韓國(guó)旅游產(chǎn)業(yè)發(fā)展戰(zhàn)略及其政策研究

【摘要】:19世紀(jì)至今,各個(gè)國(guó)家旅游業(yè)迅猛發(fā)展。旅游業(yè)的成長(zhǎng)對(duì)于社會(huì)經(jīng)濟(jì)、文化和環(huán)保都具有積極意義。目前,我國(guó)旅游業(yè)雖有長(zhǎng)足的發(fā)展,但仍存在管理秩序混亂,基礎(chǔ)設(shè)施落后和專業(yè)人才不足等諸多問題。而我國(guó)近鄰韓國(guó)的旅游業(yè)日趨成熟,已成為國(guó)家的核心產(chǎn)業(yè)。在此過程中形成的發(fā)展戰(zhàn)略及政策很值得關(guān)注,其經(jīng)驗(yàn)與教訓(xùn)更值得借鑒。因此,本文有針對(duì)性地對(duì)韓國(guó)旅游業(yè)的發(fā)展戰(zhàn)略及政策進(jìn)行研究。通過研究旨在為我國(guó)旅游業(yè)的振興提供一些有價(jià)值的參考依據(jù)。其主要內(nèi)容介紹如下:首先,本文闡述了韓國(guó)旅游業(yè)成長(zhǎng)的五大階段。朝鮮戰(zhàn)爭(zhēng)結(jié)束到20世紀(jì)70年代初為大力吸引外來旅客的起步期。20世紀(jì)80年代是韓國(guó)旅游業(yè)國(guó)內(nèi)外均衡成長(zhǎng)的振興期。20世紀(jì)90年代,受1997年金融危機(jī)的影響,韓國(guó)旅游業(yè)迎來挑戰(zhàn)期。21世紀(jì)初至2013年是“韓流”效應(yīng)下旅游業(yè)的飛躍期。2013年至今是旅游業(yè)成為韓國(guó)核心產(chǎn)業(yè)的時(shí)期。其次,本文重點(diǎn)研究了韓國(guó)旅游業(yè)發(fā)展戰(zhàn)略及政策制訂的成功經(jīng)驗(yàn)。韓國(guó)政府在發(fā)展旅游業(yè)時(shí),制訂了較完善的法律法規(guī)和發(fā)展計(jì)劃,構(gòu)建了旅游管理體系,提升了基礎(chǔ)設(shè)施建設(shè)水平,在融資財(cái)稅上予以政策傾斜,研發(fā)特色旅游產(chǎn)品,并積極進(jìn)行對(duì)外宣傳。最后,闡釋了韓國(guó)的經(jīng)驗(yàn)也帶給我國(guó)的啟示。概括地講,我國(guó)應(yīng)完善法律法規(guī),加強(qiáng)產(chǎn)業(yè)監(jiān)管,大力發(fā)展國(guó)內(nèi)國(guó)際旅游業(yè),加強(qiáng)對(duì)旅游人才的培養(yǎng),重視旅行社的管理,積極開發(fā)旅游資源,研發(fā)優(yōu)秀旅游產(chǎn)品并重視對(duì)外宣傳。本文立足于韓國(guó)旅游業(yè)五個(gè)階段的發(fā)展戰(zhàn)略及其政策,采用邏輯推導(dǎo)、比較分析、系統(tǒng)分析和實(shí)證分析等方法,探索韓國(guó)旅游業(yè)發(fā)展戰(zhàn)略及政策的成功經(jīng)驗(yàn)和啟示。
[Abstract]:Since the 19 th century, tourism has developed rapidly in various countries. The growth of tourism has positive significance for social economy, culture and environmental protection. At present, although China's tourism industry has developed rapidly, there are still many problems, such as confusion of management order, backward infrastructure and shortage of professionals, etc. The tourism industry of our country is becoming more and more mature, and has become the core industry of our country. The development strategies and policies formed in this process are worthy of attention, and their experiences and lessons are worth drawing lessons from. Therefore, this paper studies the development strategy and policy of Korean tourism. The purpose of the study is to provide some valuable reference for the revitalization of tourism in China. The main contents are as follows: first, this paper describes the five stages of tourism growth in South Korea. From the end of the Korean War to the beginning of the 1970s, it was the initial period of attracting foreign tourists. The 1980s was the revitalization period for the balanced growth of Korean tourism both at home and abroad. The 1990s were affected by the 1997 financial crisis. The period from the beginning of 21st century to 2013 is a leap period of tourism under the effect of "Korean current". 2013 is the period when tourism has become the core industry of South Korea. Secondly, this paper focuses on the successful experience of Korean tourism development strategy and policy formulation. While developing tourism, the Korean government has formulated relatively perfect laws, regulations and development plans, set up a tourism management system, raised the level of infrastructure construction, slanted policies on finance and taxation, and developed tourism products with special characteristics. And actively carry out external publicity. Finally, it explains the enlightenment of Korea's experience to our country. To sum up, China should improve laws and regulations, strengthen industrial supervision, vigorously develop domestic and international tourism, strengthen the training of tourism personnel, attach importance to the management of travel agencies, and actively develop tourism resources. Develop excellent tourism products and attach importance to external publicity. Based on the development strategies and policies in five stages of Korean tourism, this paper explores the successful experience and enlightenment of Korean tourism development strategies and policies by means of logical derivation, comparative analysis, systematic analysis and empirical analysis.
