【摘要】：2015年,國(guó)家正式賦予廣西壯族自治區(qū)三大戰(zhàn)略定位,責(zé)任重大。而在國(guó)內(nèi)外復(fù)雜因素影響下,廣西正面臨著經(jīng)濟(jì)下行、工業(yè)投資疲軟、傳統(tǒng)產(chǎn)業(yè)轉(zhuǎn)型升級(jí)難度大等壓力。在既要解決經(jīng)濟(jì)發(fā)展面臨的重重困難,又要保證國(guó)家戰(zhàn)略定位能順利實(shí)現(xiàn)的背景下,本文選取同時(shí)具有“融資”和“融物”功能的融資租賃作為研究對(duì)象,試圖作為解決現(xiàn)實(shí)問題的突破點(diǎn)。本文從產(chǎn)業(yè)經(jīng)濟(jì)學(xué)的角度,將融資租賃作為金融業(yè)中的一項(xiàng)具體產(chǎn)業(yè)進(jìn)行分析研究。首先梳理出與之有關(guān)的經(jīng)濟(jì)學(xué)基本理論;其次,通過向廣西自治區(qū)商務(wù)廳、金融辦等有關(guān)部門獲取大量第一手資料數(shù)據(jù),對(duì)廣西融資租賃業(yè)的發(fā)展規(guī)模、結(jié)構(gòu)情況、經(jīng)營(yíng)情況等進(jìn)行分析;第三步,基于產(chǎn)業(yè)經(jīng)濟(jì)學(xué)的角度,分析找出廣西融資租賃業(yè)存在七項(xiàng)問題,并在此基礎(chǔ)上進(jìn)一步分析得出影響廣西融資租賃業(yè)發(fā)展存在的四方面因素;第四步,結(jié)合本文的研究背景,從經(jīng)濟(jì)增長(zhǎng)速度和質(zhì)量、區(qū)域競(jìng)爭(zhēng)力、制造業(yè)“走出去”等方面分析了廣西加快發(fā)展融資租賃業(yè)的重要現(xiàn)實(shí)意義,即發(fā)展融資租賃既可以解決當(dāng)前解決發(fā)展面臨的困境,又有助于實(shí)現(xiàn)國(guó)家賦予的戰(zhàn)略定位,并做了行業(yè)發(fā)展的可行性研究分析;第五步,總結(jié)國(guó)內(nèi)外促進(jìn)融資租賃業(yè)發(fā)展的主要做法,從中分析尋求促進(jìn)廣西融資租賃業(yè)可供借鑒的經(jīng)驗(yàn)做法;本文最后部份,在之前的研究基礎(chǔ)上,得出四條研究結(jié)論,并據(jù)此提出如下政策建議:一是建議高起點(diǎn)制定廣西融資租賃業(yè)發(fā)展規(guī)劃,二是建議明確行業(yè)發(fā)展的四方面任務(wù),即擴(kuò)大市場(chǎng)主體、擴(kuò)展業(yè)務(wù)范圍、鼓勵(lì)業(yè)務(wù)創(chuàng)新新、拓展資金來源,三是建議出臺(tái)相應(yīng)的財(cái)政稅務(wù)扶持政策,四是建議從七個(gè)方面加強(qiáng)行業(yè)發(fā)展的基礎(chǔ)建設(shè)。
[Abstract]:In 2015, the state formally gave Guangxi Zhuang Autonomous region three strategic positioning, the responsibility is heavy, and under the influence of complex factors at home and abroad, Guangxi is facing the economic downturn, industrial investment is weak. Traditional industry transformation and upgrading is difficult and so on. Under the background of solving the difficulties of economic development and ensuring the smooth realization of national strategic positioning. This paper chooses the financing lease with the function of "financing" and "financial goods" as the research object, and tries to be the breakthrough point to solve the practical problems. The financial leasing is regarded as a specific industry in the financial industry for analysis and research. Firstly, the basic theory of economics related to it is sorted out. Secondly, through obtaining a large number of first-hand data from the relevant departments of Guangxi Autonomous region Department of Commerce and Financial Affairs Office, the paper analyzes the development scale, structure and management of Guangxi financing leasing industry. The third step, based on the angle of industrial economics, analyzes and finds out the seven problems existing in the financing leasing industry in Guangxi, and further analyzes the four factors that affect the development of the financing lease industry in Guangxi. 4th steps, combined with the research background of this paper, from the economic growth rate and quality, regional competitiveness, manufacturing industry "go out" and other aspects of Guangxi to accelerate the development of financing leasing industry important practical significance. That is, the development of financial leasing can not only solve the plight of development, but also help to achieve the strategic position given by the country, and do the feasibility analysis of the development of the industry; 5th steps, summarizes the domestic and foreign promotion financing leasing industry development main practice, from the analysis seeks to promote the Guangxi financing lease industry may draw lessons from the experience practice; In the last part of this paper, on the basis of the previous research, four conclusions are drawn, and the following policy suggestions are put forward: first, it is suggested that the development plan of Guangxi financing leasing industry should be formulated from a high starting point. The second is to make clear the four tasks of industry development, that is, to expand the main body of the market, expand the scope of business, encourage business innovation, expand the source of funds, and third, propose the introduction of corresponding fiscal and tax support policies. Fourth, suggestions from seven areas to strengthen industry development infrastructure.
