【摘要】：游艇經(jīng)濟(jì)在我國(guó)的快速發(fā)展,催生了游艇安全監(jiān)管領(lǐng)域的眾多問(wèn)題。傳統(tǒng)的管制型商船監(jiān)管模式已經(jīng)無(wú)法適應(yīng)游艇經(jīng)濟(jì)的發(fā)展需要,海事部門在職能定位上需要向公共服務(wù)方向轉(zhuǎn)變,新的游艇監(jiān)管模式設(shè)計(jì)勢(shì)在必行。 我國(guó)在借鑒西方發(fā)達(dá)國(guó)家政府改革經(jīng)驗(yàn)的基礎(chǔ)上,從國(guó)情出發(fā)提出了建設(shè)服務(wù)型政府的改革目標(biāo)；海事機(jī)構(gòu)也提出了“四型海事”理念,積極開展服務(wù)型海事建設(shè)。加之游艇運(yùn)動(dòng)具有鮮明的個(gè)性特點(diǎn),對(duì)于游艇安全服務(wù)具有強(qiáng)烈的需求,基于新公共服務(wù)理論下的游艇安全監(jiān)管研究顯得必要且及時(shí)。 本文根據(jù)新公共服務(wù)理論和“四型海事”理論,深入地分析了游艇安全監(jiān)管問(wèn)題產(chǎn)生的根源,提出了游艇安全監(jiān)管的職能轉(zhuǎn)變、海事“服務(wù)’’文化構(gòu)建、游艇安全公共政策決策、電子海事建設(shè)、社會(huì)主體參政能力提升等五方面的機(jī)制建設(shè)是破解游艇監(jiān)管難題的可行途徑。 基于上述的機(jī)制建設(shè),本文提出了游艇安全監(jiān)管的新模式,對(duì)破解游艇安全監(jiān)管難題、建設(shè)服務(wù)型海事的可行性進(jìn)行了深入分析,并給予了肯定回答。
[Abstract]:The rapid development of yacht economy in China has given birth to many problems in the field of yacht safety supervision. The traditional regulatory model of merchant shipping has been unable to meet the needs of the development of yacht economy, the maritime department needs to change to the direction of public service in its function orientation, so it is imperative to design a new regulatory mode of yacht. On the basis of drawing lessons from the government reform experience of western developed countries, our country puts forward the reform goal of constructing service-oriented government from the point of view of the national conditions, and maritime organizations also put forward the concept of "four-type maritime affairs" and actively carry out service-oriented maritime construction. In addition, yacht sports have distinct personality characteristics, there is a strong demand for yacht safety services, based on the new public service theory of yacht safety supervision research is necessary and timely. Based on the new public service theory and the "four-type maritime" theory, this paper deeply analyzes the origin of yacht safety supervision problem, and puts forward the function transformation of yacht safety supervision and the construction of maritime "service" culture. It is a feasible way to solve the difficult problem of yacht supervision in five aspects, such as public policy decision of yacht safety, construction of electronic maritime affairs and promotion of social subject's ability to participate in politics. Based on the above mechanism construction, this paper puts forward a new model of yacht safety supervision, analyzes the feasibility of solving the problem of yacht safety supervision and building a service-oriented maritime industry, and gives a positive answer.
