【摘要】：通過對近十年我國發(fā)生的鉛、鎘兩種重點(diǎn)重金屬污染事件進(jìn)行社會學(xué)調(diào)查分析,從中發(fā)現(xiàn)具有事前管制功能的環(huán)境標(biāo)準(zhǔn)法律制度存在不科學(xué)、不協(xié)調(diào)、不銜接的"斷裂"問題,筆者從環(huán)境與健康標(biāo)準(zhǔn)體系的指導(dǎo)原則、體系內(nèi)容和制(修)訂程序三個層面提出奉行健康本位、強(qiáng)化科學(xué)合理、推進(jìn)公眾參與的"三重彌合"來完善我國環(huán)境與健康標(biāo)準(zhǔn)體系存在的"三層斷裂"。
[Abstract]:Based on our country nearly ten years of lead and cadmium in two kinds of heavy metal pollution in key events of social investigation and analysis, from the ex ante regulation function have been found in the environmental standard legal system is not scientific, coordination and cohesion of the "break" problem, the author from the environmental and health standards of the guiding principles and content system and the system (Amendment) order three level of program to pursue health standard, strengthening scientific and reasonable, to promote public participation in the "three bridge" to improve our environmental and health standards existing in the system of "three layers of fracture".
