【摘要】：在當今低碳時代的背景下和可持續(xù)發(fā)展的大環(huán)境下,綠色產(chǎn)業(yè)的發(fā)展已然成為黑龍江墾區(qū)經(jīng)濟發(fā)展的重要課題。本文針對尖山農(nóng)場發(fā)展綠色產(chǎn)業(yè)存在的問題,如三次產(chǎn)業(yè)結(jié)構(gòu)不均衡,畜牧業(yè)與種植業(yè)發(fā)展不平衡、土壤層變薄導致土壤肥力下降等;針對國外轉(zhuǎn)基因大豆、玉米等作物沖擊國內(nèi)市場、國內(nèi)非轉(zhuǎn)基因大豆產(chǎn)業(yè)鏈延長、以及現(xiàn)代化農(nóng)業(yè)的面源污染控制和土壤的可持續(xù)利用等挑戰(zhàn),進行規(guī)劃和對策分析。此項研究對尖山農(nóng)場以及黑龍江墾區(qū)都非常具有研究意義,具有一定的理論借鑒意義和實踐指導價值。本文通過查閱國內(nèi)外相關(guān)文獻和資料,結(jié)合規(guī)劃階段實地調(diào)研數(shù)據(jù),在對獲得數(shù)據(jù)進行了定量與定性分析的基礎(chǔ)上,運用SWOT分析法,對尖山農(nóng)場綠色產(chǎn)業(yè)構(gòu)建的自身發(fā)展的要素和外部發(fā)展環(huán)境進行分析。在分析和總結(jié)國內(nèi)外綠色產(chǎn)業(yè)相關(guān)理論和實踐的基礎(chǔ)上,結(jié)合尖山農(nóng)場的實際情況,提適合尖山農(nóng)場發(fā)展的思路、發(fā)展目標和建設(shè)路徑。在綠色發(fā)展的新形勢下,以黑龍江農(nóng)墾綠色發(fā)展戰(zhàn)略為指導、制訂了尖山農(nóng)場發(fā)展戰(zhàn)略,提出“一支、兩主、一優(yōu)、兩新”的發(fā)展思路,規(guī)劃“一心、五區(qū)、一帶、一圈”的產(chǎn)業(yè)布局,因地制宜制定適合尖山農(nóng)場綠色產(chǎn)業(yè)發(fā)展的產(chǎn)業(yè)和項目,產(chǎn)業(yè)主要包括非轉(zhuǎn)基因大豆產(chǎn)業(yè)、優(yōu)質(zhì)玉米產(chǎn)業(yè)、北藥產(chǎn)業(yè)、綠色養(yǎng)殖產(chǎn)業(yè)、現(xiàn)代綜合服務業(yè)以及新能源產(chǎn)業(yè);重點建設(shè)項目有非轉(zhuǎn)基因大豆深加工建設(shè)項目、非轉(zhuǎn)基因大豆良種繁育基地建設(shè)項目、黑土區(qū)水土流失綜合治理工程項目、玉米深加工項目、高標準農(nóng)田建設(shè)項目、黃芪規(guī)范化種植及加工建設(shè)項目等14個建設(shè)項目。提出最適合尖山農(nóng)場發(fā)展綠色產(chǎn)業(yè)的項目,以構(gòu)建黑龍江墾區(qū)綠色產(chǎn)業(yè)體系示范基地為目標,以建立帶動黑龍江農(nóng)墾綠色產(chǎn)業(yè)體系構(gòu)建的示范基地為目標,分析尖山農(nóng)場構(gòu)建綠色產(chǎn)業(yè)體系的自身優(yōu)勢、外部機遇及制約因素和外部挑戰(zhàn),最后提出如何發(fā)揮優(yōu)勢,把握機遇,規(guī)避挑戰(zhàn),克服不利因素的對策,促進尖山農(nóng)場轉(zhuǎn)變經(jīng)濟發(fā)展方式的綠色產(chǎn)業(yè)體系的構(gòu)建。
[Abstract]:Under the background of low carbon age and the environment of sustainable development, the development of green industry has become an important subject of economic development in Heilongjiang Reclamation area. This paper aims at the problems existing in the development of green industry in Jianshan Farm, such as the unbalanced structure of three industries, the unbalanced development of animal husbandry and planting, the decrease of soil fertility due to the thinning of soil layer, and so on. Corn and other crops impact the domestic market, domestic non-genetically modified soybean industry chain extended, and modern agriculture of non-source pollution control and sustainable use of soil and other challenges, planning and analysis of countermeasures. This research is of great significance to Jianshan Farm and Heilongjiang Reclamation area. In this paper, based on the reference of domestic and foreign relevant literature and data, combined with the field investigation data in the planning stage, on the basis of quantitative and qualitative analysis of the obtained data, the SWOT analysis method is used. This paper analyzes the factors and external development environment of green industry construction in Jianshan Farm. On the basis of analyzing and summarizing the relevant theories and practices of green industry at home and abroad and combining with the actual situation of Jianshan Farm, this paper puts forward the idea, development goal and construction path suitable for the development of Jianshan Farm. Under the new situation of green development, under the guidance of the strategy of green development of Heilongjiang farming and reclamation, the development strategy of Jianshan farm was formulated, and the development mentality of "one branch, two masters, one excellent, two new" was put forward, and the plan was "one mind, five districts, one area". According to local conditions, industries and projects suitable for the development of green industry in Jianshan Farm will be formulated. The industries mainly include non-genetically modified soybean industry, high-quality corn industry, northern medicine industry, and green farming industry. Modern comprehensive service industry and new energy industry; key construction projects include deep processing and construction of non-genetically modified soybeans, construction of breeding bases for improved varieties of non-genetically modified soybeans, comprehensive treatment of soil and water loss in black soil areas, and deep processing projects of maize. High-standard farmland construction projects, astragalus standardized planting and processing of 14 construction projects. The project that is most suitable for the development of green industry in Jianshan Farm is put forward. The goal is to set up a demonstration base of green industry system in Heilongjiang Reclamation area, and to set up a demonstration base to promote the construction of green industry system in Heilongjiang Reclamation area. This paper analyzes the advantages, external opportunities and restrictive factors and external challenges of constructing green industry system in Jianshan Farm. Finally, it puts forward the countermeasures of how to give full play to the advantages, grasp the opportunities, avoid the challenges and overcome the unfavorable factors. The construction of green industry system to promote the transformation of economic development mode of Jianshan Farm.
