【摘要】：世界經(jīng)濟(jì)特區(qū)從產(chǎn)生至今已有400多年的歷史,是人類經(jīng)濟(jì)發(fā)展過(guò)程中出現(xiàn)的普遍現(xiàn)象,在各國(guó)和地區(qū)社會(huì)進(jìn)步過(guò)程中發(fā)揮了主要作用。中國(guó)經(jīng)濟(jì)特區(qū)的設(shè)立始于改革開(kāi)放初期,經(jīng)過(guò)30多年的努力,我國(guó)已形成了全方位、多渠道、多層次的開(kāi)放格局,但我國(guó)對(duì)外開(kāi)放主要是以向東開(kāi)放和海上開(kāi)放為主。在新的歷史條件下,中央為擴(kuò)大對(duì)外開(kāi)放,加快西部地區(qū)發(fā)展,于2010年5月召開(kāi)新疆工作座談會(huì),出臺(tái)《中共中央、國(guó)務(wù)院關(guān)于推進(jìn)新疆跨越式發(fā)展和長(zhǎng)治久安的意見(jiàn)》,提出在新疆喀什、霍爾果斯兩地分別設(shè)立特殊經(jīng)濟(jì)開(kāi)發(fā)區(qū),實(shí)行特殊的經(jīng)濟(jì)政策�？κ�、霍爾果斯經(jīng)濟(jì)特區(qū)建設(shè)的提出,有利于我國(guó)探索提升沿邊開(kāi)放新途徑,完善我國(guó)對(duì)外開(kāi)放戰(zhàn)略體系,深化我國(guó)與中亞國(guó)家的政治互信和友好合作,同時(shí)將喀什、霍爾果斯打造成為帶動(dòng)新疆經(jīng)濟(jì)發(fā)展的增長(zhǎng)極,實(shí)現(xiàn)新疆跨越式發(fā)展。 本文使用比較分析法和實(shí)證分析法,采用區(qū)域經(jīng)濟(jì)學(xué)、國(guó)際貿(mào)易學(xué)、地緣經(jīng)濟(jì)學(xué)等多學(xué)科理論,綜合分析國(guó)內(nèi)外經(jīng)濟(jì)特區(qū)建設(shè)的成功做法和經(jīng)驗(yàn)教訓(xùn),總結(jié)出新疆沿邊經(jīng)濟(jì)特區(qū)在建設(shè)過(guò)程中應(yīng)注重基礎(chǔ)設(shè)施建設(shè)、制度建設(shè)、產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)換等方面的問(wèn)題,在此基礎(chǔ)上從喀什、霍爾果斯具體戰(zhàn)略定位出發(fā),探討喀什、霍爾果斯作為經(jīng)濟(jì)特區(qū),如何最大限度地發(fā)揮其功能并帶動(dòng)南疆、北疆地區(qū)的經(jīng)濟(jì)增長(zhǎng)。
[Abstract]:The special economic zones of the world have a history of more than 400 years, which is a common phenomenon in the process of human economic development and plays a major role in the process of social progress in various countries and regions. The establishment of China's special economic zones began in the early stage of reform and opening up. After more than 30 years of efforts, China has formed an all-around, multi-channel, multi-level opening pattern, but China's opening to the outside world is mainly to open to the east and the sea. Under the new historical conditions, in order to open wider to the outside world and speed up the development of the western region, the Central Committee held a forum on Xinjiang's work in May 2010 to issue the "opinions of the CPC Central Committee and the State Council on promoting Xinjiang's Leap-forward Development and Long-term Stability". Special economic development zones were established in Kashi and Horgoz, Xinjiang, respectively, and special economic policies were implemented. The proposal of the construction of the Kashgar and Horgoz Special Economic zones will help China explore new ways to open up along the border, improve our strategic system of opening to the outside world, deepen political mutual trust and friendly cooperation between China and the Central Asian countries, and at the same time, will take Kashgar. Horgos has become the growth pole to drive the economic development of Xinjiang and realize the leapfrog development of Xinjiang. This paper uses comparative analysis and empirical analysis, using regional economics, international trade, geoeconomics and other multidisciplinary theories to comprehensively analyze the successful practices and lessons learned from the construction of special economic zones at home and abroad. It is concluded that the special economic zone along the border of Xinjiang should pay attention to the problems of infrastructure construction, system construction, industrial structure transformation and so on in the process of construction. On this basis, from the specific strategic orientation of Kashi and Horgos, the paper discusses Kashi. As a special economic zone, how to maximize its function and promote economic growth in the southern and northern Xinjiang.
