on the low side, the promotion or pull effect to the sports industry is also relatively weak, the local government promotes the sports industry policy tool to be insufficient, the law type tool which guarantees the sports industry to develop in an orderly way is short of; The policy tool lacks pertinence, has not yet formed the policy tool system which is connected with each other, closely matched, and has strong maneuverability.
