【摘要】：綠色環(huán)保的第三產(chǎn)業(yè)旅游業(yè)，特別是休閑農(nóng)業(yè)的發(fā)展，越來越受到國家的重視和人們的青睞，逐漸成為新的經(jīng)濟增長點。發(fā)展休閑農(nóng)業(yè)是促進農(nóng)民增收、提高農(nóng)業(yè)綜合生產(chǎn)能力的重要舉措，是解決“三農(nóng)”問題的另一途徑。本文首先運用SWOT分析方法，分析云霄縣火田鎮(zhèn)發(fā)展休閑農(nóng)業(yè)的優(yōu)勢與劣勢，以及外部環(huán)境產(chǎn)生的機遇與挑戰(zhàn)。通過調(diào)查，發(fā)現(xiàn)火田鎮(zhèn)存在交通區(qū)位優(yōu)勢明顯、自然生態(tài)資源優(yōu)越、文化底蘊豐富獨特、經(jīng)濟社會發(fā)展迅速等優(yōu)勢，但也存在休閑農(nóng)業(yè)尚未形成產(chǎn)業(yè)體系、基礎(chǔ)設(shè)施配套薄弱、缺乏具體推進措施、新農(nóng)村建設(shè)任務(wù)艱巨、專業(yè)管理人才匱乏等現(xiàn)實問題制約發(fā)展。此外雖然火田鎮(zhèn)的休閑農(nóng)業(yè)發(fā)展面臨省內(nèi)同行業(yè)及周邊地區(qū)旅游業(yè)的激烈競爭，但是隨著各級優(yōu)惠政策疊加產(chǎn)生的積極效應、旅游業(yè)成為云霄縣域經(jīng)濟的三駕馬車之一、民眾休閑方式的轉(zhuǎn)變以及居民消費能力的提升等利好因素，，加快發(fā)展休閑農(nóng)業(yè)有著難得的機遇。通過內(nèi)外因素綜合比較分析，作者認為火田鎮(zhèn)休閑農(nóng)業(yè)的發(fā)展必須采用SO戰(zhàn)略。 接著作者對浙江省長興縣顧渚村休閑農(nóng)業(yè)的發(fā)展歷程進行系統(tǒng)分析，得出發(fā)展休閑農(nóng)業(yè)政府主導是關(guān)鍵、農(nóng)民民資是主體、規(guī)范提升是路徑、優(yōu)質(zhì)服務(wù)是保障、旅游惠民是根本的啟示。 最后，論文在案例研究及SWOT分析的基礎(chǔ)上，提出火田鎮(zhèn)休閑農(nóng)業(yè)發(fā)展的戰(zhàn)略及產(chǎn)業(yè)布局，并就如何加快發(fā)展火田鎮(zhèn)休閑農(nóng)業(yè)提出加強組織領(lǐng)導和體制創(chuàng)新、加強政策引導、科學合理規(guī)劃、加快基礎(chǔ)設(shè)施配套、破解休閑農(nóng)業(yè)發(fā)展的資金瓶頸、強化人才支撐、強化區(qū)域合作、建立農(nóng)民利益保障機制等對策建議。
[Abstract]:The tourism industry of green and environmental protection, especially the development of leisure agriculture, has been paid more and more attention by the country and people, and has gradually become a new economic growth point. The development of leisure agriculture is an important measure to increase farmers' income and improve the comprehensive production capacity of agriculture. It is also another way to solve the problem of "agriculture, rural areas and farmers". In this paper, the advantages and disadvantages of developing leisure agriculture in Huotian Town, Yunxiao County, as well as the opportunities and challenges arising from the external environment are analyzed by using the method of SWOT analysis. Through investigation, it is found that there are obvious advantages in traffic location, natural ecological resources, rich and unique cultural background, rapid economic and social development, etc. However, leisure agriculture has not yet formed an industrial system, and infrastructure is weak. Lack of specific measures, new rural construction task arduous, lack of professional management personnel constraints development. In addition, although the development of leisure agriculture in Huo Tian Town faces fierce competition from tourism in the same industry and surrounding areas in the province, with the positive effects of the superposition of preferential policies at all levels, tourism has become one of the three carriages of the Yunxiao county economy. There is a rare opportunity to accelerate the development of leisure agriculture because of the change of people's leisure mode and the promotion of residents' consumption ability. Through comprehensive comparison and analysis of internal and external factors, the author thinks that so strategy must be adopted in the development of leisure agriculture in Fo Tian Town. Then the author systematically analyzes the development course of leisure agriculture in Guzhu Village of Changxing County, Zhejiang Province, and draws the conclusion that the key point is to develop the government's leading role in leisure agriculture, the farmer's private capital is the main body, the standard promotion is the path, and the quality service is the guarantee. Tourism benefits the people is the fundamental inspiration. Finally, on the basis of case study and SWOT analysis, the paper puts forward the development strategy and industrial layout of leisure agriculture in Fo Tian Town, and puts forward how to accelerate the development of leisure agriculture in Fo Tian Town to strengthen organizational leadership and system innovation, and strengthen policy guidance. Scientific and rational planning, speeding up infrastructure matching, solving the bottleneck of leisure agriculture development, strengthening talent support, strengthening regional cooperation, establishing farmers' interests protection mechanism and other countermeasures and suggestions.
