【摘要】：20世紀90年代以來興起的以移動互聯(lián)網(wǎng)、網(wǎng)絡(luò)支付等為代表的互聯(lián)網(wǎng)科技正在深刻地改變?nèi)祟惿鐣�的形態(tài),同時也深刻地改變傳統(tǒng)的金融業(yè)態(tài)。在推進供給側(cè)結(jié)構(gòu)性改革的過程中,以互聯(lián)網(wǎng)金融為代表的新興金融業(yè)態(tài)在中國改革發(fā)展的過程中發(fā)揮著越來越重要的作用。在“互聯(lián)網(wǎng)+”的大潮中,由于熟人社會向陌生人社會的這一轉(zhuǎn)變,完善的社會征信體系對經(jīng)濟社會發(fā)展的影響尤為重要。征信已經(jīng)成為互聯(lián)網(wǎng)時代下,識別、防范、管控和化解風險的重要舉措。與發(fā)達國家相比,我國社會征信體系建設(shè)仍在起步階段,在機制建設(shè)、技術(shù)開發(fā)、行業(yè)發(fā)展等領(lǐng)域仍有不少差距。本文立足互聯(lián)網(wǎng)視角,通過分析大數(shù)據(jù)、云計算、互聯(lián)網(wǎng)+等現(xiàn)代征信建設(shè)的基礎(chǔ)技術(shù),借鑒美國、歐洲、日本、韓國等發(fā)達國家征信體系建設(shè)模式和經(jīng)驗做法,分析中國征信體系建設(shè)的現(xiàn)狀與存在的問題;并結(jié)合中國特色發(fā)展模式,就互聯(lián)網(wǎng)時代中國如何建設(shè)征信體系,提出政策建議。全文共分六章。第一章是導(dǎo)論,說明本文的研究背景和目的意義、國內(nèi)外相關(guān)文獻綜述、研究思路和寫作框架、主要創(chuàng)新點和不足。第二章是互聯(lián)網(wǎng)時代對征信體系的影響,主要從互聯(lián)網(wǎng)的發(fā)展和現(xiàn)狀、互聯(lián)網(wǎng)金融及行業(yè)發(fā)展模式以及互聯(lián)網(wǎng)+大數(shù)據(jù)征信概況進行了介紹,綜合分析了互聯(lián)網(wǎng)征信與傳統(tǒng)征信之間的差別。第三章是互聯(lián)網(wǎng)時代中國征信體系的現(xiàn)狀分析,重點分析互聯(lián)網(wǎng)時代中國征信體系建設(shè)的背景和必要性,分析中國互聯(lián)網(wǎng)征信體系建設(shè)現(xiàn)狀以及存在的問題。第四章是互聯(lián)網(wǎng)時代征信體系建設(shè)的國際經(jīng)驗,以美國、歐盟、日本以及韓國、印度為例,介紹了市場、政府主導(dǎo)型和行業(yè)共享型以及混合發(fā)展型征信體系發(fā)展模式,并通過比較分析提出經(jīng)驗啟示。第五章是互聯(lián)網(wǎng)時代中國征信體系創(chuàng)新對策和建議,綜合我國國情和國外先進經(jīng)驗做法,圍繞建立健全信息標準化體系、加強互聯(lián)網(wǎng)征信行業(yè)監(jiān)管、強化大數(shù)據(jù)條件下的信息安全監(jiān)管、完善法律保障體系等方面提出創(chuàng)新對策和建議。第六章是結(jié)論。
[Abstract]:Since 1990s, Internet technology, represented by mobile Internet and network payment, is profoundly changing the shape of human society. At the same time, it also profoundly changes the traditional financial format. In the process of promoting supply-side structural reform, The emerging financial format, represented by Internet finance, is playing a more and more important role in the process of China's reform and development. In the spring tide of "Internet", due to the transformation from acquaintance society to stranger society, The impact of a sound social credit system on economic and social development is particularly important. Credit reporting has become an important measure to identify, guard against, control and defuse risks in the Internet age. Compared with developed countries, The construction of China's social credit system is still in its infancy, and there are still many gaps in the fields of mechanism construction, technology development, industry development and so on. This paper analyzes the current situation and existing problems of the construction of credit system in China based on the basic technology of modern credit system construction such as the Internet and other developed countries, such as the United States, Europe, Japan, South Korea and other developed countries. Combined with the development mode of Chinese characteristics, this paper puts forward some policy suggestions on how to construct credit system in China in the Internet era. The first chapter is an introduction, which explains the research background and purpose significance of this paper, and summarizes the relevant literature at home and abroad. The second chapter is the impact of the Internet era on the credit system, mainly from the development and current situation of the Internet. The development model of Internet finance and industry and the general situation of Internet big data credit system are introduced, and the differences between Internet credit reporting and traditional credit reporting are comprehensively analyzed. Chapter three is an analysis of the current situation of Chinese credit system in the Internet era. This paper analyzes the background and necessity of the construction of China's credit system in the Internet age, and analyzes the present situation and existing problems of the construction of China's Internet credit system. Chapter 4th is the international experience of the construction of the credit system in the Internet age, to the United States, the European Union, Japan, South Korea and India for example, introduced the market, government-led, industry-sharing and mixed development credit system development model, Chapter 5th is the innovation countermeasure and suggestion of Chinese credit information system in the Internet era, which synthesizes the national conditions of our country and the advanced experience and practice of foreign countries, and revolves around establishing and perfecting the information standardization system. This paper puts forward some innovative countermeasures and suggestions on strengthening the supervision of Internet credit information industry, strengthening the supervision of information security under the condition of big data, and perfecting the legal security system. Chapter 6th is the conclusion.
