【摘要】：摘要：隨著我國經(jīng)濟的高速發(fā)展,資源浪費、環(huán)境破壞日益成為威脅我國經(jīng)濟健康發(fā)展的重要障礙。為了轉(zhuǎn)變我國經(jīng)濟長久以來形成的粗放型增長模式,政府出臺了一系列改革措施。2005年中共十六屆五中全會正式提出建設(shè)“兩型社會”綱要,并于2007年設(shè)立武漢城市圈和長株潭城市群作為兩型社會建設(shè)綜合配套改革試驗區(qū)。政府力圖通過建設(shè)“資源節(jié)約型、環(huán)境友好型”社會,將我國經(jīng)濟的粗放型增長模式向集約型增長模式轉(zhuǎn)變。由于我國各區(qū)域之間經(jīng)濟發(fā)展差異較大,有必要建立一套評價指標(biāo)體系對各地區(qū)的“兩型社會”建設(shè)程度進行評價,以明確各地區(qū)“兩型社會”的建設(shè)方向。 本文首先從經(jīng)濟發(fā)展、資源節(jié)約、環(huán)境友好、創(chuàng)新能力和社會和諧五個方面出發(fā)初步構(gòu)建“兩型社會”評價四級指標(biāo)體系,而后以此為基礎(chǔ)建立“兩型社會”評價精簡指標(biāo)體系。其次,針對建立的“兩型社會”評價精簡指標(biāo)體系,我們利用綜合指數(shù)法對我國31個省、直轄市、自治區(qū)2006-2012年的發(fā)展情況進行打分,并將以上各地區(qū)打分加權(quán)平均計算我國東、中、西部三個區(qū)域的得分情況。最后,根據(jù)各個地區(qū)的總得分結(jié)果對各地區(qū)進行橫向和縱向比較,再對我國東部、中部和西部地區(qū)的得分情況進行縱向和橫向比較。為了更細致的比較我國各地區(qū)“兩型社會”建設(shè)情況,我們分別從經(jīng)濟發(fā)展、資源節(jié)約、環(huán)境友好、創(chuàng)新能力和社會和諧五個方面,對我國各省、直轄市、自治區(qū)以及東部、中部、西部地區(qū)的相應(yīng)指標(biāo)進行對比分析。 通過以上分析我們發(fā)現(xiàn),我國各省、自治區(qū)、直轄市的“兩型社會”建設(shè)情況總得分逐年遞增,總得分較高的大部分為東部沿海省份,中部省份略低,西部省份最低。通過從經(jīng)濟發(fā)展、資源節(jié)約、環(huán)境友好、創(chuàng)新能力和社會和諧五個方面探析制約我國各省、自治區(qū)、直轄市“兩型社會”建設(shè)的主要因素,我們發(fā)現(xiàn)中、西部地區(qū)均不同程度地忽視了環(huán)境保護、社會和諧指標(biāo)的建設(shè),加之創(chuàng)新能力普遍偏低,拉低了兩型社會總體水平。而后我們針對各地區(qū)在建設(shè)“兩型社會”中遇到的問題,結(jié)合國外先進經(jīng)驗,分別從新型產(chǎn)業(yè)體系、建設(shè)節(jié)能減排全覆蓋工程、加強立法、完善公用基礎(chǔ)設(shè)施配套建設(shè)等等角度提出對政策建議。圖9幅,表25個,參考文獻78篇。
[Abstract]:Absrtact: with the rapid development of our economy and the waste of resources, environmental damage is increasingly becoming an important obstacle to the healthy development of our economy, in order to change the extensive economic growth model that has been formed for a long time. The government has issued a series of reform measures. In 2005, the Fifth Plenary session of the 16 CPC Central Committee formally proposed the outline of building a "two-oriented society". In 2007, Wuhan City Circle and Changsha-Zhuzhou-Xiangtan Urban agglomeration were set up as the pilot areas for the comprehensive reform of the two-type society. The government tried to build a "resource-saving, environment-friendly" society. The extensive growth model of our country's economy is changed to the intensive growth model. Because of the big difference of economic development among different regions of our country. It is necessary to establish a set of evaluation index system to evaluate the construction degree of "two-type society" in each region, so as to clarify the construction direction of "two-type society" in each region. Firstly, this paper starts from the five aspects of economic development, resource saving, environmental friendliness, innovation ability and social harmony, and initially constructs a four-level evaluation index system of "two-oriented society". Secondly, in view of the establishment of the "two-oriented society" evaluation of the simplified index system, we use the comprehensive index method to 31 provinces and municipalities directly under the Central Government. The development of the autonomous region from 2006 to 2012 to score, and the above areas weighted average calculation of the eastern, central and western regions of the score. Finally. According to the results of the total score of each region of the horizontal and vertical comparison, and then to the eastern part of China. In order to compare the construction of "two types of society" in each area of our country more carefully, we separately from the economic development, the resources saving, the environment is friendly. In this paper, five aspects of innovation ability and social harmony are compared and analyzed in the provinces, municipalities, autonomous regions and the eastern, central and western regions of China. Through the above analysis, we find that the total score of the construction of "two-oriented society" in the provinces, autonomous regions and municipalities directly under the Central Government is increasing year by year, most of the higher scores are the eastern coastal provinces, and the central provinces are slightly lower. The western provinces are the lowest. Through the economic development, resource conservation, environmental friendliness, innovation ability and social harmony, the main factors restricting the construction of "two-oriented society" in the provinces, autonomous regions and municipalities directly under the Central Government of China are analyzed. We find that the western region has neglected the environmental protection, the construction of social harmony index, and the low innovation ability to varying degrees. The overall level of the two-oriented society has been lowered. Then we aim at the problems encountered in the construction of the "two-type society" in various regions, combining with the advanced experience of foreign countries, from the new industrial system to build the full coverage project of energy saving and emission reduction. To strengthen legislation and improve the construction of public infrastructure, and so on, the author puts forward some suggestions on the policy from the aspects of 9 figs, 25 tables and 78 refs.
