【摘要】：項(xiàng)目后評價(jià)是指投資項(xiàng)目建成投產(chǎn)并生產(chǎn)運(yùn)營一段時(shí)間后,對項(xiàng)目的準(zhǔn)備、立項(xiàng)決策、設(shè)計(jì)施工、生產(chǎn)運(yùn)營等全過程的投資活動進(jìn)行總結(jié)評價(jià),對項(xiàng)目實(shí)際取得的經(jīng)濟(jì)效益、社會效益和環(huán)境影響進(jìn)行綜合評價(jià),從而判別項(xiàng)目預(yù)期目標(biāo)實(shí)現(xiàn)程度的一種評價(jià)方法。通過對項(xiàng)目全面的總結(jié)評價(jià),汲取經(jīng)驗(yàn)教訓(xùn),改進(jìn)和完善配電網(wǎng)工程項(xiàng)目決策水平。本文首先闡述電力企業(yè)投資項(xiàng)目的研究背景和研究意義,在系統(tǒng)介紹了工程建設(shè)項(xiàng)目后評價(jià)的概念、原則、評價(jià)依據(jù)和方法的基礎(chǔ)上,全面地分析了工程項(xiàng)目專項(xiàng)后評價(jià)的內(nèi)容,構(gòu)建專項(xiàng)指標(biāo)體系。然后對T市配電網(wǎng)工程項(xiàng)目進(jìn)行綜合后評價(jià)分析,對項(xiàng)目的執(zhí)行過程、效益、影響和持續(xù)性進(jìn)行系統(tǒng)地、客觀地分析和總結(jié),判斷哪些工作做得較好,哪些工作做得較差。最后應(yīng)用模糊綜合評價(jià)法對項(xiàng)目進(jìn)行綜合后評價(jià)分析,對評價(jià)結(jié)果進(jìn)行分析總結(jié),提出建議。通過本文的研究,以期促進(jìn)配網(wǎng)項(xiàng)目管理的程序化、工作方法規(guī)范化,提高配網(wǎng)設(shè)項(xiàng)目的管理水平和投資效益。
[Abstract]:Post-project evaluation refers to the summary and evaluation of the whole process of investment activities, such as project preparation, project decision making, design and construction, production and operation, after the investment project has been completed and put into production and operation for a period of time. A comprehensive evaluation method for social benefit and environmental impact to judge the degree of achievement of the expected goal of the project. Through the comprehensive summary and evaluation of the project, draw the experience and lessons, improve and perfect the decision-making level of the distribution network project. This paper first describes the research background and significance of the electric power enterprise investment project, and then introduces the concept, principle, evaluation basis and method of the project construction project post-evaluation systematically. The content of post-evaluation of engineering project is analyzed comprehensively, and the special index system is constructed. Then, the comprehensive post evaluation analysis of distribution network project in T city is carried out, and the execution process, benefit, influence and persistence of the project are systematically analyzed and summarized objectively, which work is well done and which work is poor. Finally, the fuzzy comprehensive evaluation method is used to analyze the comprehensive post evaluation of the project, the evaluation results are analyzed and summarized, and some suggestions are put forward. Through the research of this paper, we hope to promote the program of distribution network project management, standardize the working methods, and improve the management level and investment benefit of distribution network project.
