【摘要】：農(nóng)村集體經(jīng)濟是農(nóng)村經(jīng)濟的重要組成部分，在我國國民經(jīng)濟中處于基礎(chǔ)性地位。發(fā)展農(nóng)村集體經(jīng)濟，不斷增強集體經(jīng)濟實力，既是全面深化農(nóng)村改革，全面推進農(nóng)村小康建設(shè)，實現(xiàn)共同富裕的重要經(jīng)濟發(fā)展任務(wù)，也是增強農(nóng)村黨組織的執(zhí)政能力，鞏固黨在農(nóng)村執(zhí)政基礎(chǔ)的重大政治問題。 東營市是一座新興資源型城市，農(nóng)業(yè)在全市經(jīng)濟社會發(fā)展中居于重要基礎(chǔ)地位。東營市是黃河三角洲高效生態(tài)經(jīng)濟區(qū)和山東半島藍色經(jīng)濟區(qū)兩大國家戰(zhàn)略實施的重要陣地，具有優(yōu)越的區(qū)位優(yōu)勢，突出的政策優(yōu)勢，豐富的自然資源，在發(fā)展農(nóng)業(yè)方面具有重要優(yōu)勢。近年來，東營市委、市政府高度重視“三農(nóng)”工作，有力促進了農(nóng)村經(jīng)濟社會全面發(fā)展，在農(nóng)村集體經(jīng)濟發(fā)展方面也取得了長足進步。特別是2012年以來，東營市將發(fā)展農(nóng)村集體經(jīng)濟工作列入了基層組織建設(shè)重要內(nèi)容，充分發(fā)揮政府主導(dǎo)作用，探索了一些特色做法，取得了初步成效。但是，東營市在農(nóng)村集體經(jīng)濟發(fā)展工作方面也面臨諸多問題。如何總結(jié)梳理取得的成功經(jīng)驗，解決存在的突出矛盾，推動全市農(nóng)村集體經(jīng)濟更好更快發(fā)展是東營市面臨的重要現(xiàn)實問題。 本文首先介紹了農(nóng)村集體經(jīng)濟的基本概念、我國農(nóng)村集體經(jīng)濟發(fā)展的基本歷程和發(fā)展農(nóng)村集體經(jīng)濟的主要理論依據(jù)。在此基礎(chǔ)上，，本文運用定量分析和定性分析相結(jié)合的方法，對東營市農(nóng)村集體經(jīng)濟的發(fā)展概況進行了分析，系統(tǒng)總結(jié)梳理了東營市發(fā)展農(nóng)村集體經(jīng)濟的主要做法，客觀評價了東營市做法的借鑒意義；同時，對東營市農(nóng)村集體經(jīng)濟發(fā)展存在的問題及原因進行了深入剖析。最后，本文立足東營實際，提出了關(guān)于推動農(nóng)村集體經(jīng)濟發(fā)展的對策建議。
[Abstract]:The rural collective economy is an important part of the rural economy and is in a basic position in our national economy. To develop the rural collective economy and constantly strengthen the collective economic strength is not only to deepen the rural reform in an all-round way, but also to promote the construction of a well-off rural society in an all-round way. The important economic development task of realizing common prosperity is also an important political problem to strengthen the ruling ability of rural party organizations and consolidate the Party's ruling foundation in rural areas. Dongying City is a new resource city, and agriculture plays an important role in the economic and social development of the city. Dongying City is an important position in the strategic implementation of the high-efficiency ecological economic zone of the Yellow River Delta and the blue economic zone of Shandong Peninsula. In recent years, the Dongying Municipal Party Committee and the municipal government have attached great importance to the work of "agriculture, rural areas and farmers". It has been able to promote the overall development of rural economy and society, and has also made great progress in the development of rural collective economy. In particular, since 2012, Dongying has included the development of rural collective economy as an important part of the building of grass-roots organizations. Giving full play to the leading role of the government, exploring some characteristic practices and making initial achievements. However, Dongying also faces many problems in the development of rural collective economy. It is an important practical problem for Dongying City to solve the outstanding contradictions and promote the better and faster development of the rural collective economy in Dongying City. This paper first introduces the basic concept of rural collective economy, the basic course of the development of rural collective economy in China and the main theoretical basis for the development of rural collective economy. In this paper, the general situation of the development of rural collective economy in Dongying is analyzed by combining quantitative analysis with qualitative analysis, and the main methods of developing rural collective economy in Dongying are summarized systematically. At the same time, the problems and causes of the development of the rural collective economy in Dongying city are deeply analyzed. Finally, based on the actual situation of Dongying city, the paper makes a thorough analysis of the problems and causes of the development of the rural collective economy in Dongying City. The countermeasures and suggestions for promoting the development of rural collective economy are put forward.
