【摘要】:湖里區(qū)是廈門島內(nèi)的老城區(qū),根據(jù)上級(jí)要求,順應(yīng)時(shí)代發(fā)展,湖里區(qū)于2003年底全面完成“村改居”建設(shè)及村集體改制工作,農(nóng)村社區(qū)發(fā)生了翻天覆地的變化。近年來(lái),為了促進(jìn)農(nóng)村社區(qū)集體資產(chǎn)發(fā)展壯大,帶動(dòng)農(nóng)民致富,湖里區(qū)委、區(qū)政府不斷出臺(tái)相關(guān)扶持政策,鼓勵(lì)和引導(dǎo)改制后的社區(qū)農(nóng)民利用人均15平方米預(yù)留發(fā)展用地,出資入股集體土地股份化項(xiàng)目。如今,湖里區(qū)金山、殿前、江頭、禾山四個(gè)街道都分布有集體土地股份化項(xiàng)目,湖里區(qū)一躍成為廈門市擁有農(nóng)村集體土地股份化項(xiàng)目最多的代表區(qū),實(shí)現(xiàn)了跨越式大發(fā)展。為了發(fā)展規(guī)模農(nóng)業(yè),提高農(nóng)業(yè)生產(chǎn)效益,社區(qū)集體經(jīng)濟(jì)組織(例如社區(qū)居委會(huì))發(fā)動(dòng)農(nóng)民集中手上的征地款或閑散資金投入社區(qū)股份化項(xiàng)目建設(shè),把土地經(jīng)營(yíng)權(quán)折算為股權(quán),農(nóng)民變身為股民,實(shí)現(xiàn)農(nóng)業(yè)股份化合作,走農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營(yíng)的路子,有效地解決好失地農(nóng)民生活出入問(wèn)題。通過(guò)項(xiàng)目帶動(dòng)、資產(chǎn)量化和股份分紅等直接增加農(nóng)民收入,建立起可持續(xù)的收入發(fā)展機(jī)制,帶動(dòng)農(nóng)民轉(zhuǎn)產(chǎn)就業(yè),為被征地農(nóng)民和海域退養(yǎng)漁民提供生活保障,促進(jìn)農(nóng)村社區(qū)發(fā)展和穩(wěn)定。由于湖里區(qū)農(nóng)村集體土地產(chǎn)權(quán)股份化改革還在不斷發(fā)展,農(nóng)民對(duì)股份化項(xiàng)目的建設(shè)形式、后期經(jīng)營(yíng)、股份分紅過(guò)程還存在不少爭(zhēng)議、要反復(fù)商榷。本文作者深入社區(qū),在走訪調(diào)研的基礎(chǔ)上,以訪談、問(wèn)卷為基礎(chǔ),采取定量研究為主,定性研究為輔,做好相關(guān)資料收集整理,對(duì)廈門市湖里區(qū)農(nóng)村集體土地股份化項(xiàng)目的各項(xiàng)政策進(jìn)行了剖析和探究,并從可操作性角度對(duì)政府如何從政策層面進(jìn)一步明確標(biāo)準(zhǔn)和要求。選取農(nóng)民對(duì)出資入股項(xiàng)目建設(shè)的意愿為研究對(duì)象,就當(dāng)前形勢(shì)中許多帶有普遍性、全局性的理論問(wèn)題進(jìn)行了深入研究,提出了大量富有價(jià)值的對(duì)策與建議,為理論界進(jìn)一步深入探索提供了素材,也為各地探索土地股份化流轉(zhuǎn)提供了借鑒和示范。
[Abstract]:Huili District is an old urban area in Xiamen Island. According to the request of superiors and in keeping with the development of the times, Huili District completed the construction of "village to house" and village collective reform in late 2003, and the rural communities have undergone earth-shaking changes in recent years. In order to promote the development and expansion of collective assets in rural communities and promote the peasants to become rich, the Huli District Committee and the district government have continuously issued relevant support policies to encourage and guide the community farmers to reserve development land per capita of 15 square meters after restructuring. Today, the four streets of Huili District, Jinshan, Qianqian, Jiangtou and Heishan, all have collective land demutualization projects. The Huli District has become the representative area of Xiamen with the largest number of rural collective land demutualization projects, and has achieved great leapfrog development. In order to develop large-scale agriculture and improve the efficiency of agricultural production, Community collective economic organizations (such as community neighborhood committees) mobilize farmers to concentrate their land requisition or idle funds into community joint-stock projects, convert land management rights into equity, and transform farmers into shareholders, so as to realize joint-stock cooperation in agriculture. To take the road of industrialized management of agriculture, effectively solve the problem of the livelihood of landless farmers, increase farmers' income directly through projects, quantification of assets and dividends of shares, and establish a mechanism for sustainable income development. To promote farmers' conversion to employment, to provide livelihood security for land expropriated farmers and retired fishermen in the sea area, and to promote the development and stability of rural communities. As the reform of the demutualization of rural collective land property rights in Huli District is still developing, There are still a lot of controversies about the construction form, late management, share dividend process of the joint-stock project, which should be discussed repeatedly. The author of this paper goes deep into the community and, on the basis of visiting investigation, taking interviews and questionnaires as the basis, adopts quantitative research. The qualitative research is supplemented by the relevant data collection and collation, and the policies of the rural collective land demutualization project in Huli District of Xiamen City are analyzed and explored. And from the operational point of view, how to further clarify the standards and requirements of the government from the policy level, and select the willingness of farmers to invest and invest in the construction of the project as the research object, in the current situation, many of them are universal. This paper makes a thorough study of the overall theoretical problems, and puts forward a large number of valuable countermeasures and suggestions, which provide the material for further exploration of the theoretical circle, and also provide reference and demonstration for the exploration of the land demutualization in various places.
