【摘要】：隨著三十多年來中國特色的社會(huì)主義市場經(jīng)濟(jì)的全面發(fā)展，區(qū)域間的經(jīng)濟(jì)協(xié)調(diào)和社會(huì)的可持續(xù)發(fā)展顯得尤為必要。2007年召開的黨的十七次代表大會(huì)明確突出了在大力發(fā)展經(jīng)濟(jì)的同時(shí)要加強(qiáng)國土資源規(guī)劃，強(qiáng)調(diào)要充分按照主體功能區(qū)劃分的各項(xiàng)要求，制定區(qū)域發(fā)展政策，調(diào)整和重塑經(jīng)濟(jì)布局。為加快推進(jìn)主體功能區(qū)建設(shè)，要切實(shí)考慮不同區(qū)域的各資源要素利用狀況，環(huán)境的可承受能力和開發(fā)密度，將人口、自然生態(tài)環(huán)境、自然資源和城鎮(zhèn)化等關(guān)鍵因素統(tǒng)籌發(fā)展。 改革開發(fā)以來，安徽經(jīng)濟(jì)持續(xù)快速發(fā)展，工業(yè)化、城市化、現(xiàn)代化水平不斷提高，產(chǎn)業(yè)結(jié)構(gòu)得到不斷升級(jí)和優(yōu)化，發(fā)展了很多具有比較優(yōu)勢的產(chǎn)業(yè)，沿海東部地區(qū)開始向安徽皖江城市帶進(jìn)行產(chǎn)業(yè)轉(zhuǎn)移。與此同時(shí)，本地區(qū)也出現(xiàn)了國土資源開發(fā)過度，空間開發(fā)失衡，空間布局混亂等一系列問題。因此要利用主體功能區(qū)建設(shè)這一機(jī)遇，實(shí)現(xiàn)本地區(qū)產(chǎn)業(yè)轉(zhuǎn)移優(yōu)化升級(jí)，，實(shí)現(xiàn)安徽充分融入長三角城市圈。 本文的研究方法和研究角度是在產(chǎn)業(yè)轉(zhuǎn)移和主體功能區(qū)的大背景下，根據(jù)經(jīng)濟(jì)學(xué)有關(guān)產(chǎn)業(yè)轉(zhuǎn)移的專業(yè)化知識(shí)建立各種指標(biāo)分析，運(yùn)用定性和定量相結(jié)合的辦法，分別從經(jīng)濟(jì)增長水平、城市化水平、產(chǎn)業(yè)轉(zhuǎn)移類型等方面對安徽省產(chǎn)業(yè)轉(zhuǎn)移的現(xiàn)狀以及各類主體功能區(qū)的產(chǎn)業(yè)轉(zhuǎn)移現(xiàn)狀進(jìn)行分析。分析的結(jié)果表明，目前區(qū)域類的產(chǎn)業(yè)轉(zhuǎn)移存在不符合功能區(qū)定位、能耗水平高、產(chǎn)業(yè)集聚水平低等問題。 本文嚴(yán)格根據(jù)主體功能區(qū)的功能定位，提出了產(chǎn)業(yè)轉(zhuǎn)移的戰(zhàn)略：安徽省優(yōu)先開發(fā)區(qū)要提高產(chǎn)業(yè)結(jié)構(gòu)層次，著力發(fā)展和承接高附加值、低能耗、低污染的新興產(chǎn)業(yè)；大力發(fā)展現(xiàn)代服務(wù)業(yè)和現(xiàn)代農(nóng)業(yè)，并完成該區(qū)域內(nèi)部分產(chǎn)業(yè)的轉(zhuǎn)移；重點(diǎn)開發(fā)區(qū)要加快城鎮(zhèn)化進(jìn)程、發(fā)展勞動(dòng)密集型和資源密集型產(chǎn)業(yè)，促進(jìn)產(chǎn)業(yè)集群，有選擇的承接發(fā)達(dá)地區(qū)的產(chǎn)業(yè)轉(zhuǎn)移；限制開發(fā)區(qū)堅(jiān)持適度開發(fā)，發(fā)展生態(tài)旅游產(chǎn)業(yè)，適當(dāng)發(fā)展特色產(chǎn)業(yè)；禁止開發(fā)區(qū)要把生態(tài)調(diào)節(jié)和保護(hù)功能放在第一位，控制產(chǎn)業(yè)活動(dòng)。
[Abstract]:With the comprehensive development of thirty years Chinese characteristics of socialist market economy, the sustainable development of regional economic and social coordination is the seventeen congress held in.2007 is necessary to the party clearly highlight the development of economy at the same time to strengthen the land and resources planning, stressed the need to fully according to the requirements of the main functional areas the development of regional development policies, adjust and reshape the economic layout. Promote the construction of the main functional areas to speed up, we need to consider the various resource elements in different regions of the utilization situation of environmental capacity and development density, population, natural ecological environment, natural resources and key factors of Urbanization and rural development.
Since the reform and development, sustained and rapid development of Anhui economy, industrialization, city, and constantly improve the level of modernization, industrial structure upgrading and optimization, the development of many industries with comparative advantage, in eastern coastal area started the industrial transfer to the Anhui city belt. At the same time, the region also appeared over the development of land resources, the development of space the imbalance, a series of problems such as the disorder space layout. So to use the construction of the main functional areas of this opportunity, to realize the optimization and upgrading of industrial transfer, Anhui fully into the Yangtze River Delta city circle.
In this paper, the research method and the research angle is in the background of industrial transfer and the main functional areas, according to various indicators related to the establishment of industrial economics analysis of transfer of professional knowledge, using qualitative and quantitative methods, respectively, from the level of economic growth, the level of city of Anhui Province, industrial transfer industrial transfer type etc. the status quo and all kinds of the main functional areas of industrial transfer status were analyzed. The results show that the area of industrial transfer is not in line with functional area orientation, energy consumption level is high, the low level of industrial agglomeration.
This paper strictly according to the functional positioning of the main functional areas, put forward the strategy of industrial transfer in Anhui Province: preferential development area to improve the level of industrial structure, and to focus on the development of high added value, low energy consumption, low pollution emerging industries; vigorously develop modern service industry and modern agriculture, and complete the transfer of some industries in the region; the key development zone to speed up the process of urbanization, the development of labor-intensive and resource intensive industries, promoting industrial clusters, choose to undertake the transfer of industries in developed regions; adhere to the moderate development Limited Development Zone, eco tourism industry development, the appropriate development of characteristic industry; the prohibition of the development area to the ecological function of regulation and protection in the first place control, industrial activities.
